Laguna Campground Improvements RFI’s
1291U4-19-R-0002
1) Contractor requests that the DOA USFS release the site visit sign-in sheet.
A: Attendance sheet posted to FBO with this amendment.
2) Factor 2 requests a list of ten projects and PPQs submitted for projects that have completed within the past 3 years. Since this is a small-business set-aside, Contractor requests the time be extended to 5 years.
A: Instructions request a list of up to ten (10) of the most relevant contracts performed. Ten is the maximum allowed so a list of less than ten projects is allowed. Time will stay at three (3) years.
3) Section M mentions a Pre-Award Survey; however, nowhere else is the Pre-Award Survey mentioned nor instructions provided. Please confirm if a Pre-Award Survey is required within the Technical Proposal. And if it is required, where it is to be located, and what information is to be provided.
A: A pre-award survey is an evaluation by a surveying activity of a Prospective contractor’s capability to perform under the terms of a proposed contract. FAR Part
9.106-1 states a preaward survey is normally required only when the information on hand or readily available to the contracting officer, including information from commercial sources, is not sufficient to make a determination regarding responsibility. Government does not expect to require a pre-award survey and it would not be a part of the technical proposal.
4) Contractor requests the DOA USFS/s Engineer’s Estimate for this contract.
A: Government does not provide Engineer’s Estimates. Magnitude of construction was posted on FBO. Magnitude of Construction is between $1,000,000 and $5,000,000.
5) Due to the extensive requests Clients are receiving for Surveys/Past Performance
Questionnaires – Contractor requests that previously obtained PPQs be sufficient for submission for this Technical Proposal.
A: Section L Instructions to Offerors Volume 2 Technical Proposal paragraph a states to provide any information currently available (letters, metrics, customer surveys, independent surveys, etc.) which demonstrates customer satisfaction with overall job performance and quality of completed product for same or similar type contract. CPARS evaluations and existing PPQs will be accepted in volume 2. PPQs/CPARS will be exempted from the page count.
6) Does the DOA USFS have areas designated for laydown/staging?
A: The contractor may use the South End, parking for sites 97 – 104 as main staging area.
7) Can the DOA USFS provide information on whether or not large heavy equipment and machinery is allowed passage on Sunrise Highway?
A: Sunrise Highway is a San Diego County Highway, therefore the rules and regulations of the County of San Diego shall be followed.
8) Do you require a bid bond at time of bid? Do you have a bid bond form for or is our surety’s form sufficient?
A: Yes, bid bond (offer guarantee) is required at time proposal is due. Government will accept a copy of bid bond with the submission of the electronic proposal as long as bid bond is sent with hardcopy Proposal. Hardcopy proposal must be postmarked by Proposal due date. Surety’s form is sufficient.
9) Please specify color tint of the concrete to be repaired at various locations.
A: Here is what is existing:
The Forest Service would like to match the existing.
The existing is the following: Color conditioned concrete cured with lithochrome color wax, batched and mixed by L.M. Scofield Company, Los Angeles CA 90040, 213-723-5285. The color is Earth Brown.
The contractor may propose an “or equal”.
10) Please provide CADD drawing for survey bid purposes. The plans are lacking station numbers and horizontal control points for adjoining hardscapes.
A: Drawing files in AutoCAD format are included as an attachment.
11) Please specify if the Forest Service has conducted pre-demo inspections of the restroom buildings to check for hazardous waste, such as lead-based paint, asbestos (mastic, grout, transite vent pipes, etc.). If available, would USDA kindly provide this information? Otherwise, may contractor teams assume that this waste will require disposal as hazardous waste?
A: The Forest Service has not tested for hazardous waste. Specification 02 41 00
Section 3.09 states the vent stacks are made of asbestos material and shall be handled and disposed of in accordance with all local and state and federal regulations.
The buildings were constructed in 1968, it is possible there is lead base paint under the layers of paint and shall be treated and disposed of in accordance with all local, state and federal regulations. Contractor may test for lead base paint.
12) Please specify the amount of water that will be available in a 24-hour period, e.g. GPM or
GPH recharge rate from well to tank. During the site visit, it was mentioned there are three campgrounds that draw from a single 40,000-gal tank and that the fire department takes priority over the water usage. The Forest Service may want to consider adding a Baker Tank Additive 9 to the contract so the contractor can draw water during non-peak times or over a continuous time frame without depleting the source. Grading, roadway prep, trench compaction, preemptive watering for fire control, dust control, demo, concrete prep and cleanup, etc. all take their fair share of water.
A: Water is considered incidental to each work item for which it is necessary.
The Forest Service is offering the use of water at no charge, but the Forest Service wants to make sure the contractor is aware the water source will not be guaranteed and at any time during the contract the contractor may have to find an alternate water source. The
Government will not pay the contractor for a different water source and the usage.
If the contractor would like to propose a way to store water the Forest service will be happy to review the proposal. There will be no separate line item for water storage. Water is considered incidental to each relevant work item.
The approximate available water in a 24-hour period is 14,400 gallons, ~10 GPM.
13) Please specify if the contractor can leave portions of the campground roadways pulverized and graded until October when reservations change to first come first serve to make the paving process and water line install easier. Also, can the Forest Service state how far outside the roadway right-of-way they would like the water line?
A: Yes, the contractor may pulverize and grade the roadway before reservations are first come first serve. The road must be drivable for all types of vehicles.
The Forest service is not responsible for material lost or the rework of material due to traffic, weather or other related conditions.
Ideally the waterline shall be within 5’ of the edge of road.
14) Solicitation Proposal Instructions Page 49, Volume 2 stipulated that past performance is limited to the past three years from solicitation date. Would the Forest Service please consider expanding this time limitation to include past performance within the past five years from solicitation date?
A: Refer back to question 2’s answer. Past Performance will stay limited to past three years.
15) Spec section 2.3 Asphalt Restraint Edging, section A states "Asphalt Edge Restraint shall be
Permaloc Asphalt Edge with 0.210 inch thick exposed top lip by 3 inch high by 8 feet long extruded aluminum alloy 6005, T-5 hardness with black Duraflex painted, AAMA 2603, electro-statically baked on paint, manufactured by Permaloc, phone 800-356-9660, or approved equal. All components, anchors, end sections shall be by the same manufacturer or as recommended by the manufacturer." Can the Forest Service please confirm if and where this will be used on this project? It is called out in the specifications, but not shown where to be applied in the plans. If this specification is applicable to all paved areas, please confirm that the total asphalt perimeter of the project is approximately 30,000LF.
A: This is not required work in this contract.
16) Solicitation Proposal Instructions Page 49, Volume 2 stipulates that Past Performance
Questionnaires used as a basis for contractor evaluation be sent directly from the respondent to
Mr. Lara. Several of our federal clients have been directed to refer performance inquiries to the
CPARS system. Other client references have provided a PPQ form previously, and have requested that we use this previously-issued form for future inquiries. Would the Forest Service please consider accepting CPARS evaluations and existing PPQs in lieu of PPQs solicited specifically for this procurement? If so, may we include these evaluation documents in Volume
2 of the proposal following project descriptions rather than having client references submit directly to Mr. Lara? And would PPQ/CPARS be exempted from the page count?
A: Refer to RFI # 5’s answer. CPARS/existing PPQ accepted.
17) Would the Forest Service consider extending the response date by a week or two so that we may incorporate Forest Service direction from RFI responses?
A: Proposal due date has been extended to May 28, 2019 @ 1300 hrs.
18) What is the desired finish for the T-Legs on the new picnic tables?
A: Color and texture shall match the existing as closely as possible.
Based on Outdoor Creations Inc. options:
Texture: Medium Sand blast
Color: Light Gray (Concrete Color)
The contractor shall work with the Forest Service to make the final selection from actual samples provided by the contractor for the final color and texture.
*Contractor may propose an “or equal”
19) What is the desired finish for the picnic table lumber? I.E. Rough or smooth
A: Smooth
20) In reference to the encroachment permit (Listed on Plans Page 7), is this regarding the replacement of the entrance sign by Sunrise Highway?
A: Yes
21) What is the existing bathroom holding tank specifications? Will they be prepared and cleared for removal, by the Government?
A: The existing vaults will be pumped and locked by the Forest Service. This will take place once the porta potties have been provided by the contractor for public use.
22) Will the Contractor be able to reuse the existing vaults or will they need to be removed?
A: No, Specification 02 41 00 states the vaults shall be removed with the exception of the vault floor. The vault floor shall be broken in place and remain.
23) The plans and specifications refer to various Permits through the County of San Diego. Is the work under the USDA Forest Service or Local Jurisdiction?
A: All work is taking place on Forest Service land, all permits necessary shall be per county, state and federal regulations. Contractor may want to submit a more specific question if this doesn’t help.
24) Can the Government confirm that there are available/unused breakers in the shower building subpanel box, or will it require a panel upgrade?
A: To the best of our knowledge there is an available breaker at the exiting sub-panel in the shower. The subpanel does not need to be upgraded to support the new RV pedestal and host site light.
25) Should our bid bond reflect only the base bid or base bid + all option items (additives 1-8)?
A: Only base bid.
26) There is no clear explanation what session reports are under the Archaeological Monitoring
Specification 31 20 01. How many need to be produced?
A: Updated Specification 31 20 01 included as an attachment. Please see section
1.02 D for definition of Session Reports.
27) Drawings do not scale correctly. The scale given at the bottom of the drawings does not agree with the scale given next to the North Arrow. I realize that the schedule of items lists the paving by the Ton but the paving contractors have told me they need to be able to scale them in order to price the project competitively. The irregular shape of the paving particularly the large amount of road spurs has a significant impact on production rates and consequently pricing. Can you please advise what the correct scale to use is for each drawing? If this information cannot be obtained it will increase the cost of paving considerably. Your 12’ roadways measure about 10ft wide and the 16ft roadways measure more like 11.5ft.
A: Forest Service has checked drawing pages and scales are correct. The 24x36 drawings when printed are scaled correctly. Page 5 has no scale show, but is scaled to 1” =
200’. An Aerial survey of the campground was done to capture the contours. Aerial surveys are known to be a good representation of what is existing, but is not exact. Page 21 of drawings show typicals with notes for end result dimensions of Spurs.
