About this file

This document contains questions and responses related to a federal solicitation for drilling a water supply well. The solicitation is issued by the USDA Agricultural Research Service Pacific West Area and seeks a contractor to drill a large-diameter reverse rotary water well to a depth of at least 1,000 feet at the Wolfskill Irrigation Field Research site in Winters, California. Key details include the contractor will be allowed to pump construction water from the Putah South Canal and must follow the canal company and contracting officer requirements regarding pump placement and location. The contract is subject to Federal Construction Wage Rate requirements. Bidders must have a California Well Driller's License for at least five years and experience completing at least three similar large-diameter wells to the specified depth and material conditions. The bid bond requirement is 20% and the contract allows for an extension of up to 180 additional days for soil drying if needed before berm reclamation.

Questions/Responses

1. What are the exact dimensions of the well construction zone shown in drawing W-4? Where is the new well to be placed within this space? Is this space completely free of trees? And is there any possibility of trees being removed if the well construction zone is not of adequate size? (W-4)

1R: See attachment 2023.07/14 RFI Responses

2. Based upon the specified double swab development and test pumping, this project is going to generate approximately 2.2 million gallons of water, assuming the pumping GPM in the spec of 600 GPM. That alone is 6.7 acre feet of water to be discharged on to 4.5 acres of property. Per the spec, we are to build a berm in order to contain the water. What is to be done if the planned area and berm are insufficient to contain the water? Additionally, the spec discusses the reclamation of said berm is to be done within the contract time. This quantity of water will take extensive time to dry, and this project will run into the winter. If the soil is not dry by the time the contract days end, what is the planned course of action?

(1.10A)

2R: The contract time can be extended to allow time for soil to dry but no longer than 180 additional days. Contractor can elect to demobilize during soil drying and remobilize at the a later date for soil berm reclamation.

3. Specs state peep holes on conductor casing must be welded up. Is the conductor casing required to be collared, or is PE pipe acceptable? (2.1A)

3R: See attachment 2023.07/14 RFI Responses

4. Specs say Aqua Clear PFD must sit for 12-24 hours. Is there a more specific time frame that will be required? (3.12E)

4R: See attachment 2023.07/14 RFI Responses

5. Drilling footage must be recorded. Is this through a geolograph or handwritten dailies? (3.1A)

5R: See attachment 2023.07/14 RFI Responses

6. Specs say we must file for the well permit and destruction permit. I see nothing on a well destruction in the specs. (3.3D)

6R: See attachment 2023.07/14 RFI Responses

7. Specs call for mild steel blank casing and stainless-steel wire wrap screen. The specs also specify that collars are to be of the same material as the casing. What about at joints where blank meets screen? There is no mention of dielectric couplers. Are we to weld the dissimilar materials together regardless of potential corrosion? (2.1A)

7R: See attachment 2023.07/14 RFI Responses

8. Specs say earthen pits are acceptable, but also calls for shale shakers. Shale shakers are used for above ground tanks, not earthen pits. Which method is to be used? (2.2C)

8R: See attachment 2023.07/14 RFI Responses

9. There was some unclarity at the pre-bid regarding the project water supply. Are we to get construction water from the Putah South Canal? Or the U.C. Davis Domestic well? Or an entirely different source?

(3.2A)

9R: Contractor will be allowed to pump water from the Putah South Canal. Contractor to provide pump and follow Canal company requirements and COR requirements. These requirements are related to proper placement of the pump within the canal and location of pump. The location will be as close as practical to the drilling area.

10. Please confirm this project is California State Prevailing Wage and not Davis Bacon.

10R: As per the RFP this project is subject to the Federal Construction Wage Rate Requirement including Labor Department wage determinations.

11. Regarding experience and qualifications; federal and state well drilling projects usually require the Contractor shall have had a California Well Driller's License (C57) for at least five years. The Contractor shall submit a list with the bid proposal of at least three (3) reverse rotary large-diameter water supply wells (minimum 16-inch diameter casing) that were successfully completed to a depth of at least 1,000 feet in similar materials as at the site.

11R: No change in contract documents - follow requirements in Specification SECTION 332100 - WATER SUPPLY WELL Section 1.9 Quality Assurance.

12: Can the bid bond be 10%?

12R: No. The bid bond shall be for 20% of the bid price.

13: Can you confirm the water supply for drilling?

13R: Contractor will be allowed to pump water from the Putah South Canal. Contractor to provide pump and follow Canal company requirements and COR requirements. These requirements are related to proper placement of the pump within the canal and location of pump. The location will be as close as practical to the drilling area.
