Questions and Answers for USCGC MUNRO Dockside (DS)

Question 1: Work Item D-010, (Decks, Preserve (Full)) directs KTR to “Include deck underneath machinery, equipment, and cabinet.”. Will KTR be expected to remove all interferences in the specified spaces in order to expose all deck and coaming surfaces for preservation?

Answer: Ship’s force will remove any interferences that are mobile and not affixed to the deck. The KTR is expected to remove all interferences listed within the interferences paragraph 3.1.4, to include those affixed to the deck.

Question 2: Past performance requirements for this Solicitation appear to have changed from previous submissions. Please confirm the previous Past Performance Forms are not required, only the information below highlighted in yellow for minimum of two (2) previous projects and we only need to complete the Past Performance Questionnaire (PPQ) if a CPAR is NOT available. Thank you, CKM

b. Past Performance. The vendor shall submit a minimum of two (2) past performance references for contract(s) that are currently active or completed within the last five (5) years from the date of issuance of this Solicitation. For active contracts, at least six months of the period of performance must be completed by the date of issuance of this Solicitation. No more than three (3) past performance references shall be submitted for consideration. The past performance submission is limited to one-page.

For each past performance reference, the vendor shall provide a brief explanation of how the project is similar in terms of scope and magnitude to the subject Solicitation.

For each past performance reference, the vendor shall provide a Past Performance Questionnaire (PPQ) (Attachment 4) completed by the client unless a CPARS evaluation is available.

The one (1) page submission shall include the following for each past performance reference provided:

• Project Name

• Contract Number, if applicable

• A brief explanation of how the referenced project is similar is scope and size to the subject Solicitation.

• Confirm which of the below are applicable:

• - A CPARS has been completed and is available for Government access; OR

• - A Past Performance Questionnaire is being provided because a CPARS evaluation is not available for the specific project

Completed PPQ forms shall be submitted with the quote as an Attachment. If the vendor is unable to obtain a completed PPQ from the client for a project (b) before the solicitation response date, the offeror should complete and submit with the proposal the first page of the PPQ, which provides contract and client information for the respective project. Vendors should follow up with owners to ensure timely submittal of PPQs. At the owner’s/clients discretion, PPQs may be submitted directly to the Government point of contact, Stephanie Gibbs, via email at stephanie_Gibbs@ibc.doi.gov AND Matthew Perlich at matthew_perlich@ibc.doi.gov, prior to the solicitation response date.

Answer: This is confirmed. Where a CPARS exists for a project detailed in the past performance submission, a PPQ is not required. It should be noted that the highlighted section should still be submitted and is limited to one page. In regard to the fourth bullet: “Confirm which of the below are applicable”, note whether there is a CPARS for each of the past performance references provided. If CPARS is not available then provide PPQ.

Question 3: Attachment 2 - Price Schedule lists Work Item O-13, Tenting, Provide as optional – this should be definitive to work in conjunction with work item D-14 Deck Covering, Renew Answer 3: Price Schedule is revised to reflect D-13 instead of O-13.

Question 4: Work Item D-11 Bulkhead and/or Overhead Insulation, Renew is a preservation item, not insulation – please confirm.

Answer 4: Yes, this is an error in the SOS&S. The work item title in the spec is Bulkhead and/or Overhead Preservation, Renew and has been updated in the Solicitation and Attachment 2.

Question 5: Work Item D-15 appears to be a new work item CG is rolling out. We found the SFLC Std Spec 5550 for 2022 on line. Please confirm this is the most current version or include with the technical package. Also, is the Fire Prevention Responsible Party (FPRP) an independent outside contractor or can this role be fulfilled by the KTR. If an outside contractor, can CG provide a list of companies approved for this Alameda, CA Answer 5: Yes, this is a brand new work item, and actually this contract is the first time it will be implemented. The 2022 version of the reference is the most current version and it can be provided upon request. The FPRP is not an independent outside contractor, it is a role that can be fulfilled by the contractor. Essentially, the FPRP is appointed by the contractor (we anticipate it likely being the contractor’s ship superintendent or project manager) and is responsible for addressing fire prevention concerns throughout the availability.
