LYONS FERRY ASPHALT PAVING
WASHTUCNA, WASHINGTON
QUESTIONS AND ANSWERS
03/09/2021
1. Can subcontractor key personnel be used for past performance?
Response: Yes.
2. We would like to request all CADD files to help with our takeoffs on this project. Also, if there is any materials reports we would like to get those as well.
Response: OK. AutoCAD files will be made available including the existing topographic survey showing grades and extents of existing asphalt. Also, a geotechnical report was completed providing paving recommendations that is attached to these responses.
3. See spec section 01-00-00 page 6 Section B. Refer to sheet S-001 for additional special inspection requirements. No sheet is found in documents. Please advise.
Response: There are no structural S-sheets associated with this project and no Special Inspection requirements. This paragraph does not apply to the project.
4. See spec section 01-00-00 page 6 section. Laboratory authorized to operate in state of Oregon. Should this read state of Washington. Please advise.
Response: Yes, testing laboratory should be authorized to operate in Washington.
5. See spec section 32-12-16 Asphalt paving section 2.4 paragraph B line 2 provide mixes conforming to section 00744 for the 2015 Oregon standard specifications of construction. Should this not be per the Washington standard specifications for construction. Please advise.
Response: Yes, specification paragraph 2.4 should reference Washington DOT standard specifications Section 9-02 for mix design.
6. See spec index No DIVISION 02-41-00 Site demo is found in documents please advise.
Response: Spec index is incorrect. It should read: 31 00 00 – SITE CLEARING. See attached new spec section index.
7. See spec index 03-30-00 cast in place concrete. should this read section 32-16-00 Portland cement concrete curbs, gutters, sidewalks and gutters as found in back of specs. Please advise.
Response: Correct. Spec index is incorrect. It should read 31 16 00 – PORTLAND CEMENT CONCRETE CURBS GUTTER SIDEWALKS AND DRIVEWAY. See attached new spec section index.
8. See spec section 32-16-00 Paragraph 2.3 Steel reinforcement. See sections 5 concrete curb. Section 7 Concrete sidewalk. Both on sheet C-200. No reinforcement steel is called out. Please confirm no re-steel is required for walks and or curbs on this project Response: Confirmed. Details 5 and 7 on Sheet C-200 are correct. No reinforcing steel is required for standard sidewalks or curbs.
9. See general note 7 sheet C-100. Please provide outline to the required permits for this project that contractor is to pull.
Response: No specific permits are required to be obtained by the contractor.
10. See sheet C-112. See note on sheet to provide paving under existing shed. Is contractor to remove and reinstall this shed. If so please provide following on shed. Size and material shed is made from. Is shed attached to ground surface if so how. Please advise.
Response: Hatchery staff will remove the shed.
11. See Key Note 7 on new paving drawings. Provide 20’ grading transition from reconstruct & paving. Please provide section cut for this 20’ transition area for all these locations.
Response: This occurs wherever the “Complete Replacement Asphalt Pavement Section” (new asphalt grades match existing grades) meets with an area of “Reconstruct Asphalt Pavement Section” (new asphalt grades approximately 3” higher than existing grades). The pavement section through out this transition should be per Detail 1/C-200. The “transition” note refers to making that 3” pavement elevation transition over 20’.
12. See Key Note 16 on new paving drawings Typical section through Long Rearing Pods. shown section 1/ C-202. Please confirm no contractor work to take place in these ponds. This detail for reference only.
Response: Correct. No work within the ponds; only the asphalt road surface on top. This section was just provided as reference to show the geometry of the pond system.
13. See sheet C-201 Section 3 Trench Drain. See new paving drawings and key notes. No callout for this trench drain is found. Please provide tie to location for this trench drain on paving drawings.
Response: Trench Drain Detail 3/C-201 is not used on this project.
14. See drawing package no temporary erosion and sediment plan is found for project Please provide erosion drawing so contractor can better follow section 31-25-00.
Response: Given generally flat pavement areas and work being done over the summer, a formal erosion control plan was not generated for this project. Contractor is required to develop a SWPPP based on approach to the work and prevent sediment laden runoff from leaving the site.
15. See section 31-25-00 Is contractor to provide the stamped engineering for this plan.
Response: A stamped engineering plan for erosion control is not required from the contractor.
16. See section 32-12-16 2.3 Paragraph B. Herbicide commercial Chemical for weeds control. Is this treatment required under roadways around pond areas. Please advise.
Response: Herbicide treatment is not required for this project.
17. See spec section 32-16-00 Paragraph 2.5 line B. ADA Truncated domes. See sheet C-105 and Detail 7 on C-200 no call out for ADA Truncates domes at handicap parking area. . and detail for sidewalk looks to match to same finish elevation of asphalt parking area. Please advise is contractor installing ADA Truncated domes. If so, how many SQ/FT is required at this location?
Response: Truncated domes are not required for this project.
18. See section 4 on sheet C-200 Concrete Paving section. No concrete paving is found on paving drawings nor is any call out found in Key notes on these drawings leading contractor to this section found on C-200. Please provide more detail if section 4 on C-200 Is to be used and tie back to paving drawings.
Response: Concrete vehicle paving, as shown in Detail 4/C-200 is not used on this project. The only new concrete is a new sidewalk under the raceway access stair assemblies on Sheet C-112. This new sidewalk should be per Detail 7/C-200.
19. See section 6, C-200 Transition to Asphalt to Concrete. See all paving drawings and Key notes contractor don’t find any tie to this detail. Please provide information showing locations contractor is to use this detail for this transition and if you could note this in KEY notes.
Response: This transition detail 6/C-200 is not used anywhere on this project.
20. See drawing packet. No sheets in packet for roadway curve or tangent data is found. Please provide all curve and tangent data for roadways and lot areas so contractor can provide construction staking after existing paving has been removed.
Response: The intent is to replace the asphalt pavement in its existing extent. The areas are relatively flat parking and circulation routes, not roads with design speeds. An AutoCAD file of the existing topographic survey showing the extents and grades of the existing paving as well as the new design sheets) can be provided to assist with construction staking. There is also an AutoCAD surface for the existing topography. Roadway centerline, curves and tangents have not been developed.
21. See drawing packet. No roadway sections are found in packet. Please provide roadway cross section for all roadways.
Response: Per the response for Item 20 above, general asphalt sections have been provided for the parking and circulation routes, but full road cross-sections have not been provided.
22. See sheet C109- Keynote 19 provide new concrete curb per detail 5/C-200. Please provide curve data for this new curved concrete curbing found on drawing C-109.
Response: Intent is to replace existing curb in its approximate current geometry. Curve data has not been generated because the current layout does not conform to an exact curve. Curb is shown on the existing survey.
23. See sheet C-105 and keynote 8 regarding new sidewalk. Also see detail 7 on sheet C-200. Detail show walk and tells us to see plan for width of walk. Plan don’t show how wide this walk is to be. Please provide width for this and any other new sidewalks to be installed in this project.
Response: Replacement sidewalks are to match existing. In general, sidewalks are 5’ wide.
24. Is there any way we can get drawings WITHOUT the overlayed map. We can’t make out “Proposed Concrete” vs “Existing Concrete to Remain” vs “Existing Gravel to Remain” as they all look the same.
Response: Per response to Question 20 above, an AutoCAD file of the existing topographic survey showing the extents and grades of the existing paving as well as the new design sheets) can be provided to assist with construction staking. There is also an AutoCAD surface for the existing topography. The information can be viewed with the aerial image layer turned off.
25. Are we taking all of the rock down to subgrade or below and reinstalling 8” of Base Couse and 3.5” of HMA, one two inch lift and one 1.5” lift. Or The Caption under the typical #1 reads, “Remove Existing AC Base Rock (the eight inches?) and Subgrade to Adequate Depth to Allow Installation of the New Pavement section at existing finish surface Grades. (IE are we just taking enough out to install the 3.5” of HMA) at the same HMA asphalt elevation. Please advise to which way you are looking at this.
Response: The geotechnical report showed relatively thin existing AC thickness. For areas of full asphalt section replacement (most of the areas) per Detail 1/C-200, remove ALL the existing AC, base rock and required subgrade to permit installation of the full new paving section (3.5”AC over 8” base rock) at the same existing asphalt grade elevations.
26. Testing question. Is contractor special inspection to take asphalt core samples of new asphalt paving or is owner doing this. If Contractor to perform this how many cores are required per section. Please advise Response: USFWS reserves the right to do asphalt core testing if necessary. Contractor not required to do testing.
27. See section 1 on sheet C-200 Contractor to remove special gravel base to cut subgrade to allow for new asphalt. Can contractor reinstall this material after subgrade is cut. Please advise.
Response: The base rock can be reused.
28. See section 1 on sheet C-200. Contractor to remove asphalt and special gravel base and cut subgrade to except new 3.5 inch of new asphalt to achieve same finish elevation as existing. If contractor grins old asphalt as shown in section 2 on C-200. Can contractor use as needed this ground asphalt to achieve the required 8’ of special gravel base to be installed after subgrade is cut to correct elevation. Please advise.
Response: Yes, if additional base rock is needed, the removed asphalt can be processed and used as base rock for Detail 1/C-200 – similar to Detail 2/C-200.
29. See C-101 through C-112 these sheets show finish grand elevations that contractor is to bring new paving back to . Please provide coordinates for these locations.
Response: A DWG AutoCAD file of the existing survey and design drawings with spot elevations will be provided for coordinates.
30. See section 3 on C-201 Trench drain. During project walk contractor found existing trench drain on site that is not shown on plans See sheet C-104 in new paving area Northeast of Existing Rearing pond is existing trench drain that in diagonal position. Is this the tie to trench drain found in section 3 on C-201? If so is contractor to remove existing trench drain and replace with new and tie in to below ground drain piping. Please advise.
Response: See Question 13. Trench drain detail is not used this project.
31. Asphalt paving at existing rearing ponds. Existing paving was places past the anchor supports for bird netting and down slope to rearing ponds. Contractor suggest to hold grinding and new asphalt back behind existing concrete back behind the concrete anchors for the bird netting and leave the existing asphalt beyond in place. Please advise.
Response: This is acceptable.
32. Per section 1 on C-200 Contractor will be removing native subbase materials below special gravel base per all areas that this section applies. Is there a locations contractor can deposit this material on hatchery property or will contractor need to remove all this material from the site.
Response: There is an open unfinished area past the west access road that is available to the contractor for staging and materials.
33. Contractor laydown plans don’t show any contractor lay down area. Please provide map showing location for contractor laydown such as for stockpile materials.
Response: See response to Question 32 above.
34. Please provide center line data to all roadway project wide.

35. The excavators are wanting to use machine control for rough grade and will need a surface to load into their system. Will the engineer be providing that or will the surveyor be creating it?
Response: Per response to Question 20, an AutoCAD file of the existing topographic survey showing the extents and grades of the existing paving as well as the new design sheets) can be provided to assist with construction staking. There is also an AutoCAD surface for the existing topography.
36. An as-built/finished survey going to be required and to what extent? (Just horizontal? Vertical areas of concern?) If so, can as-built data be provided as digital points only to engineer (no plan set)?
Response: No as-built finished survey is required.
37. The spec calls out for site demolition, excavation and fill, trenching backfill and compaction etc. going into the specs to look up the section details, it looks pretty generic. Is any of this required?
Response: The specifications are standard spec sections for sitework and paving. Requirements apply to all new work identified in the drawings including demolition, placement of rock and paving.
38. Looking at the plans, everything seems to be existing, and under key notes and sheet notes, nothing calls out for excavation or installation of underground utility, most of everything is protect in place. With the exception of some new sidewalk and wheel stops, on sheet C-202, it has a typical for a rearing pond but doesn’t show it on plans, only to protect the liner. Please explain.
Response: Pond section on Sheet C-202 was only provided as reference information to show the pond liner system so the contractor would be aware of it. No work is anticipated in the ponds or down to the liner.
39. Looking at the asphalt on the plans it calls for complete replacement asphalt and reconstruct asphalt pavement. On the replacement part, is this an overlay or a mill.
Response: Not sure of the question? On Detail 1/C-200, a completely new asphalt section (AC and base rock) is required. Remove the existing asphalt, base rock and subgrade as needed to provide new paving section to existing finish grades. Overlay or mill is not indicated.
40. I see one section in the typical that calls out for placing the milled asphalt back down above the existing base course and paving on that, would we then need to hub and finish grade.
Response: Again, not sure of the question. In Detail 2/C-200, reconstruction of the existing asphalt section is allowed in these areas. Base rock would be left in place, existing pavement ground and compacted as additional asphalt and new surface asphalt installed. The new grade would subsequently be 3’-4” higher than existing. These areas tend to be large areas uninterrupted by building doorways or utility vaults where grade change is acceptable.
41. The reconstruct asphalt pavement, is this new or existing roadway rebuild? Or just asphalt replacement?
Response: Not sure of the questions. This is in areas of existing asphalt.
42. Can we also ask for an extension after getting answers and confirmation from you?
Response: See Amendment 1.
43. Since this is a remote location, can we bring sleeping trailers either onsite or a park nearby?
Response: No overnight sleeping accommodations on the hatchery will be allowed.
