About this file
This is a Questions and Answers (Q&A) document addressing contractor inquiries regarding a federal contract opportunity with the USGS.
The contract involves project management and facilitation services, with labor categories and roles to be determined by proposing organizations in response to the Statement of Work. Key personnel must be identified with commitment statements as part of Step 2 submissions. There is no current incumbent contractor. The government has not disclosed a budget ceiling or cost estimate. Labor rates may be based on specific wage determinations or proposers' own commercial rates—whichever is higher—with fully burdened rates acceptable if aligned with invoicing practices. This is not a GSA contract. Proposers will have access to existing West Coast and Alaska WBS dictionaries prior to award to support proposal planning and pricing. All services may be performed remotely with no travel required; all stakeholder interviews and meetings will be conducted virtually throughout the contract period. The near-final draft is due June 17, 2027, with the final product due August 1, 2027. USGS will provide the platform and storage solution for interview materials and draft documents. Contract award is scheduled before May 31, 2026, with an anticipated contract start date of June 1, 2026. The number of offerors advancing to Step 2 oral presentations will be determined based on Step 1 evaluation results, with presentation instructions provided only after Step 1 Advisory notices. Past performance evaluation will consider both federal and non-federal references based on relevance and experience level relative to the Statement of Work.

Q1. The Statement of Work describes project management and facilitation functions.

A1. Labor categories and roles will be determined by the proposing organization as part of the proposal process in responding to the statement of work (SOW).
Q2. Does the Government have a minimum key personnel requirement (e.g., must the Project Manager be named and committed in the proposal)?
A2. Per the instructions: As part of Step 2, o erors shall submit resume(s) of key personnel to be assigned to the project, along with statement of relevance to our project (if not apparent from the resume) and a commitment statement to the project for the person identified.
Q3. Is there a current incumbent contractor performing this or a similar scope of work? If so, could you please identify the incumbent?
A3. There is no current incumbent contractor.
Q4. Is there a Government estimate or budget ceiling for this contract that can be disclosed?
A4. This is not disclosed.
Q5. Are labor rates expected to be based on a specific wage determination or GSA schedule, or may o erors propose independent commercial rates?

Q6. Will the Government accept blended labor rates, or are fully burdened rates required by labor category?

A7. The final product is due August 1, 2027. A near-final draft is due 45 days prior, on June 17, 2027.
Q8. Will the contractor be expected to host or manage the document repository for interview materials and draft documents, or will USGS provide a platform and storage solution?
A8. USGS will provide a platform and storage solution for interview materials and draft documents.
Q9. Will the contractor have access to the existing West Coast and Alaska WBS dictionaries prior to contract award to inform proposal pricing and performance planning?
A9. Yes.
Q10. The SOW states that all services can be provided remotely with no need for travel.
Can the Government confirm that all stakeholder interviews and meetings will be conducted virtually for the full duration of the contract?
A10. The Government confirms that the contractor’s participation in all stakeholder interviews and meetings can be conducted virtually for the full duration of the contract. No contractor travel will be needed.
Q11. Approximately how many o erors does the Government anticipate inviting to Step 2 oral presentations following the Step 1 advisory review?
A11. The Government anticipates inviting as many as are best suited to advance to Step 2, based on the Step 1 evaluations.
Q12. What is the Government's anticipated award date and expected contract start date?
A12. Please refer to page 3 of the RFQ which has a date of 06/01/2026. Contract award is before 05/31/2026.
Q13. Will oral presentation instructions be provided to all o erors prior to Step 1 advisory notices, or only to those selected to continue to Step 2?

Q14. Will the Government consider non-federal past performance references equally to federal past performance references in the evaluation?
A.14. Past performance references will be considered based on the amount of experience of relevant work as related to the statement of work.
