Sources Sought Notice 13 March 2024
Purpose: This is a sources sought notice for the purpose of conducting market research. Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses. The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The Bureau of Land Management (BLM) will use information obtained through this notice to develop an acquisition strategy.
The government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economic small business set-aside for the solicitation. Quality of responses received will be considered when making any small business set-aside determinations for this requirement.
Additional Information: Specification and drawings have been included with this notice. All documentation is considered to be in a DRAFT format and has been provided for comment. Comments received may be used to make corrections, revisions, and/or other requirement changes depending on the nature and type of information received. Any comments provided shall be considered public information and the government reserves the right to use the information provided without restriction.
Cost Reimbursement: Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests.

Solicitation: The BLM anticipates issuing a request for proposals from March-April of 2024
Bonding: The BLM anticipates that bid, performance, and payment bonds will be required.
Magnitude of Construction: Between $1,000,000 and $5,000,000
Anticipated Period of Performance: 330 calendar days after issuance of the notice to proceed
Project Description: The subject requirement consists of all labor, materials, equipment, and supervision for the removal of existing mechanical systems and equipment as necessary to accommodate new mechanical systems at the Farmington District Office building. The Farmington District Office building was constructed in 2013 and consists of 30,000 square feet of floor area. It is a flat roof, steel-framed building with masonry and metal cladding, composed of a two-story open office area to the west and a single-story private office and public area to the east – the two-story open office area has an atrium that is open to a roof monitor that provides daylighting in the core of the building. Installation of new HVAC systems consisting of VRF systems for heating and cooling, energy recovery ventilators (ERVs) for ventilating the building, new HVAC control systems, and all ductwork, piping, and appurtenances necessary for a complete and operable HVAC system. The project location is: 6251 College Boulevard, Farmington, NM 87402. Refer to the DRAFT plans and specifications for more specific information.
Submission / Response Contents: Interested businesses (small or large) should submit the following information:
