About this file

This document is a Single Source Justification (SSJ) under the Simplified Acquisition Threshold (SAT) for the procurement of AirClean branded PCR workstations. The SSJ states that the nature of the program requires equipment that ensures clean laboratory work-spaces, and AirClean PCR workstations have been identified as the best option to meet all program requirements and maintain consistency between the two collaborating labs. Market research indicates that while there are competitors, AirClean is a leading provider with the combination of workspace area and technical features required. The SSJ certifies that sole source acquisition procedures are justified under FAR Part 13. The related federal contract opportunity is for the procurement of (4) AirClean PCR workstations for the USFWS Whitney Genetics Lab, with a solicitation number of 140FS224Q0169.

Text3: There are several companies that can provide the requested AirClean PCR workstation. All companies capable of providing the requested brand of PCR workstations will be considered under this opportunity.
Text2: Market research was conducted and AirClean systems is a leading company in this industry. AirClean PCR workstations have competitors such as Purair and Erlab. However, these competitors lack the combination of workspace area and technical features that the AirClean PCR workstations provide. The nature of this program requires equipment that ensures clean laboratory work-spaces. To maintain cross-lab consistency the labs are required to use the same equipment whenever possible. Air-Clean PCR workstations have been identified as the best option to meet all program requirements and are required to maintain consistency among the laboratories.
Text1: In Region 3, Whitney Genetics Lab (WGL) is collaborating on a metabarcoding Early Detection and Monitoring (EDM) project with the USFWS Northeast Fishery Center (NEFC, Region 5). The program is being developed to aid FWCOs as a more efficient part of their monitoring efforts to aid in the early detection of AIS. This work is critical to the mission of the USFWS FAC program to Manage Aquatic Invasive Species (USFWS FAC Strategic Goal #3). It is essential that WGL follow established protocols to maintain data compatibility across two USFWS Regions. The program has been funded and will provide infrastructure and equipment support for both labs. The labs are tasked with developing their spaces as similarly as possible as well as using the same equipment when possible to ensure experiments are of the same type, quality, and are replicable between the two labs. This brand of workstation allows for the minimization of contamination risk and the irradiation of the work space and tools between uses at a cost that matches our budget.
Text4: Future requests that do not require the AirClean brand to follow established laboratory protocols will be competed as required by the Federal Acquisition Regulation.
Text6: Determination of fair and reasonable cost will be completed at the time of award. The Government will evaluate the reasonableness of pricing submission based on other quotes received in response to the solicitation.
