Amendment 0007 Solicitation #140FC324R0002 – HMNAR Water System Upgrades, Plush, Oregon

Regarding, Task 4 Final Connections.

PVC schedule 80 comes in lengths of 10’, and 20’ and we would assume 20’ lengths would be used, this pipe can be purchased with a bell glue end.

HDPE DR17 Pipe can come standard in 50’, in sticks of 20’ to 40’ or in reels of 250 to 500 LF, with a mechanical connecting fitting.

For bidding this item, are we to assume all glue connections and all mechanical connections for the transmission pipe are included under the final connection option?

Response.

For Task 4 (Option Item), this task is simply for installing the final connections (labor, equipment, and tools ONLY) including glued connections and mechanical connections depending on the type of pipe selected. If the Refuge decides to partially perform the project in-house and supplies the pipe and connectors, it will be PVC Schedule 80 pipe and AWWA C900 pipe because the Refuge work crew has experience with these (2) types of pipes.

Therefore, the Design/Build Contractor should assume PVC Schedule 80 pipe and AWWA C900 pipe to determine the labor, equipment, and tools for the expected number of connectors based on the Design/Build Contractor’s selected pipe section lengths. The Design/Build Contractor should consider using shorter pipe section (stick) lengths to increase the estimated number of connections and to avoid under-estimating the number of connection points requiring the Design/Build Contractor’s labor.

If Task 4 (Option Item) is exercised and awarded, the following Option Items may or may not be exercised and awarded since those Option Items would include all materials, labor, equipment, and tools necessary for the pipe installation.

OPTION ITEM: TRANSMISSION PIPELINE: TRENCHING AND BACKFILL.

OPTION ITEM: TRANSMISSION PIPELINE: 2" DIA. BURIED SCHEDULE 80 PVC PIPE

OR HDPE DR17 PIPE (RAW WATER).

OPTION ITEM: TRANSMISSION PIPELINE: 3" DIA. BURIED SCHEDULE 80 PVC PIPE

OR HDPE DR17 PIPE (POTABLE WATER).

OPTION ITEM: TRANSMISSION PIPELINE: 4" DIA. BURIED AWWA C900 PIPE OR

HDPE DR17 PIPE (UTILITY WATER).

Follow-up Question 2.

If I understand, the Refuge would provide the pipe and place it in the ditch?

Response.

Yes, the Refuge may supply the pipe and place it in the ditch to include the pipe connectors.

If the Refuge supplies the pipe and pipe connectors, it will be National Sanitation Foundation (NSF) compliant PVC Schedule 80 pipe and associated glues / adhesives and separately AWWA C900 pipe (utility pipe) and associated pipe connectors.

If the Refuge provides the pipe, how do we know what length of pipe is provided to determine how many connections there will be?

Response.

Conservatively estimate, based on the shortest pipe section (stick) length available in the market for PVC Schedule 80 pipe and for AWWA C900 pipe to avoid under-estimating the required number of connections for each type and size of pipe. Refer to 50% construction drawings for length and extent of PVC Schedule 80 pipe and AWWA C900 pipe.

Follow-up Question 3.

Is the plan to have the pipe supplier, provide the couplers?

Response.

The Refuge will purchase all of the pipe and pipe connectors under (1) purchase order if this becomes a Refuge in-house supply and placement.

Follow-up Question 4.

This should be two separate options as 20’ length pipe connections for schedule 80 is a lot different than HDPE pipe connections maybe two connections every 250-500 feet depending on the size of the pipe.

Response.

Refer to previous response, the Refuge would be exclusively supplying PVC Schedule 80 pipe and pipe connectors and would be exclusively supplying the AWWA C900 pipe and pipe connectors.

Follow-up Question 5.

Why wouldn’t pressure testing be included in this option, as it is the connections, which would leak if not fitted correctly?

Response.

If the Refuge supplies the pipe and pipe connectors and performs placement with Design/Build Contractor performing final connections, the Refuge would be able to re-pressurize the system after install with the entire length of trench remaining open to visually observe whether or not a leak is occurring at a connection point throughout the entire length.

The hydrostatic pressure test and leakage test is included in the Design/Build Contractor’s Option Tasks for Transmission Pipeline materials and installation because the Design/Build Contractor would be performing the entire installation. This is organized this way because the Refuge does not want to delay the Design/Build Contractor’s on-site work activities.

Follow-up Question 6.

Regarding, Option Item. Transmission Pipeline 3” DIA. Buried Schedule 80 PVC or HDPE DR17 Pipe.

The assumption is, this option is to basically to supply the pipe, getting the pipe to the site and laying the pipe in the ditch, the Design/Build Contractor would come through and establish connections including glue or mechanical, is this correct?

Response.

Yes, this is correct.

To reiterate and clarify, this Option Item for the 2” and 3” Dia. Buried Schedule 80 PVC Pipe or HPDE DR17 Pipe includes supply, delivery, placement, and installation of the pipe, final connections, pressures tests, and leakage tests / observations in accordance with American Water Works Association (AWWA) standards and protocols for pipe installations.

Follow-up Question 7.

Is a tracer wire and buried pipe below tape required for all transmission and distribution piping?

Response.

Yes, we request placement and installation of tracer wire for all transmission piping.

Does not include distribution piping.
