About this file
This is a Request for Proposal (RFP) issued by the University of Connecticut (UConn) for independent audit services related to the UConn 2000 Infrastructure Program in compliance with Connecticut General Statutes Section 10a-109z. The University seeks qualified CPA firms to provide comprehensive audit services for this large-scale capital program. The solicitation opened on June 30, 2026, with proposals due by July 30, 2026, at 2:00 PM EDT. No pre-proposal conference date is specified in this document, though attendance at any such conference would be optional. The contract term details are referenced in the RFP itself and the Template Contract documents available in the Buyer Attachments section. The engagement will involve review of project invoices, expenditures, cost allocations, and supporting documentation; compliance verification with applicable statutes and auditing standards; and identification and communication of findings regarding discrepancies or non-compliance.
The RFP requires a detailed fixed-fee pricing structure with annual pricing for each year of the initial contract term, with proposers asked to describe key assumptions regarding scope, level of effort, and number of projects to be reviewed. The University of Connecticut actively encourages participation from small businesses (SBE), minority-owned businesses (MBE), women-owned businesses (WBE), and businesses owned by persons with disabilities (DisBE) certified by the Connecticut Department of Administrative Services, as well as Connecticut-based businesses. Proposers must submit three references from comparable organizations, preferably from higher education institutions, and comply with mandatory submissions including the Campaign Contribution Certification Form, Bidder Contract Compliance Monitoring Report, Connecticut Economic Impact Form, and Non-Collusion Affidavit. Proposals must remain valid for a minimum of 180 days from the submission date, and all deviations from the University's Template Contract must be clearly outlined and documented.
