Vendor Questions & Government Responses

1. How many hours does a typical audit take of one collection officer?

FS Answer: We estimate this will take 2-3 hours to complete on average. Variables such as volume of sales and efficiency of your personnel should be considered when quoting.

2. Have these been performed by a CPA before or done in house? If so, do you have an example of a report issued by a CPA firm? I have the example report for Smokey Bear.

FS Answer: These audits have been mainly performed “in house”, and by some external vendors in the past that were not CPA firms. The sample report that you have is a typical report.

3. Do you have a budget you can share that you must remain in?

FS Answer: We do not have a budget we can share at this time.

4. Is there an incumbent? If yes, is the incumbent allowed to bid?

FS Answer: There is no incumbent for this requirement.

5. Please provide the contract number and contract amount for the previous contract.

FS Answer: N/A

6. Will this contract be a single award to only one contractor or a multi-award to several contractors?

FS Answer: This will be a single award contract to one vendor.

7. Is there any page limitation for each volume of the quotation?

FS Answer: There is no page limitation to the quotation.

8. Please provide an education background and/or experience requirement for personnel.

FS Answer: There is no specific education requirement for the personnel performing these services. When quoting please ensure you have fully read the solicitation package and you have priced for the appropriate personnel to complete the work as outlined. Prior experience with

USDA Forest Service Point of Sale System (POSS) is desired but not required.

9. Is the Experience Questionnaire attached in the RFQ need to be included in the technical volume of the quotation?

FS Answer: The Experience Questionnaire will need to be included in your response however it does not have to reside in the technical volume of the quotation. We will be evaluating proposals IAW the solicitation and having a well-organized quote is helpful.

10. Per the SOW, “The contractor will be required to travel to the worksite of the

Accountable Officer”. Exhibit B indicates that each Forest service has several locations. In this case, is the on-site visit need to be done at the Supervisor’s offices or separately at each district location?

FS Answer: Audits will need to be completed separately, at each District; to go along with a visit at the Supervisor’s Office.

11. Will the travel reimbursement only include mileages or also airfare, lobby, etc.?

FS Answer: Travel can include all related travel cost to include airfare, hotel, mileage, etc. Travel costs should be a close estimate and will be billable as a single not to exceed (NTE) line item.
