Question #1:
Regarding the 5-page limit for the Technical Approach:
For the previous Phase 2 proposal, the solicitation allowed 6 pages for the Draft Project Delivery Plan, which was to include the following sections:
• Project Understanding
• Project Overview and
• Project Delivery Plan
All other topics –
• identification of project stakeholders
• how new or emerging technologies may be implemented
• new construction methods or methodologies
• communication plan
• how project solicitation attachments will be developed to meet project outcomes,
• what conditions and/or assumptions were established, and Quality Control – were all required as part of the Technical Approach, which had NO page limit.
This solicitation is requiring all of these topics in 5 pages.
Additionally, this solicitation added two new topics in the Evaluation Criteria:
• Temporary Facilities
• Minimum Disruption Plans
We therefore request that you consider allowing 12 total pages for this proposal.
Otherwise, the result may be a proposal that is not comprehensive enough in detail to be fairly evaluated.
Response. The USFWS will increase the maximum number of pages to 10 total and the inclusion of Temporary Facilities Plans and Minimum Disruption Plans to be assigned no page limit for increased flexibility.

There were no Specifications provided with the solicitation. Can you please provide Specifications?

Question #3:
Has a Wetlands Delineation Report been filed for this project? If so, can you please provide a copy?
Response. No, a Wetlands Delineation Report has not been filed for this project. There is currently no Wetland Delineation Report available for use.
If not, is the intent of the solicitation for the Offeror to provide coordination with the various agencies regarding wetlands regulations – or does the USFWS intend to handle this outside of this contract?
Response. The USFWS doesn’t expect the Design/Build Contractor will encounter wetlands.
The requirement for a Wetland Delineation Survey and Report was removed from the Scope of the Contract Solicitation. Note, the previous Design Consultants’ Permit Register is considered preliminary in nature and did not consider actual Wetland Survey Mapping and identification.
The Permit Register includes what could be required, but is not necessarily required for this project.
However, if there are existing Wetlands in the project improvement areas, these Wetlands could be artificially established by the existing water system infrastructure or these Wetlands could be naturally occurring within the ecosystem. For example, below ground leaking pipe where water accumulates at ground surface and at the Valet spring box where water is collected and accumulated artificially modifying surface water locations and groundwater table locations relative to ground surface.
If the Design/Build Contractor determines the presence of artificially created wetlands located within the project improvement areas resulting from on-site infrastructure or natural wetlands for this matter, the USFWS requests the Design/Build Contractor notify the USFWS of the approximate location and extent of either artificially or naturally occurring wetlands.
If a Wetland Area(s) including location and extent is(are) identified, the USFWS would perform any separate Wetland Delineation Survey and Follow-up Report to the extent the USFWS has the in-house resources. If those in-house resources are not available, the USFWS would potentially accomplish this project permitting under a separate Permitting Assistance Contract with McMillen, the previous Designer of Record (DOR).
Question #4
There are three road crossings. What is the period of time we will be allowed to shut down traffic on the road?
Response. The USFWS will want to confirm road ownership before determining what the Traffic Control requirements would be. Typically, for County Roads, the County would request at least (1) travel lane width remain open for exit and entry. To be confirmed.
Question #5
Is the current water piping still allowing water to the compound?
Response. Yes, the current water piping is supplying water to the Refuge Headquarters Office, Buildings, and yard.
Question #6
Option Item 2” Dia Buried Schedule 80 PVC Pipe or HDPE DRI Pipe – Does this option include installing the pipe only, no excavation? If this includes the pipe, the price would be different price for each schedule of pipe – should this be two separate options? Does installing the pipe include the pressure test even when someone else may do the final connections?
Response. The Option Item for the 2” Dia. Buried Schedule 80 PVC Pipe or HPDE DR17 Pipe includes installation of the pipe, final connections, pressures tests, and leakage tests / observations in accordance with American Water Works Association (AWWA) standards and protocols for pipe installations.
Note, if the Transmission Pipeline Option Items are not exercised and awarded at Contract Award, the USFWS and Refuge may decide to perform the Transmission Pipeline installation in-house, but the Design/Build Contractor would continue to be responsible for establishing all piping final connections under Task 4, which is an Option Item.
Refer to Task 4 – Transmission Pipeline for the Following Description:
“This TASK includes Transmission Pipeline Final Connections. Connections ONLY.
The piping and accessory items to include mechanical joints, couplers, etc. will only be supplied and installed if the Option Items from the Bid Schedule and 50% Construction Documents are exercised and awarded.”
The Option Item for the Transmission Pipeline: Trenching and Backfill includes the excavation for the entire length of Transmission Pipeline. Note, the Transmission Pipeline varies in diameter across the length and converts to a branching pipe system downstream of the below ground water storage tanks.
The pipeline diameter ranges in size from 2” up to 4”. Estimated length of Transmission Pipeline is approximately 3.3 miles (Field Verify).
For changing pipe materials, there is an Option Item for “Price Increase for Changing from PVC Schedule 80 to HDPE DR17 Pipe.

Response. Refer to Question No. 6 for a response. The Trenching and Backfill is included under a separate Option Item for the Transmission Pipeline.

Question #9
Regarding the potable water piping in the two houses – Will a historic building permit be required?
Response. I am not sure if there is an actual historic building permit, but the USFWS, Refuge, and Design/Build Contractor in collaboration and partnership, have to coordinate work activities with the U.S. Fish and Wildlife Service Cultural Resources Office during remaining, planning, design, and through construction and obtain a Final Authorization and Recommendations for Cultural Resource Compliance. The U.S. Fish and Wildlife Service Cultural Resources Office and State Historic Preservation Office, would determine the actual requirements for the re-plumbing project as it relates to preservation of historic architecture. The USFWS has already initiated the conversation and review with USFWS Cultural Resources as a starting point.

Regarding Task 4 – Connections only? Are these final connections to the water storage tanks, water treatment building and Valet Springs only?
Response. No, to clarify, it would be final connections for water storage tanks, water treatment building, Valet Spring box, and each point of connection for the entire length of piping installed for this project. Basically, all points of connection in the system. For example, it would include joints in the Transmission Pipelines’ length.

Are crews allowed to put a self-contained trailer in the compound, hook to water and electric and stay on site?
Response. I believe the Refuge would be okay with this, but this should be confirmed with the Refuge Complex Manager, Refuge Manager, and Assistant Refuge Manager.
Question #12
Regarding Task Item 5 – Storage Tanks – We assume this means supply and set in place. Does this include the excavation and backfill?
Response. Yes, this includes all items required for supply, setting, and installation of the Storage Tanks including all required excavation, placement of fill, backfill, and compaction in lifts up to finish grade.

Regarding Task Item 6 – Distribution Piping – Is this the piping in the USFW compound only?
Response. Yes, the Distribution Piping is all piping within the Refuge Headquarters yard located directly downstream from the Water Distribution House. This includes installation of new piping up to each buildings’ point of connection located approximately 5-Feet beyond each building’s perimeter foundation. Note, the 50% Construction Documents do not show this replacement of the piping up to each building’s point of connection, but this is what the USFWS (Owner) requests for pricing.
Question #14
Regarding general requirement costs – The way the price schedule is set up, the General Requirements cost would only be for the base bid items, Treatment Building, site electric and instrumentation work, the remainder would be spread over the additive items and the option items. Would this be correct?
Response. Yes, this is correct. The General Requirement costs for the Option Items should be distributed across the Option Items.

We're supposed to send in a bid bond on Form SF24-16d but the only form that can be found is just a Form SF24?
Response. Any version of the SF24 will work as long as it’s a bid bond.

SECTION 01 11 00 - SUMMARY OF WORK
PART 1 -- GENERAL
1.1 SUMMARY
A. The WORK to be performed under this Contract shall consist of furnishing plant, tools, equipment, materials, supplies, and manufactured articles, and furnishing all labor, transportation, and services, including fuel, power, water, and essential communications, and performing all work or other operations required for the fulfillment of the Contract in strict accordance with the Contract Documents. The WORK shall be complete, and all work, materials, and services not expressly indicated or called for in the Contract Documents which may be necessary for the complete and proper construction of the WORK in good faith shall be provided by the CONTRACTOR as though originally so indicated, at no increase in cost to the USFWS.
1.2 WORK COVERED BY CONTRACT DOCUMENTS
A. Location. The WORK is located at the OWNER's Hart Mountain National Antelope Refuge (NAR). The NAR headquarters is located at 38782 Hart Mountain Road, Plush OR 97637. See Contract Drawing G001 for a Vicinity Map and project boundary limits on the work to be performed.
B. Work Summary. The WORK of this Contract is briefly summarized to be comprised of the construction of the following components. The list below is in no ways a complete list of all WORK required of the Contract and shall not be considered as such by the
CONTRACTOR.
1. Modifications to the Valet Spring collection box and surrounding area, including pipework, structural modifications to the collection box, geomembrane replacement, fencework, and site grading.
2. Construction of new, buried potable and utility water pipelines from the spring collection box to the headquarters complex.
3. Construction of two (2) new storage tanks for the potable and utility water systems (respectively), including appurtenant valves, vents, drain piping, actuators, and supporting earthworks, so indicated on the Contract Drawings.
4. Demolition of the existing Water Distribution Building, including all associated pipes, valves, electrical connections, and salvage of the existing cartridge filter system.
5. Construction of a new Water Treatment Building (concrete foundation work and pre-engineered metal building construction) including all appurtenant equipment (flow meters, cartridge filters, UV disinfectors, and valves).
6. Construction of a new PVC or HDPE distribution system within the headquarters complex yard for both potable and utility water to all existing service connections as well as five (5) new yard hydrants.

7. Replumbing of water supply piping in two residences and the main office / visitor’s center with new PEX or copper tubing meeting State Plumbing Code.
8. New electrical service from the existing transformer and generator building on the east side of the complex to the new Water Treatment Building.
9. All other civil, structural, and mechanical work to create a complete and operable project, per the requirements of the Contract Documents.
C. Optional Bid Items. The WORK of this Contract shall also include those items from the following optional bid items, so indicated by the OWNER at the time of award. The extent of this work is indicated on the Contract Drawings.
1. Demolition, disposal, and where applicable remediation of the existing water transmission pipeline from Valet Spring to the existing distribution house.
2. Construction of a sodium hypochlorite disinfection system inside the new Water Treatment Building, consisting of chemical storage, dosing pumps, mixers, water quality analyzers, hydropneumatics tank, and supporting valves and appurtenances.
This shall include construction of approximately 50-feet of AWWA C900 PVC buried chlorine contactor pipe located outside of the Water Treatment Building.
1.3 CONTRACT METHOD
A. The WORK hereunder will be constructed under a single lump sum contract.
1.4 WORK BY OTHERS
A. Where 2 or more contracts are being performed at one time on the same Site or adjacent land in such manner that work under one contract may interfere with work under another, the OWNER will determine the sequence and order of the Work in either or both contracts. When the Site of one contract is the necessary or convenient means of access for performance of work under another, the OWNER may grant privilege of access or other reasonable privilege to the contractor so desiring, to the extent, amount, and in manner and at time that the OWNER may determine. No OWNER determination of method or time or sequence or order of the work or access privilege shall be the basis for a claim for delay or damage except under provisions of the General Conditions for temporary suspensions of the work. The CONTRACTOR shall conduct its operations so as to cause a minimum of interference with the work of such other contractors, and shall cooperate fully with such contractors to allow continued safe access to their respective portions of the Site, as required to perform work under their respective contracts.
B. Interference with Work on Utilities: The CONTRACTOR shall cooperate fully with all utility forces of the OWNER or forces of other public or private agencies engaged in the relocation, altering, or otherwise rearranging of any facilities which interfere with the progress of the WORK, and shall schedule the WORK so as to minimize interference with said relocation, altering, or other rearranging of facilities.

1.5 WORK SEQUENCE
A. The CONTRACTOR's attention is directed to the fact that during the entire construction project duration, outages to the existing potable water system will need to be coordinated with the OWNER in advance, in accordance with Paragraph 1.7, below, and any other Sections and Paragraphs referenced therein.
B. Access to the site is limited to the hours of 7:30 AM to 4:30 PM, during working days of Monday thru Friday. CONTRACTOR may set their work schedule to work 4 to 6 days per week as best meets the needs of construction Work progress with OWNER approval.
C. Any required Construction inspections shall be scheduled by the CONTRACTOR to occur on the days of Monday thru Friday, excluding holidays, no later than 5 PM local time. Inspections shall not be scheduled for either Saturdays or Sundays.
1.6 CONTRACTOR USE OF SITE
A. The CONTRACTOR's use of the Site shall be limited to its construction operations, including on-Site storage of materials, on-Site fabrication facilities, and field offices, where indicated on the Contract Drawings.
B. The CONTRACTOR shall not use any portions of the site not expressly outlined in the Contract Drawings for any of its construction operations, with the exception of access roads between the headquarters complex and Valet Spring / pipeline construction.
C. The CONTRACTOR may use existing access roads between the headquarters complex and Valet Spring / pipeline construction, however all roads must be restored to equal or better condition than existing following the completion of the WORK.
D. The CONTRACTOR shall comply with all posted signage and traffic control measures throughout the site. Moreover, vehicle speeds through the headquarters area shall be coordinated with the OWNER for pedestrian safety and dust suppression.
1.7 OUTAGE PLAN AND REQUESTS
A. Unless the Contract Documents indicate otherwise, the CONTRACTOR shall not remove from service, de-energize, or modify settings for any existing tank, pipeline, valve, electrical or pumping equipment, structure, road, or any other facility without permission from the OWNER.
1. Planned water supply outage needs of the CONTRACTOR for making new piping service connections shall be performed only with a minimum notice of five (5) working days written (email) notice to the USFWS, and having received approval from the OWNER for such requested outage.
2. The maximum duration of any water supply outage at the hatchery or raceway facilities shall be as identified in Section 01 14 00 – Construction and Schedule Constraints.
3. The minimum time between water supply outages at the hatchery shall be 24 hours.

B. Where the WORK requires modifications to existing facilities or construction of new facilities and connection of new facilities to existing facilities, the CONTRACTOR shall submit a detailed outage plan and schedule for the OWNER’s approval a minimum of one (1) week in advance of the time that such outage is planned.
C. A completed System Outage Request form shall accompany each outage plan. The outage plans shall be coordinated with the construction schedule and shall meet the restrictions and conditions of the Contract Documents. The outage plan shall describe the length of time required to complete said operation; the facilities to be accessed by the CONTRACTOR for making the appropriate connections; and the manpower and equipment which the CONTRACTOR will furnish for completing the work within the expected duration. All costs for preparing and implementing the outage plans shall be at no increase in cost to the OWNER.
D. The OWNER shall be notified in writing at least one week in advance of the required outage if the schedule for performing the work has changed or if revisions to the outage plan are required.
E. The CONTRACTOR shall provide written confirmation of the shutdown date and time a minimum of two (2) working days prior to the actual shutdown.
1.8 OWNER’S USE OF THE SITE
A. The OWNER may utilize all or part of the existing Site and existing facilities during the entire period of construction for the conduct of the OWNER’s normal operations. The CONTRACTOR shall cooperate and coordinate with the OWNER to facilitate the OWNER’s operations and to minimize interference with the CONTRACTOR's operations at the same time. In any event, the OWNER shall be allowed access to the Site during the period of construction.
1.9 PROJECT MEETINGS
A. Preconstruction Conference
1. Prior to the commencement of WORK at the Site, a preconstruction conference will be held at a mutually agreed time and place. The conference shall be attended by the CONTRACTOR's Project Manager, its superintendent, and its subcontractors as the CONTRACTOR deems appropriate. Other attendees will be:
a. COR (at OWNER’s request) and the Resident Project Representative.
b. Governmental representatives as appropriate.
c. Others as requested by CONTRACTOR or OWNER.
2. The CONTRACTOR shall bring the preconstruction conference submittals in accordance with Section 01 33 00 - Contractor Submittals.
3. The purpose of the conference is to designate responsible personnel and establish a working relationship. Matters requiring coordination will be discussed and procedures for handling such matters established. The complete agenda will be

furnished to the CONTRACTOR prior to the meeting date. However, the CONTRACTOR should be prepared to discuss all of the items listed below.
a. Status of CONTRACTOR's insurance and bonds.
b. CONTRACTOR's tentative schedules.
c. Transmittal, review, and distribution of CONTRACTOR's submittals.
d. Processing applications for payment.
e. Maintaining record documents.
f. Critical work sequencing.
g. Field decisions and Change Orders.
h. Use of Site, office and storage areas, security, housekeeping, and USFWS's needs.
i. Major equipment deliveries and priorities.
j. CONTRACTOR's assignments for safety and first aid.
k. Daily Report Form which the COR will furnish.
l. Submittal Transmittal Form which the COR will furnish.
4. The OWNER will preside at the preconstruction conference and will arrange for keeping and distributing the minutes to all persons in attendance. Minutes will only include any action items or decisions not explicitly covered in the Contract Specifications and associated Addenda.
5. The CONTRACTOR and its subcontractors should plan on the preconstruction conference taking no less than 8 working hours within one (1) working day. The meeting will commence at the Main office building / visitor’s center on-site at 9 AM.
B. Progress Meetings
1. The OWNER will schedule and hold regular on-Site progress meetings at least every two weeks (bimonthly) and at other times as requested by CONTRACTOR or as required by progress of the WORK. The CONTRACTOR, OWNER, and all subcontractors active on the Site shall attend each meeting. CONTRACTOR may at its discretion request attendance by representatives of its suppliers, manufacturers, and other subcontractors.
2. The OWNER will preside at the progress meetings and will arrange for keeping and distributing the minutes. The purpose of the meetings is to review the progress of the WORK, maintain coordination of efforts, discuss changes in scheduling, and resolve other problems which may develop. During each meeting, the CONTRACTOR shall present any issues that may impact its progress with a view to resolve these issues expeditiously.

SECTION 01 14 00 - CONSTRUCTION AND SCHEDULE CONSTRAINTS
PART 1 -- GENERAL
1.1 SUMMARY
A. WORK shall be scheduled, sequenced, and performed in a manner which minimizes all water supply and other disruptions to the Hart Mountain National Antelope Refuge (Hart Mtn NAR) facilities including the domestic and utility water systems. Contractor shall also be required to minimize disruptions to the OWNER’s operation and maintenance needs of all of the Hart Mtn NAR facilities.
B. The CONTRACTOR shall incorporate the construction and schedule constraints of this Section in preparing the construction schedules required for project execution.
1.2 EXISTING HART MTN NAR FACILITIES
A. The WORK shall be executed while the existing Hart Mtn NAR is in operation. Any outages in the existing electrical and water systems shall be coordinated with the OWNER in advance in conformance with the requirements of this Section.
B. Unless indicated otherwise, temporary piping, power, lighting, controls, instrumentation, alarms, security devices, and safety devices shall be provided by the CONTRACTOR whenever its activity or interruption due to its activity affects the existing facility.
C. The construction constraints in this Section do not include every item affecting the completion of the WORK, but are intended to describe the sequence of critical events necessary to minimize disruption to the Hart Mtn NAR processes. It shall be understood and agreed by the CONTRACTOR that the critical events described are not inclusive and that additional items of WORK not included may be required to minimize disruption and ensure compliance. Deviation from or modification of these suggested sequences is permitted if techniques and methods known to the CONTRACTOR will result in reducing disruption to the facility operation and maintaining treatment efficiency, and if deviation is approved in advance by the OWNER.
1.3 PROTECTION OF EXISTING FACILITIES
A. The CONTRACTOR shall take necessary precautions to ensure that no damage occurs to the Hart Mtn NAR facilities, including piping, utilities, roads, and electrical services, that are to remain in operation and are not to be modified or replaced, in accordance with Section 01 56 10 - Protection of Existing Facilities.
1.4 OUTAGE REQUESTS
A. Modifications to existing facilities, the construction of new facilities, and the connection of new to existing facilities may require the temporary outage or bypass of existing water supply processes or facilities. In such cases, the CONTRACTOR shall coordinate WORK with the OWNER as described below. The CONTRACTOR shall submit a detailed outage plan and time schedule for construction activities which will make it necessary to remove a tank, pipeline, channel, electrical circuit, equipment, structure, road, or other facilities from service.

B. The outage plans shall be submitted to the OWNER for acceptance a minimum of 1 week in advance of the time that such outages are required. The outage plans shall be coordinated with the construction schedule and shall meet the restrictions and conditions of this Section and Section 01 11 00.
C. The CONTRACTOR shall not begin an alteration affecting existing facilities until specific written approval has been granted by the OWNER in each case.
D. The OWNER will coordinate the CONTRACTOR's planned procedure with the refuge personnel. The OWNER has the authority to modify any proposed shutdown procedures if such procedures would adversely impact the refuge operations.
E. The OWNER shall be notified in writing at least one week in advance of the required outage if the schedule for performing the WORK has changed or if revisions to the outage plan are required. The CONTRACTOR shall provide written confirmation of the shutdown date and time a minimum of two (2) Days prior to the actual shutdown.
1.5 CONSTRUCTION SEQUENCING
A. Construction activities shall be scheduled and sequenced to ensure continuous operation of the existing water system outside of scheduled outages. The CONTRACTOR's scheduling shall develop construction sequencing so that the WORK will be performed with minimal interruption to the headquarters water supply. The CONTRACTOR shall be responsible for development of the construction sequencing. In implementing the construction sequencing, the CONTRACTOR shall maintain the existing facilities in service until new facilities are constructed and are operational.
When new facilities are operational, the existing facilities may be taken out of service.
The following general guidelines shall be used by the CONTRACTOR in planning the sequence of construction.
1. Safe working conditions for personnel shall be maintained during rehabilitation, modification, and demolition WORK. The foregoing includes at least proper trench excavation, the provision of temporary equipment guards, supports, warning signs, walkways, covers over openings, handrailing, and protection of electrical equipment and power supply.
2. Temporary facilities shall be constructed in accordance with applicable codes and regulations to operate safely and properly.
3. Valves to be temporarily shut off during the WORK shall be tagged as such and shall be wired shut and padlocked.
4. Electrical and mechanical equipment shall be similarly shut down.
1.6 CONSTRUCTION PHASING
A. General: It is the CONTRACTOR's responsibility to coordinate and plan the construction activities to integrate each schedule constraint into performance of the overall WORK. The CONTRACTOR shall coordinate the construction phasing with the OWNER at the preconstruction meeting, and will be subject to OWNER approval.

B. The construction phasing proposed in the steps below are to inform the CONTRACTOR of the ENGINEER’s design development process. This shall not dictate the CONTACTOR’s means and methods. Construction activities shall be scheduled and sequenced to ensure continuous operation of the water system to the greatest extent possible. CONTRACTOR shall submit construction sequencing and outage plan for OWNER and ENGINEER approval.
C. Proposed Phasing:
1. Construct Storage Tanks – Precast concrete potable water and utility water storage tanks shall be installed and tested along with all local piping connections and valves. The storage tanks shall be constructed off-line without disturbance to the existing raw water line.
2. Construct 6,700-foot Raw Water Line – The upper 6,700-foot raw water line from the storage tanks to Valet Spring may then be constructed and tested either in the same pipe trench with the existing pipes, or in a parallel trench depending on OWNER’s bid option elections. This raw water line will be constructed off-line, while the existing pipes continue to provide water to the headquarters complex.
3. Construct 3,700-foot Potable and Utility Water Lines – Downstream of the storage tanks, the new potable and utility water lines will be installed to the downstream extent of the existing asbestos cement pipe, estimated at about 3,700 feet. These will be installed either in the same pipe trench as the existing pipe, or in a parallel trench depending on OWNER’s bid option elections.
4. OUTAGE 1 – Pipe Connections – The first outage to the headquarters complex will be utilized to make the necessary pipe connections to the new pipeline at Valet Spring, and to provide a temporary connection of the utility water pipe to the existing 3” raw water pipe to the headquarters complex. The utility water system would then be brought on-line, and the utility water tanks would be allowed to fill.
5. Valet Spring Modifications – To perform modifications to the Valet Spring collection box, the spring can be isolated from the pipeline at the isolation valve, and water can continue to be supplied to the headquarters complex from the utility water storage tank for approximately 2-4 days depending on water usage. After modifications to the collection box are complete, the isolation valve may be opened and the utility water tank can fill.
6. Construct Remaining 7,030-foot Potable and Utility Water Lines – The remainder of the potable and utility water lines will then be constructed from the initial construction to the water treatment building. Water to the complex will continue to be supplied during this construction via the utility water tanks and temporary connection to the existing pipeline.
7. Construct the Water Treatment Building and Distribution Piping – The water treatment building construction and the majority of the distribution piping in the yard may then be completed while water continues to be supplied through the existing distribution network.

8. OUTAGE 2 – Yard Pipe Connections – The second outage to the headquarters complex will be utilized to make all distribution system connections in the yard, to demolish the utility water pipe temporary connection to the existing pipeline, and to make the connection from the utility water tank to the new utility water pipe down to the complex. This may be performed with several crews to expedite the process and mitigate the outage time.
9. Demolition of the Existing Water Distribution House – Once all connections have been made, and the existing water distribution house is now isolated from the new potable and utility water systems, the existing water distribution house may be demolished, along with any appurtenances, and the void will be backfilled.
10. Commissioning of the New System – Concurrently, the new potable water system may be commissioned, including commissioning of the new water treatment infrastructure and shock chlorination of the distribution system. While this is being performed, water could still be procured from the utility water system under a boil water notice, until the potable water system is brought fully on-line.

SECTION 01 29 00 - SCHEDULE OF VALUES
PART 1 -- GENERAL
1.1 GENERAL
A. This Section defines the process whereby the Schedule of Values (lump sum price breakdown) shall be developed and incorporated into the cost loading function of the Contractor’s CPM Schedule. Monthly or bi-weekly progress payment amounts shall be determined from the monthly progress updates of the CPM Schedule activities.
B. The Schedule of Values shall be developed independent but simultaneous with the development of the CPM Schedule activities and logic.
1.2 DETAILED SCHEDULE OF VALUES
A. The CONTRACTOR shall prepare and submit a detailed Schedule of Values to the OWNER within 14 Days from the date of Notice to Proceed. The detailed Schedule of Values shall be based on the accepted preliminary Schedule of Values for major WORK components. Because the ultimate requirement is to develop a detailed Schedule of Values sufficient to determine appropriate monthly progress payment amounts through cost loading of the CPM Schedule activities, sufficient detailed breakdown shall be provided to meet this requirement.
B. The OWNER shall be the sole judge of acceptable numbers, details and description of values established. If, in the opinion of the OWNER, a greater number of Schedule of Values items than proposed by the CONTRACTOR is necessary, the CONTRACTOR shall add the additional items so identified by the OWNER. The minimum detail of breakdown of the major WORK components is indicated below. Greater detail shall be provided if requested by the USFWS.
1. Mobilization: No greater than 8.0 percent of Contract Price
2. The total value of all civil improvements to the Valet Spring collection box area including buried pipes, valves, geomembrane, earthworks, drainage, and civil site works.
3. The total value of all structural modifications to the Valet Spring collection box including construction and installation of a new hatch, construction of a new collection box vent, corrosion treatment and lining inside of the collection box cover, and any other modifications to the collection box.
4. The total value of the trenching and installation of the new potable and utility water pipelines from Valet Spring to the headquarters complex.
5. The total value of the existing pipeline demolition, removal, and remediation (if selected by the OWNER).
6. The total value of the new storage tanks, earthworks, and all appurtenances serving the storage tanks.

7. The total value of all civil yard piping work, including the preparation of all pipe trenches and excavations, cutting and demolition of existing water lines, lines, and connection of new lines to existing distribution pipes as shown on Contract Civil Drawings C001 thru C300. This work shall include all the coordination work and requirements of the two Temporary Shutdowns as defined in Section 01 14 00 - Construction and Schedule Constraints. The WORK shall also include all hydrostatic testing and backfill of pipe trenches in the yard.
8. All other site civil WORK inclusive of clearing and grubbing final grading and drainage WORK for the new PEMB and the yard trenching.
9. The total value of the Water Treatment Building pre-engineered metal building (PEMB), inclusive of all concrete foundation WORK and foundation preparation WORK, concrete equipment pad WORK, architectural WORK (doors, overhead door windows, and ventilation and heating system) and other incidental systems and features supplied by the MBSS. This line item shall not include any mechanical or electrical equipment, (including panels, conduits, wiring, lights and receptacle systems) required inside the new PEMB.
10. The total value of all mechanical systems inside the new PEMB, including the cartridge filter installation, UV disinfector, and all associated galvanized steel piping, valving, pipe support systems.
11. The total value of the chlorine (sodium hypochlorite) feed system (if selected by the OWNER), including the entire prefabricated chemical feed system (pumps, pump table and accessories) the polyethylene day tank and mixers, the static mixer into which the chlorine solution is pumped, the new eyewash station, and the residual chlorine analyzer, piping, and appurtenances.
12. The total value of all demolition work associated with the existing water distribution house, and demolition of yard piping.
13. The total value of all electrical WORK required inside the new Water Treatment Building pre-engineered metal building (PEMB).
14. The total value of all electrical WORK required on the site that is outside of the new Water Treatment Building pre-engineered metal building (PEMB).
15. Demobilization: No less than 1.0 percent of the Contract Price
16. The total value of all other WORK not specifically included in the above items, for a complete project fulfilling all the requirements of the Contract Documents.
C. The CONTRACTOR and OWNER shall meet and jointly review the detailed Schedule of Values within 30 Days from the date of Notice to Proceed. The value allocations and extent of detail shall be reviewed to determine any necessary adjustments to the values and to determine if sufficient detail has been proposed to allow acceptable cost loading of the CPM Schedule activities. Any adjustments deemed necessary to the value allocation or level of detail shall be made by the CONTRACTOR and a revised detailed Schedule of Values shall be submitted within 40 Days from the date of Notice to Proceed.

D. Following acceptance of the detailed Schedule of Values, the CONTRACTOR shall incorporate the values into the cost loading portion of the CPM Schedule. The CPM activities and logic shall have been developed concurrent with development of the detailed Schedule of Values; however, it shall be necessary to adjust the detailed Schedule of Values to correlate to individual Schedule activities. It is anticipated that instances will occur, due to the independent but simultaneous development of the Schedule of Values and the CPM Schedule activities, where interfacing these 2 documents will require changes to each document. Schedule activities may need to be added to accommodate the detail of the Schedule of Values. Schedule of Value items may need to be added to accommodate the detail of the CPM Schedule activities.
Where such instances arise, the CONTRACTOR shall propose changes to the Schedule of Values and to the CPM Schedule activities to satisfy the CPM Schedule cost loading requirements.
1.3 CROSS REFERENCE LISTING
A. To assist in the correlation of the Schedule of Values and the CPM Schedule, the CONTRACTOR shall provide a Cross Reference Listing which shall be furnished in 2 parts. The first part shall list each Scheduled Activity with the breakdown of the respective valued items making up the total cost of the activity. The second part shall list the valued item with the respective Scheduled Activity or Activities that make up the total cost indicated. In the case where a number of schedule items make up the total cost for a valued item (shown in the Schedule of Values) the total cost for each scheduled item should be indicated.
B. These listings shall be updated and submitted in conjunction with the CPM monthly submittals.
C. Approved change orders reflected in the CPM Schedule shall be incorporated into the Schedule of Values as a single unit identified by the change order number.
1.4 CHANGES TO SCHEDULE OF VALUES
A. Changes to the CPM Schedule which add activities not included in the original schedule but included in the original WORK (schedule omissions) shall have values assigned as approved by the OWNER. Other activity values shall be reduced to provide equal value adjustment increases for added activities as approved by the OWNER.
B. In the event that the CONTRACTOR and OWNER agree to make adjustments to the original Schedule of Values because of inequities discovered in the original accepted detailed Schedule of Values, increases and equal decreases to values for activities may be made.
