Statement of Work for

New Boat Ramp and Driveway Approach NOAA NOS NCCOS Beaufort Laboratory

Beaufort, North Carolina U.S. Department of Commerce

June 11, 2019

1. PURPOSE:

The purpose of this contract is to obtain the services of a Design/Build Contractor (D/B) to design and construct a new boat ramp and approach structure on the northeastern corner of the NOAA Laboratory campus located at the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), National Centers for Coastal Ocean Science (NCCOS) Laboratory in Beaufort, NC.

2. BACKGROUND:

The NOAA / NOS Beaufort Laboratory facility located in Beaufort, North Carolina is 150 miles southeast of Raleigh, North Carolina. Beaufort also is halfway between Cape Hatteras and Cape Fear and just inside of Beaufort Inlet. The Beaufort Lab is located on Pivers Island to the West of the town of Beaufort. The southern half of Pivers Island is owned by Duke University and is home to the Duke University Marine Laboratory (DUML). The Beaufort lab also houses the North Carolina National Estuarine Research Reserve (NCNERR) and staff for the NOAA National Marine Fisheries Service (NMFS).

The existing boat ramp was damaged during Hurricane Florence in fall 2018. Severe erosion under the concrete ramp structure resulted in the closure of the ramp for safety concerns.

The original structure was installed in the location of the 1950’s bridge access due to the ease of construction in that location. The close proximity to the 2006 bridge location severely hampers the safe utilization of the boat ramp. Strong currents and limited area for vessel operations cause a highly volatile situation to staff not experienced with the conditions present for docking and undocking of vessels.

3. PRE-PROPOSAL SITE VISIT:

A. The contractor and subcontractors are encouraged to attend a site visit at the Beaufort Lab to fully understand the complexities of the project. Contact information is cited in the solicitation document.

B. Prior to site visit/review the Contractor is to sign in at the front desk located on the first floor of the Administration Building at the Beaufort lab.

C. During the site visit, the contractor and subcontractors will have the opportunity to review and inspect locations where the work and upgrades are proposed.

D. The Facility Manager and pertinent government personnel will be available to answer any questions, however any changes or new information will be documented and submitted in writing for official purposes.

4. SCOPE of WORK:

The Design / Build Contractor (D/B) shall furnish all personnel, materials, equipment, travel, services and facilities as necessary to perform this Statement of Work (SOW) in performance of the specific tasks described herein.

A. Provide due diligence and site investigation to determine appropriate design services as applicable to construct the new boat ramp structure. Determine placement, stabilization needing addressed, existing utilities and/or adjacent structures, etc. for possible conflicts with design parameters.

B. Removal of old foundation and utility apparatus (valves, manholes, etc.) that may interfere with the new work.

A. Modify and/or construct the necessary seawall structure to properly anchor the new boat ramp.

B. Construct a new concrete boat ramp and approach structure on the East side of the existing “T” dock.

Design:

A. Provide all design, drawings and specifications necessary to construct this project indicating location for all modifications required for the new boat ramp installation.

B. Design Requirements:

1) Dimensions are to be similar to the existing ramp structure approximately 6” minimum concrete thickness, 13’ wide x 24’ long ramp along with a 12’ wide x 95’ long approach. Ramp to be a minimum of 12 feet wide which should be satisfactory for the low use facility.

2) Ramp should have slope of 12-15% with the concrete extending into the approach and staging area far enough to reach the existing parking area.

3) Cuts in the existing seawall must be made. Therefore lay the slopes back as much as possible to reduce the amount of still water trapped in the cut during flooding, thus reducing the amount of silt deposited on the ramp.

4) Provide stabilized concrete sides down each side of the ramp to handle runoff during heavy rains.

5) Water depth should be no less than three feet at the end of the ramp during mean low water, though four feet deep is more desirable.

6) Concrete: Engineer to verify final specifications.

a. New concrete shall be similar to that of the existing ramp structure.

b. Concrete for ramps poured at the site should be at least 3,000 psi (4,000 psi preferred) and have 4-6% air entrainment, properly worked, placed, consolidated, screened and bull floated so the aggregate is about a half-inch below the surface.

c. The concrete should be reinforced with number four (1/2″ diameter) Grade 60 rebar, placed at 12″ on center lengthwise, and 18″ on center across. This requires a slab at least six inches thick.

d. Concrete should be finished with a surface rough enough to provide good traction, even when covered with algae.

7) Stone: Engineer to verify final specifications.

a. In preparing a site for concrete, a minimum of eight inches of compacted, crushed stone (should be placed over the subgrade. If soft places are encountered or the soil is difficult to compact, the poor material should be under cut and larger stone (two to four inches in diameter) should be used to provide an adequate base for the smaller stone. There are also geotextile fabrics on the market to “bridge” over soft material.

b. If any of the stone will be exposed along the edges of the concrete, such as where the concrete will be higher than the adjacent ground, a good quality filter fabric should be placed under and wrapped back over top of the stone. The fabric should be armored with riprap to protect the filter fabric, and ultimately the stone under the slab. If a slab is to be pushed into place, filter fabric cannot be installed between the concrete and the stone.

C. Design Phases:

1. Schematic Design:

a. A schematic design drawing shall be required after the kickoff meeting. The design intent is to provide conceptual drawings showing proposed location for all improvements and their placement, various structural connections, supports and all other appropriate details.

2. Final Design:

a. Provide a final, complete construction document design, to include drawings, specifications, calculations, correspondence, and notes.

b. It shall incorporate all of the Government approved design review comments and any requested clarifications.

c. Final design construction documents, design calculations, and reports shall be approved and certified by a professional engineer registered in the state of North Carolina.

3. Drawings:

a. Existing AutoCAD seawall plans are not available. Any modifications and any changes during construction to be clouded on the plans and noted in the revision section on the title block. As-built plans are required and noted as applicable.

4. Government Approvals:

a. All schematic and final design drawings are to be approved by the Government prior to any construction commencing on this project.

b. Notify the Facility Manager for coordination of all activities.

Environmental Compliance:

A. The Government will provide all environmental compliance requirements such as NEPA, CAMA permitting, etc. before any construction activities can commence.

B. Work must be completed while observing all applicable federal, state, and local laws and regulations pertaining to safety, security, and environmental considerations of the project.

Demolition/Installation:

A. The new approach will connect to the existing pavement are the east end of Building 5.

See Campus Plan and locations of existing and proposed boat ramps and driveway approaches at end of Statement of Work below.

B. The system should be installed by an experienced contractor to insure the design and manufacturer’s instructions are met.

C. Due to the nature of construction activities occurring within the channel and the potential for flood events to occur, the Contractor is responsible for the monitoring of weather and water conditions, which may affect proposed work, working conditions, and overall site safety.

Permitting, Codes and Workmanship:

A. All work shall be of highest quality and in strict accordance with the manufacturer’s published recommendations and specifications, industry standards, and to the building owner’s satisfaction.

B. No permitting is required on this project except environmental permits that are to be obtained by the Government. However the project shall be in compliance with all applicable current federal, state, and local laws and regulations.
