About this opportunity
The U.S. Fish and Wildlife Service (USFWS) is seeking an archaeological contractor to conduct a professional archaeological survey of the Highway 75 East Pool Project at the Big Stone National Wildlife Refuge in Lac Qui Parle County, Minnesota. The solicitation requires a qualified small business to perform a comprehensive archaeological investigation, including reconnaissance of lake/river margins, geomorphological testing, and a Phase I archaeological survey of high-potential locations. Vendors must submit a Capabilities Statement demonstrating their ability to complete the project, with quotes due by December 6, 2024, and solicitation questions accepted until December 2, 2024. The contract will be awarded using the Lowest Price Technically Acceptable (LPTA) method, meaning the lowest-priced quote meeting the technical requirements will be selected. Offerors must be registered in the System for Award Management (SAM) and provide a quote on company letterhead with their UEI code, point of contact information, and completed representations and certifications.
This is a total small business set-aside contract under NAICS code 541690 with a small business size standard of $19 million. The contract will be a firm-fixed-price award with a performance period from January 1, 2025, to November 30, 2027, with potential flexibility for weather-related extensions. The project scope includes surveying a 32-acre dredge corridor and spoil placement locations, with the goal of identifying and assessing potential archaeological sites according to Minnesota State Historic Preservation Office (SHPO) standards. Artifacts discovered during the survey must be curated with the Minnesota Historical Society, and the contractor will be responsible for providing their own GPS equipment. The work will be conducted exclusively during daylight hours, with USFWS potentially assisting with boat transportation to survey islands. While no specific budget range was disclosed, the contract will be awarded to a responsible small business capable of meeting the technical requirements at the lowest proposed price.
