About this file
This requirements document outlines the need for a new 30kW solid state radio frequency (RF) amplifier to replace an obsolete tube-based amplifier at the National Institute of Standards and Technology (NIST) Summer Undergraduate Research Fellowship (SURF) user facility. The new amplifier must operate at 114MHz with a 1MHz bandpass, continuously output at least 30kW of power, and include water cooling and RS485/web-based monitoring. Delivery is required within 6 months to a NIST facility in Gaithersburg, Maryland. Upon delivery, NIST will inspect and test the amplifier by applying full power to a dummy load and verifying communications functionality. The amplifier must be warranted for a minimum of 12 months, and payment of 100% will be made upon acceptance after successful installation and testing. This requirements document supports federal contract opportunity number 1333ND23QNB680460 for the procurement of the specified 30kW RF amplifier to enhance the reliability of NIST SURF operations.

NIST Requirements Document (30 kW rf amplifier)
I. Background The NIST Summer Undergraduate Research Fellowship (SURF) needs to procure a new solid-state based rf amplifier to replace the current tube-based amplifier that requires significant maintenance and associated costs. This acquisition will enable the SURF user facility to be more reliable with minimal operational downtime. This is important to serve our customer base and support the ongoing research and development efforts underpinning the CHIPS program.
II. Scope The SURF user facility requires a narrow-band, high power rf amplifier to power its electron storage ring to replace an obsolete model that is failing. The new amplifier must have a bandpass of at least 1 MHz around 114 MHz, but it should not be significantly greater either to eliminate amplification of spurious noise. The output power must be at least 30 kW when run continuously. This procurement better enables NIST to support the ongoing CHIPS initiative by making our user facility more reliable with less downtime, which translates into more lithographic mirror testing for the semiconductor industry.
III. Minimum Requirements The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award.
Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
CLIN 0001 - Qty (1); High Power RF Amplifier that meets the following minimum specifications:
1) 114 MHz amplifier with a 1 MHz bandpass
2) Output power at least 30 kW continuous wave
3) Unit should be water cooled (NIST will provide necessary deionized water for cooling unit)
4) RS485 serial data com link, as well as WEB interface should be included
IV. Delivery Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) are required and shall occur not later than (NLT) 6 months ARO.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:
The National Institute of Standards and Technology 100 Bureau Drive, Building 220 Gaithersburg, MD 20899-1640
V. Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
1. The amplifier will be wired to main power and cooling water supplied in accordance with the manufacturer’s requirements. We will then test the unit up to full power by dumping said power into a matched dummy 50 Ohm load capable of sinking the rated 30 kW of power. The communication modules on the amplifier will also be tested during this time.
The Government will inspect, and accept the equipment onsite within 15 business days of the receipt of the amplifier. Testing will not be possible until our facility has sufficient downtime to all installation and wiring of the amplifier to a 480 VAC power source and integration into our system. Because of this, testing will have to be deferred until that time, and any defects found during testing will have to be covered by the manufacturer’s warranty. The visual inspection of the amplifier will be performed by the NIST TPOC to identify surface defects or any form of indication that the amplifier was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the amplifier due to defects and/or nonconformance.
VI. Warranty The contractor shall warrant the entire system for a period of a minimum of 12 months after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4
VII. Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after installation and acceptance by the TPOC of fully installed system.
2. The Government anticipates inspection will occur upon:
a. After the testing procedures set forth in this document have been completed
