Mr. Jeff Durst, TX-SHPO Texas Historical Commission P.O. Box 12276 Austin, TX 78711-2276
SUBJECT: Feedback Request 1 (Proposed New Campus Site, Aransas NWR, Aransas County, TX)
Dear Mr. Durst, Thank you for your letter of January 28, 2019 (attached). In reply, please accept the following recommendation for review/consideration/feedback.
The primary construction will be in the 28-30 foot elevations that are now covered with oak brush, understory, and tall grasses. We recognize the need for archeological evaluation of the project area.
However, we believe that the dense vegetation and zero ground visibility will make it impossible to perform an adequate archeological survey. We believe that any survey that could be performed would provide, at best, a very insignificant sample of the 30-acre project area.
Accordingly, in lieu of a survey, we propose to have independent, qualified, and contracted archeological monitors present throughout the vegetative clearing of the project. The archeological monitors will be empowered to stop ground clearing if archeological remains are encountered, make an initial field assessment, and notify the Texas State Historic Preservation Office (TX-SHPO) if further evaluation of the discovery locus is necessary. If human remains are in fact encountered, the procedures under 43 CFR 7 would also be in effect. Clearing of vegetation is estimated/anticipated to be done with heavy earth-moving equipment in the latter part of 2019 thru potentially 2022.
We realize that the use of archeological monitors during ground clearing is not the preferred manner of identifying archeological remains, however, in light of dense vegetation that completely obscures the project area combined with the difficulty of access; we believe that monitoring is the only feasible option.
We look forward to your further review/consideration/feedback of this recommendation. Please address your questions/ comments via email & PDF letter preferred to: bruce_hickson@fws.gov, or office phone:
505-248-6950.
Sincerely, BRUCE H. HICKSON, Agency Official for Project Regional Transportation Coordinator

Dear Bruce Hickson:
Thank you for your submittal regarding the above-referenced project. This response represents the comments of the State Historic Preservation Officer, the Executive Director of the Texas Historical Commission (THC), pursuant to review under Section 106 of the National Historic Preservation Act.
The review staff led by Jeff Durst and Caitlin Brashear has completed its review and has made the following determinations based on the information submitted for review:
Archeology Comments
• THC/SHPO concurs with information provided
We have the following comments: SHPO concurs that monitoring by a professional archeologist will be acceptable in lieu of survey due to dense tree cover of proposed construction site.
We look forward to further consultation with your office and hope to maintain a partnership that will foster effective historic preservation. Thank you for your cooperation in this review process, and for your efforts to preserve the irreplaceable heritage of Texas. If you have any questions concerning our review or if we can be of further assistance, please email the following reviewers: Jeff.Durst@thc.texas.gov, caitlin.brashear@thc.texas.gov.
Sincerely, For Mark Wolfe, State Historic Preservation Officer Executive Director, Texas Historical Commission

If you’re looking for a small, dedicated team that really values your business, look no further than ARC! Not only are we excellent archaeologists and researchers (our Office Manager is pretty great, too) – we’ve even heard that some reviewers enjoy reading our reports! – we are also a lot of fun to work with. Don’t get lost in the crowd by giving your business to a large firm, we will remember your name (also available to attend children’s birthday parties and anniversary dinners*)! ARC is certified to work on Bureau of Land Management projects (South Central
Plains) and land in the US Forest Service (in Texas). We regularly work in Louisiana and
Arkansas, as well. We have a great working relationship with reviewers at the Texas Historical
Commission, for those projects requiring an Antiquities permit, and the US Army Corps of
Engineers, for those pesky Waters of the US. And we’ve been around since 1983, so we definitely know the ropes. And the best part? We strive to always get your project done as quickly as we can, so that you can stay on schedule and under budget.
