SUMMARY OF WORK

1.02 RELATED DOCUMENTS
A. Drawings and General Provisions of the contract, including general and supplementary conditions and other divisions 0, 1, 06, 07, 22, 23 and 26 and Specifications Sections, apply to this Section.
1.03 WORK COVERED BY CONTRACT DOCUMENTS
A. Project Identification: Repair Storm Damaged Lower Barracks Phase II at Hat Creek Work Center.
B. Working Hours: The Contractor shall perform work between 6:00 AM and 5:30 PM; Mondays through Fridays except for Federal Holidays.
C. This project is a follow on contract from two other contracts, a Hazardous Material Abatement contract, and Repair Storm Damaged Barracks, Phase I contract, which replaced the entire roof and all of the trusses. This project will complete the repairs to the barracks. The work will consist of the residing and painting of the exterior of the building per plans, reconfiguration and installation of attic and soffit vents, replacement of two storm damaged doors and reframing of the rough opening for one of those doors. Reinstallation of HVAC duct work, replacement of the Air Conditioning equipment and refrigerant, repairing the furnace and re-commissioning of the HVAC system, reinstalling and recommissioning of the plumbing and wall insulation in affected areas and attic insulation for entire building. The work will include installation of two new Government furnished hot water heater(s), installation and finishing of drywall on walls and ceiling in affected areas, as well as completion of the demolition and reinstallation of the electrical wiring for the building. Work shall include replacement of building lighting with LED style lights, taping and texturing of drywall on ceilings and walls and painting of the entire interior painted surfaces as well as removal of existing carpet and vinyl sheet flooring and replacement with vinyl plank flooring building wide.
Project will also replace a solid oak pantry door in the kitchen and restore

D. This barracks is located in a forest setting across the road from a large irrigated field. Birds, insects, rodents and bats are constantly attempting to gain entry into the building. It is our practice to place special emphasis on sealing all wall and roof penetrations as well as areas known to be entry pathways for the pests. A number of the specification sections are explicit about sealing and or controlling the points of entry associated with this work. Contractor is to pay special attention to this issue in completion of the work covered by this contract.
E. Contractor to provide all necessary materials and equipment as identified in individual specification sections for a complete repair of the barracks.
1.04 TYPE OF CONTRACT
A. Project will be accomplished by means of a Construction contract to Repair Storm Damaged Lower Barracks, Phase II at the Hat Creek Work Center.
1.05 WARRANTY
A. All work within this contract as subject to a 1 year warranty period.

SECTION 013000
SUBMITTALS
1. PART 1 - GENERAL
1.01 SCOPE
A. These requirements are for all submittals including but not limited to, product data, samples, shop drawings, catalogs and manufacturer’s literature, schedules, substitution requests, layouts, as-built drawings, maintenance and operating data, guarantees, etc.
B. Submittals shall be made for all fabricated items furnished and installed as specified.
C. Work shall not commence on any item requiring submittals until submittals are approved in writing by the Contracting Officer.
1.02 RELATED DOCUMENTS
A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 0, 1, 06, 07, 09, 22, 23, and Division 26
B. Specification Sections, apply to this Section.
1.03 SUMMARY
A. The following submittal requirements and procedures are required in addition to and as an explanation of FAR Clause 52.236-21 and AGAR Clause 452.236-76.
1.04 REQUIREMENTS
A. The TYPES OF SUBMITTAL REQUIREMENTS specified in this section include shop drawings, product data, samples and miscellaneous work-related submittals. Individual submitted requirements are further specified in applicable sections.
1.05 SUBMITTAL REQUIREMENTS AFTER AWARD
A. Provide detailed submittals in the formats required for each section in the specifications.
B. Provide a complete final submittal with all required documentation in both hard copy and on a USB Flash Drive with all electronic files required.
1.06 DEFINITIONS:
Work-related submittals of this section are categorized for convenience as follows:
A. Shop drawings include specially prepared technical data for this project, including drawings, diagrams, performance curves, data sheets, schedules, 04/24/2018 Repair Storm Damaged Barracks, Phase II Section 013000 Submittals Page 6 | 87 templates, patterns, reports, information not in standard printed form for general application to a range of similar projects.
B. Samples include both fabricated and un-fabricated physical examples of material, products and units of work; both as complete units and as smaller portions of units of work; either for limited visual inspection or (where indicated) for more detailed testing and analysis.
C. Mock-ups are a special form of field samples, which are too large to otherwise inconvenient for handling in specified manner for transmittal of sample submittals
D. MISCELLANEOUS SUBMITTALS related directly to the work (non-administrative) include warranties, maintenance agreements, reports, physical work records, quality testing and certifying reports, copies of industry standards, record drawings, field measurement data, operating and maintenance materials, overrun stock, and similar information, devices and materials applicable to the work and not processed as shop drawings, product data or samples.
1.07 TYPES OF SUBMITTALS
A. All submittals will be made, “For Review”, by the Contracting Officer unless otherwise specified. These submittals will be subject to review procedures as noted herein.
B. Some submittals may be specified “For Record”, or may otherwise indicate that a reviewed acceptance is not required. These submittals do not require a response from the Contracting Officer. However, no materials so designated are to be installed prior to receipt of these submittals by the Contracting Officer.
C. Make all submittals in accordance with the provisions of this Section of these Specifications.
1.08 SUBMITTAL REQUIREMENTS
A. All submittals shall be accompanied by a submittal transmittal form.
Equipment numbers shall be listed for items being submitted. A separate form shall be used for each specific item, class of material, equipment, and the submittal is required. Submittals for various items shall be made with a single form when the items taken together constitute a manufacturer’s package or are so functionally related that expediency indicates checking or review of the group or package as a whole.

1.09 SCALE REQUIRED:
A. Unless otherwise specified herein, make all Shop Drawings accurately to a scale sufficiently large to show all pertinent features of the item and its method of connection to the Work.
1.10 TYPE AND NUMBER REQUIRED:
A. Submittal Format
1. Provide all submittals in both hard copy and PDF format as follows:
a. Provide hard copies of manufactures equipment and material cut sheets and manuals and all drawings
2. Provide PDF electronic copies of all submittal documents on USB Flash Drive.
Identify with file name all material or equipment
3. Provide all drawings in AutoCAD DWG 2013 or newer format in electronic format and PDF format on USB Flash Drive and hard copy for all required drawings.
A. Shop Drawings: Submit 4 prints of Shop Drawings. Shop drawings shall be 24” x 36” in size. Present shop drawings in a clear and thorough manner. Identify details by reference to sheet and detail, schedule, and room numbers shown on drawings.
Include cross reference to applicable specifications sections by appropriate paragraphs, show information dimensions, connections and other details necessary to ensure that the shop drawings accurately interpret the special project specifications and drawings.
Show adjoining work in such detail as required to indicate proper connections. Where adjoining connected work requires shop drawings or product data, submit such information for review at the same time so that connections can be accurately checked.
B. Manufacturer’s Literature: Submit four (4) each copies of required manufacturer’s literature, except submit two (2) copies if “submitted for record” is specified. Modify product data by deleting information which is not applicable to the project or by marking each copy to identify pertinent products. Supplement standard information, if necessary, to provide additional information applicable to project.
C. Correcting: The Contractor shall make any corrections required by the Contracting Officer and shall resubmit corrected submittals until accepted. The Contractor shall provide for enough time for reviews, revisions and resubmittals to not delay the work.
1.11 CONTRACTOR’S VERIFICATION
A. General - All submittals are instruments of the Contractor. The Contractor shall carefully check all items of the Contractor’s subcontractors and supplier as well as

B. Determine and verify:
1. Catalog numbers and similar data.
2. Conformance with specifications.
3. Stamp and initial all submittals indicating that they have been reviewed prior to sending to Contracting Officer.
1.12 QUESTIONS:
A. The Contractor shall review all submittals and include answers to any questions or clarifications required by subcontractors and, in particular, shall ascertain that the submittals meet all requirements of the Contract Documents.
1.13 SUBMITTAL VARIATIONS TO CONTRACT DOCUMENTS:
A. Should the submittal contain any variations to the Contract Documents, whether because of standard shop practice or other reasons, the Contractor shall make special mention thereof on the submittal transmittal.
1.14 SUBMITTAL IDENTIFICATION AND PACKAGING
A. IDENTIFICATION: All submittals shall be identified and have the following:
1. Project name and location.
2. Subcontractors, vendors and/or manufacturer’s name, address, and telephone number.
3. A unique number, sequentially assigned, shall be noted on the transmittal form accompanying each item submitted. Original submittal numbers shall have the following format: "XXX"; where "XXX" is the sequential number assigned by the Contractor.
Resubmittal shall have the following format: "XXX-Y"; where "XXX" is the originally assigned submittal number and "Y" is a sequential letter assigned for resubmittals; i.e., A, B, or C being the 1st, 2nd, and 3rd resubmittals, respectively.
Submittal 25B, for example, is the second resubmittal of Submittal 25.
4. Product identification or shop drawing title, number, revision and data as applicable. Where product data contains more than one product, model, selection, etc., clearly mark and identify the information intended to be reviewed by Contracting Officer.
5. Reference to Contract Drawing and/or Specifications Sections as applicable.
6. Field dimensions, clearly identified as such.

7. Identification of deviations from Contract Documents.
8. Identification of revisions on resubmittals.
9. Contractor’s stamp, initialed or signed, certifying to review of submittal, verification of products, field measurements and field construction criteria, and with requirements of the Work and of the Contract Documents.
1.15 PACKAGING OF SUBMITTALS
A. All submittals shall be adequately wrapped or packaged to prevent damage during delivery.
B. All drawings shall be rolled and not folded.
1.16 COORDINATION OF SUBMITTALS
A. General: Prior to submittal for Contracting Officer’s review, use all means necessary to fully coordinate all material, including the following procedures:
1. Determine and verify all field dimensions and conditions, materials, catalog numbers and similar date.
2. Coordinate as required with all trades.
3. Secure all necessary approvals from public agencies and others and signify by stamp, or other means, that they have been secured.
4. Clearly indicate all deviations from the Contract Documents.
5. On resubmittals, clearly indicate all revision or changes from original submittal.
1.17 GROUPING OF SUBMITTALS:
A. Unless otherwise specifically permitted by the Contracting Officer make all submittals in groups containing all associated items; the Contracting Officer may reject partial submittals as not complying with the provisions of the Contract Documents
1.18 TIME SCHEDULES:
A. GENERAL
1. Make all submittals far enough in advance of schedule dates of installation to provide all required time for reviews, for securing necessary approvals, for possible revisions and resubmittal, and for placing orders and securing delivery.
2. In scheduling, allow at least (21) calendar days for the Contracting Officer’s review following receipt of each submittal. On resubmittals, allow at least 14 calendar days.

3. Though the Contracting Officer may utilize other agents (inside or outside the USFS) to assist in submittal review, only the Contracting Officer has the authority to issue action in regards to submittals.
1.19 DELAYS
A. The Contractor shall provide for enough time for reviews, revisions and re-submittals to not delay the work. Costs of delays occasioned by tardiness of submittals shall be borne by the Contractor.
1.20 SHOP DRAWINGS AND PRODUCT DATA
A. The Contractor shall make any corrections required by the Government and shall resubmit corrected Shop Drawings, and manufacturer’s literature until accepted.
When submittal has received final acceptance, the Contractor shall make distribution to all parties concerned.
1.21 SAMPLES:
A. Samples shall be large enough to illustrate clearly the functional characteristics and full range of color, texture, or pattern.
1.22 SUBSTITUTIONS:
A. Unless otherwise allowed by Contracting Officer the Contractor shall make any request for proposed substitution, accompanied by all supporting data, after award of Contract, but in any case allowing enough time for review and action without delay of the project.
1.23 REVIEW PROCEDURE:
A. For each required submittals, submit four (4) copies of all the submitted information. Individual sheets shall not exceed 24 inches x 36 inches.
B. Unless otherwise specified, within 21 days after receipt of the submittals, the CO will review the submittals and return its findings to the Contractor. The returned material will consist of either a work order and/or 1 marked-up copy of the submittals. The returned submittal will indicate one of the following actions:
C. If the review indicates that the material, equipment or work method is in general conformance with the Plans/Specifications, the submittals copies will be marked "No Exceptions Taken". In this case, the Contractor may begin to incorporate the material/equipment/work method covered in the submittals.
D. If the review indicates that the submittals are insufficient or that limited corrections are required, the submittals copies will be marked "Make Corrections Noted". In this case, the Contractor may begin to incorporate the material/equipment/work method covered in the submittals in accordance with the corrections/comments noted.

E. If the review reveals the submittals is insufficient or contains incorrect data and the comments require revision and re-submittal, the submittals copies will be marked "Revise and Resubmit". In this case, the Contractor shall not then undertake work covered by this submittal until the submittals has been revised, resubmitted and returned to the Contractor with a "No Exceptions Taken" or "Make Corrections Noted".
F. If the review reveals that the material, equipment or work method is not in general conformance with the design concept or in compliance with the Plans/Specifications, or if the submittals are incomplete, the submittals copies will be marked "Rejected". In this case, the Contractor shall not then undertake work covered by this submittal until the submittals has been revised, resubmitted and returned to the Contractor with "No Exception Taken" or "Make Corrections Noted".
G. If review and checking indicate additional information is required, the submittals copies will be marked "Submit Specified Item". In this case, the Contractor may begin to incorporate the material/equipment/work method only if it is not affected by the item to be submitted. If any material/equipment/work method is affected, no work may begin on incorporating that material/equipment/work method into the work until it and the Submittals are submitted and returned to the Contractor with a "No Exceptions Taken" or "Make Corrections Noted".
H. Contractor shall promptly distribute copies of the reviewed submittals to subcontractors, vendors, and/or manufacturer as applicable.
I. Fabricate, construct and furnish all work in accordance with the acceptable submittals; one copy of such submittals shall be kept at the job site.
J. Submittals will not be accepted for review if identification or approval stamps are missing or are placed on the back of the submittal, an incorrect amount of submittals are submitted, the transmittal form is incorrectly filled out, submittals are not coordinated, or submittals do not show evidence of Contractor’s approval. They will be returned “without action.”
K. Contracting Officer reserves the right to require submittals in addition to those called for in individual sections.
1.24 EFFECTS OF REVIEW OF CONTRACTOR'S SUBMITTALS:
A. Review of drawings, method of work, or information regarding materials or equipment the Contractor proposes to provide, shall not relieve the Contractor of its responsibility for errors therein and shall not be regarded as an assumption of risks or liability by the Contracting Officer on behalf of the Government, or any other officer or employee of the Government; and the Contractor shall have no claim under the Contract on account of the failure, or partial failure, of the method of work, material, or equipment so reviewed. A mark of "NO EXCEPTIONS TAKEN" or "MAKE CORRECTIONS NOTED" shall mean

SECTION 061000
ROUGH CARPENTRY
1. PART 1 - GENERAL
1.01 SUMMARY
A. This section specifies rough carpentry, including all framing, sheathing, and underlayment.
1.02 RELATED SECTIONS
A. 062200 - Millwork.
B. 064100 - Casework
1.03 QUALITY ASSURANCE
A. Furnish materials complying with the following:
1. Softwood Lumber.
a. Graded in accordance with the latest edition of "Standard Grading
Rules No. 17,” WCLIB, or "Western Grading Rules," WWPA.
Lumber grades specified below are taken from " Standard Grading Rules, No. 17." Equal grades from "Western Grading Rules" are acceptable. Furnish lumber bearing a recognized grading bureau mark or a "Certificate of Grade" may be substituted. Where a grade for Douglas Fir (DF) species is indicated, other species, if approved by the CO, may be supplied on an equal stress grade basis.
2. Oriented Strand Board, OSB panels. Engineered wood panels manufactured to meet APA performance standard. Panels used are to bear APA trademark to assure manufacture in conformance with APA performance standards.
a. 15/32 OSB panels, 32/16.
3. Plywood.
a. Graded in accordance with APA PS 1-95. Furnish panels identifiable by a grade trademark of a recognized grading association. Index numbers listed (i.e. 24/0) may be larger but not smaller than shown.
4. All materials and construction techniques shall meet applicable Local codes or the requirements herein, whichever is stricter.

2.01 MATERIALS
A. Lumber.
1. Furnish S4S lumber, unless otherwise shown on drawings. Furnish lumber with a moisture content of 19 percent or less for material 3 inches and less in nominal thickness, unless otherwise specified.
B. Felt.
1. Use #30 felt minimum
C. Framing Members.
1. Beams.
a. 4 inches and less in width: No.2, DF, S-dry.
b. 5 inches and wider: No. 1 DF.
2. Joists and Stair Stringers.
a. No. 2, DF, S-dry.

3. PART 3 - EXECUTION
3.01 CONSTRUCTION
A. Framing.
1. Make joints in beam over supports unless shown otherwise on the drawings.
2. Set joist with crown side up. Install solid blocking over supports. Provide a minimum of 1-1/2 inch bearing for each joists. Nail with two16d nails at each bearing. Double joists under parallel partitions and at all openings.
3. Notching of joists will be allowed in the end 1/3 of the span only. Limit notching to 1/6 of the joist depth.
4. Set rafters with crown edge up. Cut birds-mouths to provide full bearing.
Nail rafters to top plate with two 8d nails and to ceiling joists with three 16d or five 10d nails.
5. Fabricate trusses as shown on the drawings. Fasten to top plate with four SD #9 1 ½” Structural Connector Screws. Install Structural Hurricane Ties as shown on the drawings.
6. Provide continuous length studs. Nail studs to top plate with four 8d toenails or two 16d end nails.
7. Install full length cripples at all openings. Nail cripples to studs with 16d nails at 24 inch on center. Toenail cripple to header with two 8d nails.
8. Provide headers, over opening, of a size indicated below:
Maximum 3'-6" span 2-2x6's Maximum 5'-0" span 2-2x8's Maximum 6'-6" span 2-2x10's Maximum 8'-0" span 2-2x12's Maximum 8'-0" span 2-2x12's
9. Space header material with plywood or surfaced lumber to equal the stud depth.
10. End nail studs to header with three 16d nails.
11. Do not splice columns. Cut ends square to provide full bearing. Nail columns top and bottom with four 16d toenails, or as shown on drawings.
B. Exterior Sheathing.
1. Install roof sheathing at right angles to supports. Stagger end joints a minimum of 1 span. Nail with two 8d nails at each support.
2. Apply plywood roof sheathing with the face grain at right angles to supports. Stagger end joints. Nail with 8d nails 6 inch on center at edges and 12 inch on center at intermediate supports.

A. Apply wall insulation with the vapor barrier to the warm side of the insulation. Cut back insulation to provide stapling flanges at each end. Stretch all flanges tight and staple 6 inch on center maximum. Patch all tears, punctures, and make vapor-tight. Lap flanges of adjacent batts and blankets.
B. Hand pack insulation into all cracks between window and door frames and rough framing. Place insulation between water pipes, and exterior sheathing, or unheated spaces. Fit insulation over water pipes in the attic space, do not allow seams or joints in the insulation to expose water pipes to cold temperatures. Fit insulation neatly around electrical boxes and seal vapor barrier with tape.

GYPSUM BOARD
1. PART 1 - GENERAL

1.03 SUBMITTALS
A. Submit product data for Gypsum board, Joint Compound and Joint Tape in accordance with Section 013000.
1.04 DELIVERY, STORAGE, AND HANDLING
A. Deliver materials in the original packages, containers, or bundles with each bearing the brand name, applicable standard designation, and name of manufacturer, or supplier.
B. Keep materials dry by storing inside a sheltered building. Where necessary to store gypsum board outside, store off the ground, properly supported on a level platform, and protected from direct exposure to rain, snow, sunlight, and other extreme weather conditions. Provide adequate ventilation to prevent condensation. Store per manufacturer’s recommendations for allowable temperature and humidity range. Gypsum board shall not be stored with materials which have high emissions of volatile organic compounds (VOCs) or other contaminants. Do not store panels near materials that may off gas or emit harmful fumes, such as kerosene heaters, fresh paint, or adhesives. Panels imported from sources in China where unresolved issues of sulfur fumes outgassing from the drywall shall not be provided to this project or installed in the barracks.
C. Neatly stack gypsum board flat to prevent sagging or damage to the edges, ends, and surfaces.

1.05 ENVIRONMENTAL CONDITIONS
A. Maintain a uniform temperature of not less than 50⁰ F in the structure for at least 48 hours prior to, during and following the application of gypsum board, joint treatment materials or the bonding of adhesives.
B. Protect the gypsum board from direct exposure to rain, snow, sunlight and other extreme weather conditions.
C. Provide temporary ventilation for the work of this Section.
2. PART 2 - PRODUCTS
2.01 MATERIALS
Conform to specifications, standards and requirements specified. Provide gypsum board and joint treating materials manufactured from asbestos free materials only.
Submit Material Safety Data Sheets and manufacturer maintenance instructions for gypsum materials including adhesives in accordance with Section 013000 – Submittals.
A. Gypsum Board, regular: 48 inches wide, ½” thick for walls, 5/8” thick for ceiling areas.
B. Joint treatment materials: ASTM C475/C475M. Use all-purpose joint and texturing compound containing inert fillers and natural binders, including lime compound. Pre-mixed compounds shall be free of antifreeze, vinyl adhesives, preservatives, biocides and other slow releasing compounds.
C. Joint Tape: Use cross-laminated, tapered edge, reinforced paper, or fiber glass mesh tape recommended by the manufacturer.
D. Fastener: #8 1–1/4 in. Philips bugle-head coarse thread sharp point drywall screws for attaching gypsum board to studs, bottom truss cords and joists. Do not use nails.
E. Adhesives: Do not use adhesive containing benzene, carbon tetrachloride, or trichloroethylene. Use adhesive only where screw type fastener attachment to wood framing cannot be executed due to clearance and interference issues for operation of the screwdriver.
3. PART 3 - EXECUTION
3.01 EXAMINATION
A. Framing and furring:
Verify that framing building wide is securely attached and of sizes and spacing to provide a suitable substrate to receive gypsum board, install any needed furring. Verify that all plumbing, HVAC refrigerant lines and ductwork are installed and properly supported, that all blocking, bracing, headers and similar

B. Gypsum Board:
Verify that surfaces of gypsum board and framing or furring to be bonded to with an adhesive are dry, free from dust, oil, form release agents, protrusions and voids, and any other foreign matter. Do not proceed with work until surfaces are acceptable for application of gypsum board with adhesive.
3.02 APPLICATION OF GYPSUM BOARD
Do not proceed with the installation of Gypsum Board until written permission is received from the Contracting Officer. Apply gypsum board to framing and furring members in accordance with ASTM C840 and the requirements specified. Apply gypsum board with separate panels in moderate contact; do not force into place. Stagger end joints of adjoining panels. Neatly fit abutting end and edge joints. Use gypsum board of maximum practical length; select panel sizes to minimize waste. Cut out gypsum board to make neat, close, and tight joints around openings. In vertical application of gypsum board, provide panels in lengths required to reach full height of vertical surfaces in one continuous piece. Lay out panels to minimize waste; reuse cutoffs whenever feasible.
3.03 FINISHING OF GYPSUM BOARD
Tape and finish gypsum board for walls and ceiling to receive textured finish before painting. Tool joints as smoothly as possible to minimize sanding and dust. Do not use fiber glass mesh tape. Protect workers, building occupants, and Heating, Ventilation and Air Conditioning systems from gypsum dust.
Ceilings and walls are to receive “Orange Peel splatter” texturing prior to painting.
4.01 MEASUREMENT AND PAYMENT
A. Measurement for payment will be made as a lump sum quantity when all drywall/texturing and associated ceiling/wall insulation is installed completed.
Payment will be made for the job, complete.

RESILIENT TILE FLOORING – (Luxury Vinyl Tile –LVT)
1. PART 1 - GENERAL

1.03 SUBMITTALS
A. General: Submittals shall be according to Section 013000 –Submittals.
B. Manufacturer’s Literature: Submit 3 copies of manufacturer’s descriptive data for the luxury vinyl tile and edge strips to be used on this project.
C. Installation Instructions: Submit 3 copies of manufacturer’s installation instructions for each type of flooring material to be used on this project.
D. Color: Submit 3 color charts for each type of flooring material to be used on this project:

1.06 PROJECT/ SITE CONDITIONS:
A. Environmental Requirements: Maintain spaces in which flooring work is to be performed between 70° F and 90° F at the floor level during the time work is performed and for at least 48 hours after the work is completed. Maintain a minimum temperature of 55° F thereafter. Provide adequate ventilation to remove moisture and fumes from the area.
1.07 SECQUENCING AND SCHEDULING:
A. Starting Work: Work shall not be started until work of other trades such as interior painting or work which penetrates flooring material, has been completed.
1.08 MAINTENANCE:
A. Manufacturer’s Maintenance Data and Instructions: Upon completion and prior to acceptance of the work, submit current copies, in triplicate, of the flooring manufacturer’s printed instruction for maintenance methods and products for each type of flooring material.
B. Extra Materials: Upon completion of work, deliver additional tile used on this project to the Government, for use in repairs and maintenance. Furnish tile in original boxes, properly marked, with colors in the same proportions as installed materials; ½ carton minimum of each color tile. The additional materials of each color shall be from the same lot as the materials installed.
A. Luxury Vinyl Tile (LVT): Tile shall be resistant to alkali, grease, and oils and shall be sufficiently dense to withstand loads of 750 psi when tested under ASTM F 142.
1. Requirements: Color and pattern of tile shall be uniformly distributed throughout the thickness of the tile. Resilient flooring materials of the same type, pattern, and color shall be of the same production run and shall be so marked. Variations in shades and off-pattern matches between containers will not be acceptable. Flooring in any one continuous area shall be from the same lot and have the same shade and pattern. Installed materials shall match samples. The Contracting Officer reserves the right to approve or reject tile on the basis of color or pattern. LVT shall conform to the following:
Class/ASTM –F1700 – Class 3, type B
Wear Layer Thickness: 20 mil or 0.020 in. (0.5 mm) minimum
Overall thickness: 0.1970 inch (5 mm) minimum.
Static Load Limit: 750 psi minimum.
Installation: Glue Down

B. Adhesives: Adhesives and other application materials shall be those as recommended specifically by the tile manufacturer. Smoking and the use of open flames and other immediate sources of ignition are strictly prohibited in the area where adhesives are being used or spread. Conspicuous signs regarding “NO SMOKING OR OPEN FLAME” shall be posted in the area of spread adhesives.
C. Crack Filler:
1. Wood Floor Surfaces: Plastic wood filler.
D. Lining Felt: Semi-saturated or fully saturated, 15 lb. asphalt felt, as instructed by flooring manufacturer.
E. Underlayment: Latex type as instructed by flooring manufacturer.
F. Edging Strips: Beveled vinyl plastic.
G. Accessories: Standard products of the manufacturer of the flooring.
3. PART 3 - EXECUTION
3.01 PREPARATION:
A. Surface Preparation:
Floor surfaces shall be clean, thoroughly dry, smooth, firm, sound, and free from springiness, oil, paint, wax, dirt, curing compounds, or any other damaging material. Work shall not be started until any surface defects have been corrected.
1. Wood Floor Surfaces: Fill knot holes, cracks wider than 1/8 inch, and holes larger than ¼ inch in diameter with a crack filler as specified for this application. Plane, scrape, or sand smooth ridges or other uneven surfaces. Set nail heads. Provide lining felt over wood floor surfaces if recommended by the floor covering manufacturer. Carefully cut felt around vertical adhesives in accordance with the manufacturer’s written instructions. Roll the felt into the adhesive with a three-section roller weighing not less than 100 lb. in order to remove air bubbles and secure complete adhesion.
3.02 INSTALLATION / APPLICATION:
A. General: Rooms receiving luxury vinyl tile flooring shall be closed to traffic during installation and for 48 hours after installation is completed.
Apply flooring and accessories in accordance with the manufacturer’s installation procedure.
B. Adhesives: Adhesives shall be as specified for the specific application.
Apply adhesives according to the adhesive manufacturer’s printed

The area covered by one application of adhesive shall not exceed the maximum working area recommended by the manufacturer. Flooring shall be installed within recommended time limits. If adhesive films over or dries, it shall be removed and the area recoated.
C. Flooring: Apply flooring in the patterns indicated. Start in the center of the room or area, and work from the center towards the edges. Keep tile lines and joints square, symmetrical, tight, and even; and keep each floor in a true, level plane, except where irregular shaped rooms make it impossible. Floor tile shall be laid with “grain” of tile running parallel to the short dimension of the room.
D. Cutting: Cut flooring to and fit around all permanent fixtures, built-in furniture and cabinets, pipes, and outlets. Cut edges, fit and scribe to walls and partitions after field flooring has been applied.
E. Edge Strips: Provide edging strips where flooring terminates at points higher than the contiguous finished flooring, except at doorways where thresholds are provided. Secure plastic strips with adhesive.
3.03 CLEANING:
A. Requirements: Immediately upon completion of the installation in a room or area, clean flooring and adjacent surfaces with a cleaner to remove surplus adhesive.
3.04 PROTECTION:
A. Requirements: From the time of laying until acceptance, protect flooring from damage. Areas which cannot be permanently barred from traffic until building acceptance shall be covered with plain, undyed,…
