QUESTION 1: What are the differences between the current solicitation and the solicitation 1333ND19QNB640704 which is posted in 2019?

RESPONSE 1: Solicitation number 1333ND19QNB640704 was cancelled in its entirety. The Government has no further comment on this solicitation.

QUESTION 2: Is there a preliminary layout of the laboratory space indicating placement of the

a. Chiller

b. Utilities, e.g. power, grounds, plumbing, drains, etc.

c. Additional workspace such as tooling station, etc.

RESPONSE 2: Please refer to the solicitation for dimension requirements of the SPS unit and chiller. NIST envisions that the primary components will be in a line along and against one wall. Please see the solicitation for guidance on placement. NIST has not specified the location of the chiller. There is existing plumbing in multiple locations on the wall so no specific locations are required. Electrical work will be installed based on the specifications of the given system prior to delivery. Tooling stations, assumed to mean cold press/glovebox/counter space for preparing sample dies, are not relevant for responding to the solicitation.

QUESTION 3: How many NIST associates will participate in the training?

a. Technical researchers?

b. Laboratory technicians?

c. Maintenance personnel?

d. Safety personnel?

RESPONSE 3: The number of NIST staff participating in training has not been determined. NIST envisions between 3 and 6 research scientists to be in attendance. NIST does not see a need for maintenance or safety personnel to attend any training, as NIST is responsible for these items.

QUESTION 4: What will be the sintered sample diameter?

RESPONSE 4: As required by the statement of work (SOW):

“The unit shall produce dense material compacts of between ≤ 0.5” to ≥ 2” in diameter.”

QUESTION 5: What will be the sintered sample thickness?

RESPONSE 5: Sample thickness is not a requirement. As an approximate range to respond to the question, NIST anticipates producing sintered samples between approximately 5 mm to 20 mm.

QUESTION 6: What kind of material we plan to sinter? If it is confidential, what temperature and heating rate we should reach?

RESPONSE 6: Of course, NIST cannot predict all of the materials that will be sintered in the future, as NIST is involved in novel materials research. For guidance, NIST currently makes materials comprising: multielement thermoelectric materials, inorganic semiconductors, intermetallic compounds, ceramics, oxides, nitrides, and nanocrystalline and nanocomposite thermoelectric materials.

The temperature requirement is identified in the solicitation: The maximum operating temperature shall be ≥ 2400 °C.

The heating rate is not specified. Please refer to the following solicitation requirements:

The power supply for rapid heating and sintering shall be capable of both pulsed DC and continuous DC power output, with an electrical current output between 0 A and ≥ 4,000 A in both operating modes.

Current output in exceedance of 4,000 A is preferred.

∙ The power supply shall produce square waveforms at electrical currents between 0 A and ≥ 4,000 A with programmable on/off times between and including 0 ms and 100ms.

QUESTION 7: Do we plan to use high vacuum or just vacuum in range of 9x10-3 mbar?

RESPONSE 7: The requirement restated below is for the included vacuum system pumping capability, not the maximum vacuum of the chamber, which may be better than the vacuum pumping system requirement.

Please also note the requirement for the leak testing.

The system shall include a vacuum system to pump the chamber to a vacuum level of ≤ 10-3 Torr (≤ 0.13 Pa).
