About this file
This document is a set of Questions and Answers related to Solicitation Number 140F1B24Q0011 for the procurement of two in-line heaters and two heat pumps for the Ouray National Fish Hatchery.
The key details are:
- The solicitation requires 18kW minimum in-line heaters and 14kW, 4-ton heat pumps. The government has specified the temperature change, flow rate, and power availability (480V three-phase and 120V single-phase) required for the equipment.
- Vendors are instructed to submit detailed technical questions in writing by the deadline, and the government will provide responses to ensure the requirements are well-defined.
- The solicitation does not provide enough information for vendors to size the heat pumps, so the government has provided guidance on the expected capacity and energy needs based on market research.

140F1B24Q0011 Attachment 3 - Question and Answer 3 June 2024 Question 1 : There are some process details we will need to clarify on the application like flow rate, area it will be installed and voltages available. We reviewed the 18kw requirements which is well within our range of manufacturing but would like to learn more on how we can provide a solution.
Would you be the contact to get this detail?
Answer: Please send all detailed questions in writing to me by the deadline and we will take a look at the specifications and provide answers to all. I will coordinate with the tech folks those types of questions and ensure the requirement is sound.
Question 2: There is not enough information available to size the heat pumps. At minimum, we need to know the kW or tonnage required for the heat pumps, like the heaters. Can this be provided?
Answer: The inline heaters are listed at 18kW minimum. The heat pump units kW varies greatly based on the efficiency curves based on maximum flows of 50gpm, heat type, and the temperature change required of a 10 degrees Celsius increase maximum. Based on market research, the unit that was found to meet the need is four tons and 14kW, please be aware that a different unit might have different energy needs.
Question 3: What is the available power on site to operate both the in-line heaters and heat pumps? Need to know voltage & phase.
Answer: The building has three-phase and single-phase power, 480 and 120V respectively.
