| Performance Site: | Remotely and at 8403 Colesville Road, Suite 500, Silver Spring, MD |
| Performance Period: | September 1, 2019 - August 30, 2020 |
1.0 Scope
Oversight of the National Oceanic and Atmospheric Administration’s (NOAA) Small Boat Fleet is a collaboration across Office of Marine and Aviation Operation (OMAO), National Marine Fisheries Service (NMFS), National Ocean Service (NOS), Office of Oceanic and Atmospheric Research (OAR) and the National Weather Service (NWS). The OMAO Small Boat Program (SBP) was established in 2004 to create policies and procedures to ensure safety in support of NOAA’s field operations. Direction, technical, and administrative support is provided by OMAO through the SBP. NOAA Line and Program Offices are responsible for acquisitions, operational funding, and mission support. The NOAA Small Boat Safety Board (SBSB), comprised of Line Office representation, SBP and Safety and Environmental Compliance Office representatives, is charged with initiating policies and training, program metrics, and compliance. The SBP has an agency-wide web based Vessel Management System (VIM) and float plan system (VOP). These critical tools are used to provide real time small boat tracking, a coordinated response in times of emergency, and to capture underway metrics.
