About this file

This document contains a notice of intent to award a sole source contract along with technical specifications for avian wildlife tracking devices. The U.S. Geological Survey intends to award a purchase order to Vertebrate System LLC for 5 designs of solar charging GPS-GSM tracking loggers weighing between 3 to 15 grams for attachment to avian species as backpacks. The required specifications include housing, battery, GPS, data storage and transmission capabilities, sensor functions, and delivery details. The purpose is to track multiple species across North America. Interested parties may submit a response by March 4, 2024 but the agency does not intend to solicit competitive quotes as Vertebrate System LLC is considered the only available source that can meet requirements.

Specification/Salient Characteristics for Goods Needed

Objective:

Multispecies avian wildlife tracking loggers for multiple species with backpack harness mounts

Required Specifications:

5 designs of back-pack mounted avian wildlife GPS-GSM tracking loggers:

1. 3 gram (only known device = OrniTrack-3)

2. 6 gram (only known device = OrniTrack-6)

3. 10 gram (e.g., OrniTrack -10)

4. 10 gram with elevated solar panels to prevent feather coverage (e.g., OrniTrack -10E)

5. 15 gram with elevated solar panels to prevent feather coverage (e.g., Ornitrack-15E)

Transmitter characteristics:

· Internal antenna system.

· Transmits primarily to 4G cell phone system.

· Demonstrated ability to function in both continental United States and Canada.

· Housing: backpack design, aerodynamic, strong and waterproof,

· Housing: multiple customized colors, available hydrodip

· Customized “if-found” label attachment

· GPS receiver: high sensitivity 72 channel module

· Internal battery: Lithium-Polymer with under- and over-charge protection

· Fully charged battery is sufficient for logging about 800 positions without additional recharge (under optimal GPS satellite view and good GSM network coverage, GPS intervals - 5 minutes, GSM intervals - 12 hours)

· Solar charger: high efficiency multi-junction

· GPS logging intervals: from 1 second to 48 hours

· Data storage: capable of storing nearly 30,000 records

· Data upload: via GSM/GPRS network

· GSM/GPRS network connection interval: from 10 minutes to 192 hours

· Geofences: 2 zones with separate sets of parameters. Zones defined by user by multiple rectangles (up to 10 per zone)

· High frequency (up to 50 Hz) sensor (accelerometer, magnetometer, temperature, light intensity) data collection on a separate schedule

· Day & night sensing

Common portal to coordinate data collection and transmission intervals across all tag designs

· Web (and mobile) access for field monitoring

· Automated data transmit function vs FTP to existing data analysis system

· Control: user remotely controls GPS & GSM schedules and geofence settings

· Transmitter firmware update over the air (OTA)

· 24-hour/7-days per week phone and email support

Quantity:

1. 3 gram = 17

2. 6 gram = 34

3. 10 gram = 17

4. Elevated 10 gram = 136

5. Elevated 15 gram = 136
