| T-803 AS NEEDED |
NOTES:
1. The number of water applications per day and the rate of application shall be as required to abate dust.
2. Where watering is designated, initial and subsequent applications are estimated at 0.5 GAL/SQ YD. A minimum of one complete watering per day is required for volumes up to 50 MBF. For volumes exceeding 50 MBF per day, additional water will be applied as needed to abate dust. Water draft site must have a minimum flow of 1.5 CU FT per second to allow water drafting.
3. Armor road approaches as necessary from the end of the approach nearest a stream for a minimum of 50 feet, or to the nearest drainage structure (e.g. waterbar of rolling dip) or point where drainage does not drain toward the stream
4. Check all water-drafting vehicles daily and repair as necessary to prevent leaks of petroleum products from entering protected stream management zone. Water-drafting vehicles will contain petroleum spill kits. Dispose of absorbent pads according to Hazardous Response Plan.
5. Use a screened intake device and pumps with low entry velocity and suction strainers with screen less than 2mm (1/8 in) in size to minimize removal of aquatic species, including juvenile fish, amphibian egg masses and tadpoles, from aquatic habitats. The suction strainer shall be inserted close to the substrate in the deepest water available. Place strainer in a canvas bucket to avoid substrate and aquatic species disturbance when stream flow approaches 1.5 Cu.Ft. per sec.
6. If portable pump is used for stream drafting, place pump in containment pan. Spill pads shall be used for fueling in stream management zone (smz). Fuel shall be stored outside of smz.
7. Water drafting by more than one truck at a time at the same site is prohibited.
2. Cooperative Road Use: When two or more commercial users are simultaneously using the same road, they shall agree on a maintenance plan and arrangements for accomplishing the work. The Forest Service shall approve this plan.
3. Temporary Roads: As necessary to attain stabilization of roadbed and fill slopes of Temporary Roads, Contractor shall employ such measures as out-sloping, drainage dips, and water-spreading ditches. After a Temporary Road has served Contractor’s purpose, Contractor shall give notice to Forest Service and shall remove bridges and culverts, eliminate ditches, out-slope roadbed, remove ruts and berms, effectively block the road to normal vehicular traffic where feasible under existing terrain conditions, and build cross ditches and water bars, as staked or otherwise marked on the ground by Forest Service. When bridges and culverts are removed, associated fills shall also be removed to the extent necessary to permit normal maximum flow of water.
4. Landings: After landings have served Contractor’s purpose, Contractor shall ditch and slope them to permit water to drain or spread. Unless agreed otherwise, cut and fill banks around landings shall be sloped to remove overhangs and otherwise minimize erosion.
5. Erosion Prevention and Control: The following specifications shall govern erosion control work made necessary by Contractor's operations to minimize soil erosion. The Agreement for Wet Weather Operations and Operations Outside Normal Operating Season are included in Section J.
a. Grading: To minimize the potential of offsite sediment transport from grading activities (T-803), drainage structures must be concurrently maintained (T-805).
b. Erosion Prevention and Control: Erosion prevention and control work, including Streamcourse protection, shall be completed within 15 calendar days after forwarding or mastication operations related to each landing are substantially completed or after Forest Service designation on the ground of work where such designation is required hereunder. Said time limit shall be exclusive of full days lost in Contractor’s Operations due to causes beyond Contractor’s control. Such on the ground designation shall be done as promptly as feasible unless it is agree that the location of such work can be established without marking on the ground. After September 15 and as long thereafter as operations continue the work shall be done as promptly as practicable. Damage resulting from Contractor’s Operations due to failure to perform required work shall be repaired by Contractor.
6. Use of roads, or landings, shall be halted during wet weather. Contractor shall install temporary waterbars to maintain drainage on travel way if rutting results in unacceptable road damage.
a. Work may be allowed when:
1. Earth surfaced landings must be dry enough to be bladed and shaped to maintain proper drainage. This may be necessary quite frequently, depending on road conditions and pending storms.
2. Appropriate drainage structures are in place and the soil is frozen.
b. Work shall not be allowed when:
1. The landing is stabilized with aggregate, but the subgrade becomes saturated and the stability of the landing cannot support log loading or haul.
2. When native surface landings turn to mud and cannot be immediately shaped for drainage.
3. If sections of landings lose structural strength and will not support log loading or haul.
4. When sediment is draining from the landing and entering a streamcourse or paved roadway.
c. Other than haul traffic:
1. In some instances, work may alter the designed landing drainage through rutting. When this occurs, the contractor will be required to install temporary waterbars to maintain drainage on the landing. This will be done on a daily basis if melting and run-off is occurring. If this traffic is causing soil resource damage or sediment to enter a streamcourse, work on landings shall not be allowed.
d. General
1. If Contractor removes snow from landings, such work shall be done in a manner that will protect roads and adjacent resources.
2. Snow berms shall be removed or placed to avoid accumulation of melt water on the road and prevent water concentration on erosive slopes or soils. If the landing is damaged, Contractor shall replace lost surface material and repair structures damaged in blading operations prior to log loading, unless climatic conditions prevent necessary work from being accomplished or as otherwise agreed in writing.
3. Snow removal to 2 inches above paved landing surfaces, 6 inches above compacted soils shall be permitted. Soil surface shall not be removed by plowing. Any damage or loss of landing surface shall be replaced or repaired. Drain outs shall be provided at 100 to 200 foot intervals or as designated on the ground.
4. Temporary cross drains may be required in advance of predicted storms or warm fronts.
5. Large puddles shall be drained.
6. Ditches and culverts shall be maintained so they will be functional at all times.
7. After landings, log decking and sorting areas have served Contractor's purpose or prior to seasonal precipitation, Contractor shall ditch, waterbar, or slope landings to permit water to drain or spread as determined by the Forest Service. If landings are used for log decking, Contractor shall close all landings following completion of log hauling and fuels treatment. Closure shall consist of subsoiling, spreading slash or mulch over the landing surface, and blocking all access to the landing from the road.
8. The Government shall approve the location, size and allowable uses of equipment service and refueling areas. If the Contractor maintains storage facilities for oil or oil products at the contract location, they shall take appropriate preventative measures to insure that any spill of such oil or oil products does not enter any stream, ground water, or other waters of the United States or any of the individual States. If the total oil or oil products storage exceeds 1320 gallons or if any single container exceeds a capacity of 55 gallons, the Contractor shall prepare a Spill Prevention Control and Countermeasures (SPCC) Plan. Such plan shall meet applicable EPA requirements (40 CFR 112) including certification by a registered professional engineer.
Winter Operating Standards:
A minimum of 12 inches of compacted snow/ice with slash where available, shall be maintained on all skid trails and forwarder trails. A minimum of 6 inches of compacted snow/ice shall be maintained on all landings where compacted soils already exist. The snow/slash must be able to support the weight of the equipment without causing disturbance or detrimental compaction to the soil. Transfer Point Landings on pavement must have a minimum 2 inches packed snow and ice. Paved surface shall not be removed by plowing. Any damage or loss of road surface shall be replaced or repaired. Any debris on pavement shall be removed immediately after snow melts. Operations shall be suspended when suitable snow conditions do not exist. After March 1 or when extended warming periods occur, a minimum of 12 inches of compacted snow/ice/slash shall be maintained on all skid trails and forwarder trails. An agreement may be made between the C.O. and the Contractor to allow lesser snow depths when the soil is adequately frozen or soils have a low susceptibility to compaction.
