About this file
This document is an amendment to a solicitation for electronic cell checks. The Bureau of Indian Affairs seeks proposals for an electronic system to conduct cell checks at OJS facilities. The amendment extends the proposal due date to February 20, 2024 at 5:00 PM Eastern time. It also provides responses to four questions from prospective offerors. No high security controls will be required. Offerors should include all anticipated costs for the required FedRAMP authorization over the potential five-year period of performance. There is currently no applicable FASCSA order. Reports under section 7.3 of the statement of work do not require the standard IA software applications for editing.

INDUSTRY QUESTIONS GOVERNMENT RESPONSE
1. FedRAMP authorization requires the vendor to engage an approved professional auditing firm. The auditing costs include three separate components:
(a) an informal, “pre-assessment” review;
(b) the initial (official) assessment and monitoring; and (c) an annual assessment and review every year FedRAMP services are provided.
The price sheet includes a one-time, FedRAMP authorization charge. Should vendors include all the anticipated auditing costs for 5 years, or just the first year in that one-time line item?
Yes, Offerors shall include all proposed direct costs associated with the required FedRAMP Authorization for the potential 5-year period of performance in the designated cell on the price sheet. Offerors shall also submit a detailed breakdown of those costs as a separate document and an anticipated invoicing schedule for the base and four (4) option years.
2. FedRAMP requires the contracting agency (BIA) and vendor to collaborate in deciding what level of security controls will be included in our platform for different data sets. They are divided into LOW, MEDIUM, & HIGH. Please advise what level the Government requires.
The Government anticipates that no HIGH controls will be required.
3. Can you confirm that there is no applicable FASCSA order?
At the time and date of this amendment, there are currently no FASCSA orders in SAM.gov and, to the Contracting Officer’s knowledge, no additional FASCSA orders that are not in
SAM.
Offerors shall search https://sam.gov/content/supplychainorders to confirm prior to submission of their proposal.
4. Section 10.1.2 on page 19 of the SOW states that “All electronic files shall be editable by the Government using the standard IA software applications.” Please confirm that this requirement does not apply to the reports listed in section 7.3 on page 5-6 of the SOW.
Confirmed.
