About this file
This Performance-Based Work Statement (PWS) details GPS satellite tracking services for the US Geological Survey's New York Water Science Center (NYWSC). The requirement is for personnel tracking services utilizing GPS satellite tracking, messaging, and life-saving S.O.S services for up to 120 government-owned SPOT Gen4 and Gen3 devices. Key technical requirements include unlimited continuous GPS satellite tracking with a web-based application interface, real-time tracking information, 96% message delivery probability across the continental US, Canada, Mexico, Europe, Australia, and South America, and tracking data updates no less than every 2.5 minutes.
The contract is structured as a multiple-year award with one base year and four option years, using a flex plan where devices are activated monthly as needed. The primary objectives are to enhance employee safety during fieldwork in remote locations, enable rapid emergency response, and support the USGS Go2Mapper program and National Water Dashboard by providing continuous personnel location tracking. The service must include features such as S.O.S emergency notifications, check-in capabilities, custom messaging, and user-defined tracking frequency and contact settings. Vendor compliance will be measured monthly against the specified service features and data provision requirements.

PERFORMANCE-BASED WORK STATEMENT
I. GENERAL INFORMATION
A. Introduction:
The US Geological Survey (USGS), New York Water Science Center (NYWSC) requests an award for personnel tracking services using GPS satellite tracking, messaging, and life-saving S.O.S services. All GPS satellite tracking data must be provided to NYWSC on a continuous/real time basis to be utilized by the USGS in the Go2Mapper program as well as the USGS National Water Dashboard website which will allow for real-time mapping of personnel locations in the field.
B. Background:
The job of USGS field personnel is inherently dangerous, and the NYWSC has committed to instill a culture of employee safety by providing a comprehensive safety training program as well as using technology to provide extra means of communication while working in remote field areas. Field personnel are equipped with cellular phones for government use, but cellular service is limited and can be insufficient in some remote areas where work is performed. This causes significant safety concerns because employees are unable to contact anyone for help should they run into safety and health issues. The utilization of GPS technology allows NYWSC employees to conduct field work knowing help can be contacted if necessary.
Additionally, when responding to natural hazards such as hurricanes and floods, field personnel must quickly respond to specific locations during rapidly changing weather and environmental conditions. This requires field coordinators and managers to know the whereabouts of staff who are available to respond. Toward this end, the USGS developed a program called the analyzes current hydrologic and field instrumentation conditions) into a spatial layer. That spatial real-time snapshot of current field conditions and employee locations. These data are mapped and used to help efficiently guide field crews to specific locations as needed.
To ensure employee safety while working in remote field locations, and to obtain employee location information to efficiently coordinate emergency field activities, NYWSC invested in mobile GPS devices. These devices and the associated services are mandatory use for all field personnel and help ensure the safety and efficiency of the NYWSC workforce.
C. Scope:
Establish a multiple year award, with one base year and four option years to provide access to the Globalstar Satellite Network and proprietary LEO satellite constellation. The ideal service plan is the flex plan to where the device will only be activated for a month at a time. The required service must be able to support up to 120 government owned SPOT Gen4 and Gen3 devices. The number of activated devices will vary with the need of the NYWSC. GPS satellite tracking data must be provided to NYWSC on a continuous/real time basis with updates no less than every 2 ½ minutes.
II. WORK REQUIREMENTS
A. Technical Requirements:
1) Service features for up to 120 devices must include:
a. Unlimited and continuous GPS satellite tracking with web-based application interface that provides real time tracking and historical tracking information, status of each device, assigned username, office, and tracking coordinates.
b. GPS coverage for the continental United States, Canada, Mexico, Europe, Australia, South America and two hundred miles offshore of these areas must have 96% or better probability of successfully sending a single message within 20 minutes.
c. Accommodate vibration sensor, with vibration rating of Per SAE J1455.
Motion/vibration sensor(s) must allow for GPS location to be sent when device is moving and to stop being sent when device is not moving in order to conserve battery power and to avoid sending duplicate tracks.
d. S.O.S service that notifies emergency services to facilitate search and rescue operations.
e. Check-in feature that lets programmed contacts know your location and that you are ok.
f. Ability to send custom messages with GPS location. Messages will be pre-determined by USGS and programed for use on all devices.
g. -initiated messages and tracking signals 24-hours per day, 365 days per year. Acceptable exceptions to this requirement would be if there are Global Positioning erfere with message delivery.
h. Tracking data must be continuous/real time with updates no less than every 2 ½ minutes.
i. Capability to set user-defined tracking-frequency levels.
j. Capability to set user-defined contacts designated for each device.
2) Tracking data provided to USGS technical liaisons identified via an API Page and XML feed, or equivalent, for USGS to utilize in the USGS Go2Mapper program and the USGS National Water Dashboard system. Data must be provided in a continuous/real time basis with updates no less than every 2½ minutes.
3) Technical liaison(s) will coordinate with the vendor regarding the activation of devices, the deactivation of devices, user-defined tracking-frequency levels, and user-defined contacts designated for each device.
Vendor compliance will be measured on a monthly basis and accepted if the following criteria are met:
- Service features outlined in II.A.1 a-j are provided as specified
- Tracking data are provided to USGS as specified in II.A.1 and II.A.2
- Management of account is completed as specified in II.A.3
B. Deliverables.
All services and data are to be provided continuously without interruption. All data shall be free of malicious code.
III. SUPPORTING INFORMATION
