Q1 – Can you please provide some information regarding the license requirement for the project?

A1 – Work to restore electrical services to the building. Reference project specifications Section 260010 GENERAL TECHNICAL PROVISIONS; 1.03 QUALITY ASSURANCE, Item D, “All work shall be done by electricians licensed by the State of California.”. Work to replace and recommission the Heating Ventilating and Air Conditioning (HVAC) System for the building. Reference project specifications Section 230000 AIR SUPPLY, DISTRIBUTION, VENTILATION AND EXHAUST SYSTEMS; 1.03 SYSTEM DESCRIPTION, “Fabricate and install plenum as shown on the plans (Distribution Box). Furnish ductwork, Piping offsets, fittings, and accessories as required to provide a complete installation as shown on the plans and described herein. Replace the existing R-22 based 5 – ton Air Conditioning System as well as repair and recommissioning of the existing furnace.” This work is highly regulated by both federal and state law and it is assumed that the Contractor would employ only licensed personnel in performance of this work. I can find no explicit requirement stated in the specifications. In light of this review of the licensing requirements for this barrack renovation project, an amendment will be issued to the solicitation to clarify that all work associated with Section 230000 AIR SUPPLY, DISTRIBUTION, VENTILATION AND EXHAUST SYSTEMS shall be performed by HVAC Contractor’s licensed by the State of California as is already required for the electrical work.

Q2 - Has all asbestos been removed (i.e. joint compound, wallboard, etc) A2 - A hazardous materials abatement contract has been implemented and the building is clear of asbestos. Items tested for asbestos by the abatement contactor were as follows:

1) Materials that covered the green tinted electrical wiring.

2) The blown-in insulation materials removed from the attic space.

3) Fiber Mastic used in and around the old roof.

4) Pipe Insulation and Gaskets around the furnace and air conditioner.

5) Duct taping and sealants associated with the duct riser.

6) Sheetrock tape and joint sealants.

7) Fiberboard on exterior of building under siding.

The painted fascia board, barge rafters and exterior siding was tested for lead paint and although some materials tested positive all materials were low enough in concentration, to be disposed of in the landfill as non-regulated hazardous waste (less than 500 ppm).

Mold was the main problem, severe molding was observed and cleaned up by the abatement contractor which included the removal of duct work and drywall. There are a few areas that mold remained, so clean up of mold stained walls and floor is in the contact. Paint and seal with gray epoxy floor paint to finish mold clean up so the area is presented as clean and serviceable.

Some animal dropping were removed from the wall cavities were the woodpeckers originally nested but then taken over by bats and the areas were contaminated with bird and bat guano which was abated.

Q3 – Is all wiring to be demoed?

A3 - There is no power to the building currently. It will be coming from an overhead line to the roof and down to the specified outdoor surface-mounted electrical panel. A service meter from PG&E will be needed. The interior electrical panels are to be replaced, see Drawing Sheet 23.

All the light fixtures will be replaced with LED ones as specified in the contract.

The building is to be totally rewired. If the outlets under finished walls (wood panel/drywall) and the exterior siding is not set to be replaced, the contractor shall try to use the existing conductor as a pull rope to install the new conductors. If this is not possible and the contractor deems it necessary to remove the paneling and/or drywall, the walls shall be restored by the contract as existing (include careful removal and re-installation of existing wall paneling without damaging the finished surface or edges).

Q4 - Is the HVAC unit to be replaced?

A4 - The exterior AC unit and the fan coil in the barracks are to be replaced along with the refrigerant. The furnace (Goodman) will be re-used. The fan coil and R-22 refrigerant removed from the HVAC system located in Room 3 are to be contractor property for their re-use off-site rather than becoming hazardous waste. Approximately 6 lbs. of the refrigerant is in a metal bottle (unlabeled); please do not crack the valve open to check on contents.

Q5 – Are the doors to be reused A5 – Yes, the interior doors are to be reused.

Q6 – Keep existing siding or replace all siding.

A6 – Please refer to drawings. Some siding has already been replaced under a previous contract and will not be replaced under this requirement.

Q7 – Will a permit be required from the County?

A7 – No a permit will not be required from the County.

Q8 – Will light switches need to be lowered to meet ADA?

A8 – Not at this time.

Q9 – Will smoke detectors be required?

A9 – Yes, Install a smoke detector/fire-alarm system on a separate independent circuit consisting of interconnected, hardwired smoke detectors that are either ceiling or wall-mounted. A smoke detector shall be installed in each bedroom, living room, and hallways.

I. SECTION REQUIREMENTS

a. Submittals: Product Data, system operating description, and location of each smoke detector.

b. Submittals to Authorities Having Jurisdiction: In addition to distribution requirements for submittals, make an identical submittal to authorities having jurisdiction. To facilitate review, include copies of annotated Contract Drawings as needed to depict component locations.

II. PRODUCT

a. Performance Requirements:

i. Comply with NFPA 72.

ii. UL listed and labeled.

iii. Electrical Components, Devices, and Accessories: Listed and labeled as defined in NFPA 70, by a qualified testing agency, and marked for intended location and application.

iv. Test system after installation to ensure proper function.

b. Photoelectric Smoke Detectors: Comply with UL 268.
