About this file
This is a Questions and Answers document for solicitation 140F1B25Q0001 regarding an archaeological survey at Big Stone National Wildlife Refuge. The document clarifies several key points about the survey requirements: the area marked in red on the referenced map does not require archaeological surveys as it was previously excavated in the 1970s; some shoreline areas are confidential and will only be shared post-award.
The document outlines three specific phases of archaeological investigation required: 1) Reconnaissance archaeological investigations of lake/river margins to identify sites affected by drawdown, 2) Targeted geomorphological testing using hand augers to test for buried sites above the lowered water table, and 3) Phase I archaeological survey of locations identified as having high potential during the reconnaissance and geomorphological testing. The contractor is not required to conduct shovel testing in the dredged area, but only in areas where dredged material will be deposited.

140F1B25Q0001_Big Stone Archaeological Survey 12/9/2024 0002- update with ques ons and answers.
Concerning the Government's proposed dredge area marked in red on the map in the Q&A:
a) Is this the entire dredge area the Government is proposing?
No need to worry about the dredged area in red. No archaeological surveys will be done, as that area was excavated in the 1970's.
b) Will there be any assessment of the rest of the shoreline? (We do not see that addressed.)
No at this time. Some areas are confidential and will be shared after award.
c) Does the Government wish the contractor to shovel test all the areas the Government is proposing to dredge, and then do a survey to determine areas around the shoreline of the larger body of water for archaeological potential, and then follow with a survey of those high potential areas?
No shovel testing in the dredged area, only where dredged material will end up. This is the recommendation we received from an earlier review regarding the shoreline/lake margin:
1. Reconnaissance archaeological investigations of lake/river margins to identify sites that may be directly affected by the drawdown
2. Targeted geomorphological testing (with hand augers) to test for potential for buried sites above the lowered water table.
3. Phase I archaeological survey of locations identified during reconnaissance survey and geomorphological testing as having high potential for archaeological resources.
d) Or alternatively, is the Government proposing that the contractor only disturb the areas on the map, which is of a smaller scope? Appreciate if you could explain more in depth the intent/reasoning.
