About this file
This amendment to a solicitation provides clarifications and changes to requirements for a parking lot project for the Apache Tribe of Oklahoma's Silver Buffalo Casino and Food Distribution Building. The Bureau of Indian Affairs is soliciting the work on behalf of the Tribe. The amendment deletes requirements for light poles, luminaires, and wiring that will instead be installed later when rehabilitation of the casino is completed. It also removes requirements for portions of fencing and sheds to be removed, updates liquidated damages, and provides a revised bid schedule. Bids are due by May 27th, with award anticipated by June 15th. The contractor shall improve safety and accessibility of the parking lot through grading, drainage, paving, and installation of curbs, gutters, sidewalks, and signage. The work must be completed within 120 days of notice to proceed.

Text version
Based on the Pre-Bid Meeting held May 10, 2022, the following changes/clarifications are being issued as an Amendment to the Solicitation.
1. The plans do not have the designs and specifications for the light poles and light fixtures. Note 16 on Sheet 7 states "See Sht. 2 for the Site Lighting Pole Base detail, Light Pole height and type to be determined by the owner." The best course of action is to delete the items Pole Mount Luminaire Single (LED) and 18" Round Light Pole (Dark Bronze) from the current project. The poles and luminaires can be installed when the casino is rehabilitated at which time the most current designs available can be installed.
Installing the poles and lights now will expose them to vandalism and damage and the existing casino does not have any functional electrical systems so the lights will probably not be wired and useful until the casino rehabilitation is completed.
The light pole base foundations will be installed according to the plans.

2. Clarification for Special Item Removal of 6 existing Light Poles, thee will need to be hauled off site.
3. The item "1" PVC Conduit (Parking Lighting)" does not have any requirement for wiring, only the 1" PVC line, which is below ground. The wiring can be installed when the casino is functional, and the poles and lighting is installed.
4. There is an item for "l" PVC Conduit (Security Communication)" but there is no item for the wiring, only the 1" PVC line. The wiring can be installed when the casino is functional, and the type of poles and lighting is determined and installed.
5. Item Removal of Existing 6" Stockage Fence for the amount 183 LF is no longer needed in the contract.
6. Item Special - Removal of Existing Shed for 3 EA needs to be changed to the amount of 1 EA, since two of the sheds have already been moved off the project. The remaining shed will be removed to a location across from the Casino, which is still onsite of the Tribal Complex.
7. Item Special - Removal Existing Sign refers to the sign at the entrance to the food warehouse. The tribal chairman needs to be contacted to determine where the sign is to be placed after removal, but it will be onsite of the Tribal Complex.
8. The concrete driveway shown at the southeast end of the casino will cross the ditch and connect with the existing parking lot. The existing parking lot located north of the driveway is in the form of a valley gutter which flows to the south into the ditch. The new driveway can be installed to match the existing parking and then be contoured to transition to a flat surface and divert the water to the flume located on the east side of the new driveway since the new surface is concrete.
