The US Department of the Interior (DOI), Interior Business Center, Acquisition Services Directorate (AQD), is issuing this solicitation, Number 140D0420Q0456, as a Request for Quote (RFQ) on behalf of the Peace Corps. This requirement for Patient Safety Organization (PSO) service is defined in the SECTION 2 -STATEMENT OF WORK (SOW).
The Government intends to evaluate quotes and award multiple Blanket Purchase Agreements (BPA’s) without exchanges, but reserves the right to award to a single awardee based on the evaluation of responses. Therefore, the contractor’s initial quote should contain the contractor’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct exchanges with contractors if later determined by the Contracting Officer (CO) to be necessary.
The resultant BPA and Call Orders awards will be Firm-Fixed-Price (FFP).
The BPA will have a five (5) year ordering period. The anticipated agreement period of performance is from 8/15/2020 to 8/14/2025. The BPA agreement will begin with issuances of a signed BPA Call Order.

All rates should reflect any applicable discounts. Firm Fixed Price BPA Calls (Call Orders) will be issued against this
BPA.
The individual calls to be issued under this multiple award BPA will be based on a performance work statement or statement of work included in each BPA Call. This multiple award BPA will establish agreed upon rate ceilings for various labor categories. Multiple contractors are expected under this multiple award BPA. Consequently, competition of each BPA Call will occur among the multiple awarded BPA holders as established by the BPA ordering procedures in accordance with FAR Part 13.303. Factors such as (but not limited to) price, past performance on prior Call Orders issued outside and under this multiple award BPA (quality of deliverables/services, timeliness, and cost control), socioeconomic status and potential impact on other orders placed with the contractor (e.g. capacity issues) may be considered in determining establishment of individual call orders.

SECTION 2 -STATEMENT OF WORK (SOW)
Peace Corps Patient Safety Organization (PSO)
1. BACKGROUND
The Peace Corps (PC) is an independent executive agency of the federal government established in 1961 by President John F. Kennedy to promote world peace and friendship through the service of American volunteers abroad. The volunteers’ service fulfills the three primary goals established in the founding legislation:
• Improve the lives of people through grassroots assistance;
• Foster a better understanding of Americans on the part of the people served; and
• Foster a better understanding of other people on the part of Americans.
There are currently approximately 7,000 volunteers serving in posts located in roughly 60 developing countries worldwide. The posts are divided into three (3) regions: Africa (AF), Intra- America and Pacific (IAP), and Europe, Mediterranean and Asia (EMA).
For information about where Peace Corps serves, please visit the Countries page on our website:
https://www.peacecorps.gov/countries/. For more information on the Peace Corps mandate and mission, see the Peace Corps website: https://www.peacecorps.gov/about/history/.
Peace Corps provides all necessary and appropriate medical care to PC Trainees/Volunteers (PCTs/PCVs). This medical care includes full coverage of all urgent and emergent medical needs, and care for stable and chronic conditions as well as preventive care. The mission of the Office of Health Services (OHS) is to ensure the provision of quality medical and mental health services. PC has a team of on-site doctors and other medical professionals at approximately 60 post locations worldwide known as Peace Corps Medical Officers (PCMOs). PCMOs located at overseas posts provide and coordinate needed health care services for PCT/PCVs. In addition, PC has six Regional Medical Officers (RMOS) who provide support to PCMOs within the sub region and liaison with OHS.
OHS has a team of medical providers consisting of physicians and nurse practitioners (international health coordinators (IHCs) based at PC headquarters, who provide support to PCMOs at each Post through field consultation and evaluation. Per Patient Safety Rule 42 C.F.R. Part 3, Peace Corps meets the definition of a “Provider.”
