The purpose of this amendment is to answer questions from interested parties about this solicitation.

Q1) For the pricing schedules on pages 5-6 of your requirements document, we are seeking clarification:

Q1a) Is your intention for both the small and large group leadership sessions to build on one another with the same audience or will the monthly sessions be separate sessions for different audiences?

A1a) We are looking to meet with the small audience more frequently and the larger group less frequently but may have some overlap in audience.

Q1b) Would you want all 150 people for the large leadership group sessions in ONE virtual session at a time or want them split up into smaller groups?

A1b) We are looking to have the 150 people in one large group at the same time.

Q2) Can you clarify what your objectives are for the strategic plan and who would need to be involved with this? (Section 1.5.3)

A2) The strategic plan will depend on the results of surveys to all employees and content in training. We are looking for the contractor to help facilitate the process in developing a strategic plan for our region to be more inclusive and work to reduce bias. Both the contactor and government personnel will be involved with the development of the strategic plan.

Q3) In Section 1.4.2 you mention providing

"minimum bi-monthly one on one coaching sessions with the Regional Director." Can we list pricing for that in the "Other" section of the pricing schedule?

A3) Yes

Q4) Is the expectation for this to occur 2 times per month or every other month for the duration of the contract (12 months)?

A4) Meetings with the Regional Director would be approximately once a month. However, the Regional

Director may meet with the contactor more frequently depending on need and scheduling.

Q5) Would this be a virtual meeting for 1 hour or did you have something else in mind?

A5) Meetings with the Regional Director would be

Q6) PWS, Para. 1.1, Do you require the delivery of training services in a totally virtual environment?

A6) Yes

Q7) PWS, Para. 1.2, Will the contractor have access to other historical data, i.e., records, report, surveys, employee, stakeholder, or client complaints?

A7) We may be able to share some of what has been done but are limited.

Q8) PWS, Para 1.4.2, notes the following, "We are

Not looking for Unconscious Bias or other related training courses." In para 1.3.7, 1.3.8, 1.3.9,

1.3.10 & 1.4.1 uses the word "Bias," this is confusing. What are the expectations for the monthly learning sessions to transfer knowledge, if "Unconscious Biases" is not addressed to help the workforce growth?

A8) We are looking for work and growth in removing our existing Bias' through introspection and deep, meaningful work. We are not looking for a 4 hour Unconscious Bias training course from a vendor.

Q9) PWS, Para. 1.4.3, requires an "Equity

Assessment and Analysis," Will we be able to access any historical organization assessments or surveys?

A9) No.

Q10) Reference: Under Section (ix) (a) 1) (c), Technical Acceptability requires "Formal education in diversity, equity, and inclusion

(minimum of Bachelor's degree emphasis in DEI)."

Please confirm that this requirement can be met by one key personnel and is not a requirement for all team members of the contractor¿s team.

A10) All team member that will be facilitating meetings, teaching, or coaching must meet this formal education requirement.

Q11) Reference: Section 1.3 Objectives mentions

"small group (approx..13) and larger supervisory group (approximately 150)." Would the Government please provide further clarification on the difference in the two groups? Is the small group primarily Executive leadership?

A11) Correct, the small groups is our Regional

Directorate, senior leaders. The larger group is an inclusive, all supervisory group.

Q12) Reference: Section 1.3 Objectives "1.3.4.

Improve job performance and increase employee engagement." Will the Government clarify how this is measured? Will contractors define the measurements for this?
