About this file

This Brand Name Justification (BNJ) document details a sole-source procurement by the United States Geological Survey (USGS) for GPS satellite tracking services from Globalstar. The New York Water Science Center (NYWSC) requires satellite network access for 116 SPOT Gen3 and Gen4 devices, with a flexible service plan allowing monthly device activation. The contract will be a multiple-year award with one base year and four option years, with a total estimated value of $109,132.80.

The justification specifies that Globalstar is the only compatible satellite network for these SPOT devices due to their embeddable satellite transmitter technology. The procurement will be conducted under FAR 13.106-1(b)(1) as a brand-name acquisition, with Globalstar's established network of small business resellers potentially allowing future competitive opportunities. The document indicates that future requirements will undergo market research to maximize competition, and pricing will be determined fair and reasonable by comparing previous purchase orders and obtaining competitive quotes from resellers.
