About this file

This is a Questions and Answers document addressing clarifications to a federal contract solicitation that uses a two-step evaluation process. The solicitation deadline for Step 1 submissions is 24 April 2026, with only Step 1 requirements due on that date. Step 1 submissions should ideally consist of two documents: one containing labor rates and Labor Category and Tasks (LCATS), and a second containing capabilities, experience, and sample work documentation. Offerors may structure submissions at their discretion across multiple documents.

The Government confirmed that labor rates submitted in Step 1 are preliminary and may be refined based on information provided during Step 2. Advisory notices regarding Step 1 evaluations will be issued after the Government completes its full evaluation of submitted materials. The evaluation factors are not listed in order of importance; however, the Government confirmed that experience and past performance combined are more important evaluation factors than price. All materials submitted during Step 1 will be retained and used in the evaluation of potential offerors during both Step 1 and Step 2 evaluations.
