Questions - Responses 12905B23R0021 Replace Rooftop HVAC Units Corvallis OR
1. Box 13b. on the SF1442 states that an offer guarantee is not required.
However, C3 BONDING of the RFP states that an offer guarantee is required for proposals over $150K.
Please clarify.
Response: Block 13 B was erroneously checked "not required". An amendment will be processed to correct.
2. Are Offerors to include their pricing and technical information in a single proposal volume, or shall two volumes be provided (Price & Technical)?
Response: Offerors are to submit separate technical and pricing information. L.7 has been modified to reflect this information.
3. Section L, Paragraph 6.b. states, "Describe your company’s knowledge with providing new building construction on projects performed within the last five (5) years similar to the requirements of the SOW."
Since this is an HVAC replacement project, please confirm that this section will define HVAC replacement projects of similar size, scope, and complexity, NOT new building construction.
Response: This requirement is to replace existing rooftop HVAC units. The requirements of the SOW are for replacing rooftop HVAC units, not new construction. New building construction is a generic term, with the specifics in "the requirements of the SOW."
4. Section L, Paragraph 6.c says we are to include, "Proposed prior experience with the purchase, use, and installation of USDA-designated biobased products in construction; and Identification of past performance in biobased project management experience in the following areas: contracts performed using USDA-designated biobased products and dollar amount and work similar in size, scope, and complexity to the current requirement."
Can Offerors whose past projects did not require tracking or documentation of the use of biobased products still pursue this contract if they commit to identify, use, and report biobased products for this effort?
Response: Yes, offerors can still submit a proposal outlining their commitment to identify, use and report biobased products.
5. Box 13 of the SF1442 states the solicitation closes at noon on 23 September. This falls on a Saturday.
Please move the solicitation’s closing date to the next available business day.
Response: The solicitation was posted 8/23/2023., The close date will be amended to 9/22/2023 since there are 31 days in August. This will allow a close on Friday, a business day.
6. There are two areas in the RFP that include a bid schedule. The first is on a continuation page of the SF1442, and the second is under B.3 Schedule of Items. Since both ask for different levels of pricing, (lump sum, quantity/unit pricing), please clarify which bid schedule should be included in the Pricing Volume.
Response: Complete the bid schedule per CLIN on the SF1442 continuation sheet.
7. CLIN 0001 in the Bid Schedule included under B.3 Schedule of Items states, “The Contractor shall provide all labor, supervision, tools and materials to replace the six existing rooftop air handling units at the research lab with new units.” It appears the base bid should only include the replacement of RTU 1 through RTU 4, with RTU 5 replacement as CLIN 0002 Option Item and RTU 6 replacement as CLIN 09003 Option Item. Please confirm if this assessment is correct.
Response: There are a total of six (6) AHUs being replaced, four under CLIN 0001, and one each under optional CLINs 0002 and 0003.
8. Are all the units available for demo at the same time or does the project have to be phased?
Response: Contractor shall expect to phase the project so that each rooftop unit replacement is completed one at a time. The anticipated time for a single rooftop replacement is three (3) business days. During this time, the area served by the RTU being replaced shall be unoccupied by the facility staff.
9. What is the ceiling material under the units, Acoustic or Gypsum? Are we required to remove and replace?
Response: Ceilings to be patched and repaired where removed to match condition and appearance pre-construction. Ceiling types vary throughout the facility.
10. Is there conduit, lights, piping that would need to be relocated to accommodate the new units?
Response: Units should require minimal relocation of utilities not directly serving the units themselves.
11. Is there furniture that would need to be moved to allow access to the underside of the roof? If so, who is responsible to move it?
Response: Walk-in coolers will not be relocated. Coordination for other furniture is required with facility occupants. Facility will arrange for furniture and equipment as required by the replacement scope of work.
12. Has a Hazardous Material assessment been performed? If yes, please provide a copy.
Response: here is no existing hazardous assessment for the facility available. Contractor will perform the survey for asbestos containing materials, lead paint and lead containing materials, polychlorinated biphenyls, and mercury only in the areas to be disturbed by the scope of work documents. Contractor is not expected to include abatement efforts in the base bid, only costs for the survey.
Please see revised specification section 024119 Selective Demolition for additional information. This revised specification will be uploaded with these RFI responses.
13. Is temporary heat or cooling required if all units were offline at the same time?
Response: Contractor shall expect to phase the project so that each rooftop unit replacement is completed one at a time. The anticipated time for a single rooftop replacement is three (3) business days. During this time, the area served by the RTU being replaced shall be unoccupied by the facility staff.
14. Is there an acceptable location near the building to reach the roof top?
Response: There is rooftop access from inside the facility via ladder and there are potential crane locations around the facility, the final crane plan is the responsibility of the contractor.
15. Has a structural weight calculation been performed on the roof?
Response: Structural calculations were performed on the roof for the new basis-of-design RTU’s.
Structural calculations will be uploaded with these RFIs.
16. Does the USDA desire to salvage any items being demolished?
Response: No. Items demolished shall be removed by the contractor.
17. Will the areas under the roof top units be occupied by employees when this work is being accomplished?
Response: Contractor shall expect to phase the project so that each rooftop unit replacement is completed one at a time. The anticipated time for a single rooftop replacement is three (3) business days. During this time, the area served by the RTU being replaced shall be unoccupied by the facility staff.
18. Will crews need any special access permissions to enter the facility?
Response: Facility hours are 7:00am to 4:30pm. No specialty access requirements during these times.
19. Please provide the system brand and maintaining company for the existing HVAC Controls at the Facility where the rooftop units are being replaced.
Response: Johnson Controls Metasys installed around 2010.
20. Please confirm the project SOW doesn't include the abatement of environmental hazards such as lead, asbestos, PCB, etc. - Sheet G-001 Response: There is no existing hazardous assessment for the facility available. Contractor shall be responsible for performing survey for asbestos containing materials, lead paint and lead containing materials, polychlorinated biphenyls, and mercury only in the areas to be disturbed by the scope of work documents. Contractor is not expected to include abatement efforts in the base bid, only costs for the survey.
