About this file

This document is a Questions & Answers (Q&A) amendment for Solicitation Number 140FNR25Q0014, dated 5-1-2025, related to a Department of the Interior Fish and Wildlife Service contract opportunity titled "OK-OK ESFO-TSCS NEGOTIATIONS SUPPORT". The document addresses two key questions from potential contractors regarding payment structure and pricing methodology.

The first question clarifies the payment basis, with the government confirming this is a firm fixed price (FFP) contract where monthly invoices will be submitted for 1/12 of the yearly fixed price. The second question sought to modify the price schedule to use labor hours as the basis of pricing, which the government explicitly rejected, maintaining the contract will remain a firm fixed price contract and not transition to a labor-hour pricing model. The Q&A amendment provides critical clarification for potential bidders about the contract's financial and pricing expectations.

Questions & Answers

140FNR25Q0014 Amed 2 dated 5-1-2025

Question

What is the basis of payment? Will payments be made monthly? The price schedule as currently structured (page 3 of 48 of the revised SOL) could be interpreted to imply that the contractor may only be paid at the end of the base year and option year, once all tasks are completed. Can an amendment be issued to clarify that payments will be made monthly?

Answer

Being this contract is a firm fixed price (FFP). The contractor should submit a monthly invoice for 1/12 of the yearly FFP.

Question

Can the Government consider issuing an amendment revising the price schedule, so that the “Quantity” is number of hours, “unit of measure” is hours, and the “unit price” is hourly rate, by personnel working on the project? This would benefit both the Government and the contractor. As the price schedule is currently structured, I will need to bid a very conservative “worse case scenario” price.

Answer

No, this contract will be a firm fixed price and not labor hours as requested.
