3. COMMUNICATIONS:
All communication shall be in writing (email is acceptable). All verbal questions during the site visit shall be followed with the question in writing by the contractor. Answers will not be provided at the site visit. All questions and answers will be disseminated by amendment through
FBO.
Please email the Contracting Officer with any questions. Emails or direct calls to the COR or the design firm are unacceptable.
Amendment items shall include but not limited to the following:
a) Site visit meeting minutes.
b) Contractor’s written questions.
Remarks and explanations at this meeting do not qualify the terms of this solicitation if it is not addressed in the amendment. The only official changes to the existing solicitation documents will be issued by amendment. Please monitor FBO http://www.fedbizopps.gov for amendments.

4. SOLICITATION INFORMATION:
a) Small Business Requirements: This acquisition is 100% Small Business Set-Aside.
Offers received from firms that are not small business concerns shall be considered nonresponsive and will be rejected. Any award resulting from this solicitation will be made to a small business concern.
b) Magnitude: The magnitude of the project is between $250,000.00 and $500,000.00.
c) Bonds: A Bid Guarantee and payment protection will be required. The Bid Guarantee shall be 20% of the proposed price. The penal amount of the payment protection at the time of contract award shall be 100% of the original contract price, and shall be provided within 10 days after contract award.
d) Proposals: Please review Section L and M of the solicitation regarding instructions to offerors and evaluation criteria. The solicitation closes on 19 April 2018 at 2:00 pm EST.
Instructions for delivering the proposals are provided in the solicitation. You must ensure that the proposal is on site and received by the Government prior to the solicitation closing. Proposals may be mailed, sent via courier (UPS, Federal Express, etc.), or hand delivered. If you wish to hand deliver your proposal, please contact the Contracting Officer. Note this is an RFP and note a IFB, therefore, there will be not public opening, nor disclosure of proposal information.
e) Award: This acquisition will result in a single fixed price construction contract. Award shall be made to the responsive and responsible offeror whose proposal, will be most advantageous to the Government. In accordance with FAR 15.101-2, award will be made on the basis of the lowest evaluated price of proposals satisfying the requirements of the technical evaluation factors set forth in the solicitation.
5. ESTIMATED SCHEDULE:
The schedule for this project is as follows:

6. CONSTRUCTION OVERVIEW BY PROJECT MANAGER:
a) Pay particular attention to the work restrictions outlined in Section 01 14 00, specifically the paragraph 1.03 for the work in the lab building, and the General Notes on drawing 01A for work restrictions in the Daycare.
