Amendment 0002 ¿ Questions and Answers
Question 1 - M-4(b) states that ¿Offerors proposing more key personnel with superior Airport Authority and/or construction experience may be rated more highly than those with less Airport Authority and/or construction experience.¿ Do key personnel require Airport Authority experience?
Answer: The Project is not being performed on an Airport or port facility. Not Applicable. For the purposes of this contract, extensive potable and non-potable water system construction experience may be rated more highly than those with less water system construction experience in each category of work (includes trenching and excavation work activities or preparatory work, which would occur for laying down and installing pipe sections).
Questions 2 - L-10(a) states that ¿The Construction Prime Contractor, Architect-Engineer, and Sub- Contractor/Specialists Team Members you propose for the Design and Construction of this project shall have had similar roles on at least 5 projects in the past 5 years, completed within contract scope, schedule, and budget constraints.¿
Are offerors limited to 5 projects total, or 5 projects per proposed team member? If five projects per proposed team member are required, will the Government consider extending the page limitation to at least 10 pages to accommodate 10 to 15 projects?
Answer: The Offerors are limited to (5) Projects Total. It is at the Offeror¿s discretion to determine how to distribute the (5) Projects Total across their Assembled Team.
If the Offeror has previous Teaming Experience with the Subcontractors / Specialists and/or Architect- Engineer Teams, this maybe an opportunity to share experience across multiple projects, which could be helpful in meeting the (5) Projects Total requirement.
It should be noted, previous Teaming Experience is not a pre-requisite. However, it is an option available for use.
Question 3 - Please confirm no bid bond is required for this Phase 1 submission and will only be required in Phase 2.
Answer: Bid bond will only be required in Phase 2.
Question 4 - Will a site visit be offered to Phase 2 contractors?
Answer: A Pre-Scheduled Pre-Offer Meeting / Site Visit day and time may be announced by USFWS in a Phase I or Phase II Solicitation.
However, Contractors are highly encouraged to attend a self-directed pre-offer meeting / site visit.
The Government asks that the Contractor's confirm their own attendance of a self-directed meeting by RSVP'ing prior to their Self Direct site visit although it is entirely voluntary on their part.
Question 5: Is the solicitation currently on Sam.Gov for phase 1 or phase 2 of the procurement at Hart mountain?
Answer: Currently in Phase I.
Question 6: Being a subcontractor, we are assuming our pricing efforts will not be necessary until the general contractors have been selected in phase 1 and are proposing pricing in phase 2. Will there be a way for subcontractors to know who is providing pricing efforts in phase 2?
