Museum Archives Renovations at NCTC Question and Answer Set 1

Question 1: In section M- Evaluation Factors for Award, 5, Evaluation of the Technical Proposal it states “Instructions: The offeror shall submit at least three (3) projects on construction of an elevated concrete deck where the offeror was the prime contractor and where the work performed was similar in scope to the work required under this solicitation.” This seems to be very specific requirement for a general contractor that would solely be a concrete contractor and the prime. However this project is not solely a concrete project. It include technical structural/welding, electrical, and HVAC not just concrete work. Can these requirements be adjusted to include elevated concrete work as a prime, prime sub or subcontractor? Or can the requirement include specific structure renovations, complex concrete placements, Electrical, and complex HVAC work? Or can we use the experience of prime concrete subcontractors to meet this requirement? Or can we use the past experience of employees to meet this requirement?

Answer 1: The Government has considered if the evaluation criteria is too restricted and has determined that the evaluation criteria will be revised in a forthcoming modification.

Question 2: Does the NCTC have a preferred Vendor that does the work or services the fire alarm systems at the building where the work will be completed?

Answer 2: Yes, Siemens. 2520 Lord Baltimore Dr. Suite D, Windsor Mill, MD 21444. (847) 215-1050.

Question 3: Does the NCTC have a preferred Vendor that does the work or services the access control system at the building where the work will be completed?

Answer 3: Yes, Johnson Controls (JCI). For contact information, see drawing sheet M-702, detail 1, note 5.

Question 4: After the concrete is poured and set would we be allowed to support the conduits into the new concrete/decking on the ground floor with tapcons, ramsets etc.?

Answer 4: Once the concrete has set, this should not be a problem. However, the existing steel structure should provide sufficient opportunity for material support.

Question 5: There is a conflict between the NAICS listed in FAR 52.204-8 and FAR 52.219-1.

Please verify which is the correct code.

Answer 5: The correct code is 236220 as listed in FAR 52.204-8. A modification will be forthcoming to correct the NAICS listed in FAR 52.219-1.

Question 6: What is the size and capacity of the existing overhead trolley?

Answer 6: One ton for size and capacity.
