About this file
This is a Statement of Work for preventive maintenance services for HVAC equipment at five National Weather Service (NWS) locations across Texas: Brownsville, Corpus Christi, Dickinson, New Braunfels, and San Angelo. The contract covers both Weather Forecast Office (WFO) and Radar Data Acquisition (RDA) sites with a base period running from the date of award through August 31, 2027, followed by four optional one-year extension periods through August 31, 2031.
The contractor must provide four annual inspections per location: one Extensive Maintenance Inspection in March and three routine Maintenance Inspections in June, September, and December. The Extensive Maintenance Inspection requires comprehensive evaluation of all Air Handling Units (AHUs), Computer Room Air Conditioners (CRACs), A/C condensing units, Package Air Conditioners (PACs), duct heaters, dampers, thermostats, exhaust fans, and related equipment, including measurement of system pressures, refrigerant levels, motor currents, filter replacement (MERV 8), coil cleaning, drain line maintenance, and documentation of deficiencies. Routine Maintenance Inspections are abbreviated versions focusing on operational functionality and basic maintenance tasks. All work must be performed Monday through Friday between 7:00 a.m. and 5:00 p.m., with contractor-supplied materials, consumables, tools, and labor. The contractor must designate a primary technician and alternate for each site, provide a Project Manager and Onsite Manager as key personnel, and maintain compliance with OSHA, UBC, UFC, ANSI, ASTM, ASHRAE, SMACNA standards, and applicable local, state, and federal codes. Inspection reports must be submitted within ten working days; emergency repairs beyond the scope of preventive maintenance require separate authorization and pricing.
