Perry Twp EWP Site Showing Notes & Q&A

13 January 2022

NRCS Staff Present: Vic Vue, Jasmine Henderson, John Bleill, Jeremiah Mcdowell, Jeremy Huggler

Note Taker: Jasmine Henderson

Meeting Start Time: 1:00 p.m.; 10 contractors on site for the site showing

Meeting started at 12116 S. Wolf Creek St., 500 feet back off the road- Perry Township

The meeting began with Vic introducing himself, and giving a summary of the EWP program, he then gave an overview of the solicitation. Vic discussed that bids are due by January 20, 2022 @ 2 p.m.

Central Time to Bobby Copenny, also mentioned to refer to pages 42 and 43 of the solicitation for further information regarding submission of quotes. Mentioned that the estimated magnitude of project is between $25,000, and $100,000.

Vic discussed that all materials/clearing on this project must be disposed and chipped/ground in the designated stockpile area.

Caleb Hoops, Perry Township Service Superintendent, discussed an upcoming bid on their stockpile removal on this project which is separate from the NRCS EWP project. If interested contractors are interested, that they should contact him.

Vic went over when the contractor is supposed to start. The contractor may begin work as soon as they receive the Notice to Proceed (NTP). The 21-day performance time begins when the NTP is issued. The contractor must begin work with 10-days of the NTP.

Chipping/grounding of debris material is only allowed between 9 a.m. – 5 p.m.

The maximum allowable workweek is Monday Through Saturday, 10 hours per day.

No wheeled or tracked equipment shall operate within the creek/stream.

Vic went over the construction specifications, and construction drawings.

Vic reviewed what is covered in Specification 8 – Mobilization and Demobilization, the privately owned bridge within the project’s scope has not been inspected for integrity by Perry Township or NRCS. Prior to any use of this bridge, a contractor would need the private landowner’s written consent, and provide a copy of this agreement to NRCS prior to use.

Before the meeting adjourn, Vic mentioned to all again to review the solicitation, construction specification, and drawings. That if anyone has any questions to contact him, or Bobby Copenny.

Meeting ended at 2:10pm

Questions during the site visit:

Q: Is it a requirement for the removed debris to be chipped or ground?

A: Yes. Debris shall be chipped or grinded before final stockpiling. Chipping/grinding shall only occur within the stockpiling area as noted on the drawings.

Q: Any special tree markings to be saved?

A: At the end of the project, a landowner has marked trees that should not be disturbed/removed.

Q: What is the completion due date?

A: The completion date will be 21-days after the issuance of the Notice to Proceed. The contractor has 21-days to complete the work.

Q: What is needed for the stream crossing?

A: The contractor shall install a stream crossing as described in Specification 8- Mobilization & Demobilization. The stream crossing shall provide unobstructed stream flow, and shall be used for all equipment traffic crossing the stream. The base channel flow volume which corresponds to the 18” depth noted in the Specification 8 is approximately 43 cfs.

Q: Is a NPDES/storm water permit needed?

A: If the project or material debris can be completed within 14 days then a permit is not needed.

Q: Will this project run along the same time frame as the Brookville EWP?

A: Probably not, due to shortage of staff. It will more than likely not happen parallel. They will be proposed to have one week in between the projects.

Q: Is seeding required?

A: Yes. Seeding is only needed in the areas that are disturbed.

Q: On the solicitation packet, the estimated cost was between $100,000 - $250,000. Did the estimated magnitude cost change?

A: Yes, there has been a change from the original solicited posting, which was incorrect. The new updated solicitation states that the estimated cost is between $25,000 - $100,000 which is based upon the engineer’s cost estimate.

Q: The construction specification discusses taking trash away, a ticket is required after disposal. Is this cost reimbursed or is it included in the estimate?

A: There is no additional cost reimbursement, that cost should be included in the lump sum price for Item #1 - Clearing. If non-organic items are removed, then a weigh ticket/receipt is needed as proof of appropriate disposal at a permitted landfill.

Q: Will the clearing limits be marked along the stream?

A: No, only the beginning and end points of the project are marked. The Contractor is responsible for maintaining work within the clearing limits. This is easily determined by using a tape and measuring 50 feet from the center of the stream.

Q: If moving downstream and trees that are to stay are in the way of hauling path, can we go outside of it?

A: Only if you are within the clearing/working limits. For this project, the working limits is 70’ from centerline of the stream.

Q: Is a second stream crossing required?

A: We only require one. If a second stream crossing is needed by the contractor, it can be put in for access and installed as discussed in Construction Specification 8 – Mobilization and Demobilization.

Again, track/wheel mounted equipment is not permitted to operate within the channel.

Q: If you get written permission from landowner to use the bridge, is the stream crossing still required?

A: If the landowner gives written permission to use the bridge, the stream crossing is not required as described in Construction Specification 8 – Mobilization and Demobilization.

Q: Do you have the contact information for the landowner?

A: You can obtain that information from the Montgomery County Auditor website or contact Caleb Hoops with Perry Twp., to see if that information can be release.

Q: For the proposal, is the pricing the only thing needed or is a construction plan also needed?

A: Please see page 42 and 43 of the solicitation packet regarding the quote submission instructions.

Q: How can we travel along the stream?

A: You cannot travel in the stream/creek. You can travel along both sides of the stream within the clearing or work limits.

Q: Are we able to mow a path?

A: Yes, mowing a path is allowable to gain access to the area within the clearing limits. Equipment mounted brush grinders may not be used to create access to the area within the clearing limits. Please be mindful of working limits or any potential trees a landowner may not want disturbed. An inspector will be onsite and can help with those decisions if needed.

Q: Is all honeysuckle supposed to be cleared?

A: No, this is only a debris removal project. However, honeysuckle within the clearing or working limits can be removed if it is hindering access to the debris needing cleared.

Q: Are we allowed to Fecon what underbrush/Fallen trees that is with in the 50’ of the center line of the creek?

A: Fecon is a manufacturer of woody grinding equipment, most of which is mounted on equipment such as a skid steer. As described in Construction Specification 1 – Clearing, the clearing work is to be done as per the Class C description. No grinding of material is allowed within the clearing limits.

Cleared/removed material shall be transported to the designated stockpiling area, where it then shall be ground or chipped prior to stockpiling. As such, a Fecon could not be used to grind material within the clearing limits.

Q: If we cannot Fecon are we allowed to pull out what honey suckle is in are way of clearing out log jams or a hazardous/fallen trees?

A: Yes, as noted in an earlier answer, honeysuckle within the clearing or working limits can be removed if it is hindering access to the debris needing cleared.
