"(Option Line Item) 120 Days After Award"

Does the above statement indicate that 120 days will be added to the period of performance (365 days) of this contract, bringing the total period of performance if the base bid and add I alternate are awarded to 485 days?

A.4. This states that the option may be awarded up to 120 days after award of the base item. If the option is awarded with the base the period of performance remains at 365 calendar days. If the option is awarded within the 120 days, the period of performance may be negotiated.

A.8. There is not any plan related work required in Phase 1 required on these sheets. Basement work in phase 1 is all above the ceilings.

Q.9. Does keynote #1 apply to all toilets, sinks, and urinals?

A.9. Note 1 on sheet AD102 does apply to all of the plumbing fixtures in the phase 1 area. They are to be removed, protected and reinstalled. if the plumbing in the labs can be replaced without removing the fixtures, the fixtures can stay in place.

VCT-1 called out as replacement.

A.10. Per note 1 on finish Schedule Finish floor shall match existing floor finishes.

A.13. Yes, the Site Superintendent can also be the site safety and Quality Control Officer provided that he meets the education requirements.

The room finish schedule indicates that it gets salvaged and re-installed. Please clarify.

A.14. The Basement ceiling grid is removed (and the ceiling panels stored) in phase one to facilitate above ceiling plumbing replacement work. A new ceiling grid will be installed in phase two after all of the above ceiling work is completed and the ceiling panels reinstalled.

Superintendent and SSHO are required for this project. Please confirm that the Superintendent and the SSHO can be dual-hatted.

A.23. Yes, the Site Superintendent can also be the site safety and Quality Control Officer provided that he meets the education requirements.

Q.24. At the site visit, it was discussed that rather than removing the VCT asbestos flooring, that it could be encapsulated, a leveling

Compound used and then a epoxy coating over the top. Please confirm as this is a change to the outlined scope of work. There is no Guarantee that a warranty will be applicable when applying an epoxy over VCT tiling.

A.24. The VAT demoed in locations shown on the plans shall be abated to run the new plumbing in trenches. Replacement VCT flooring will be installed in its place over the new concrete. No encapsulation of existing ACT flooring will be necessary under this contract. The USDA plans to install an epoxy floor over the corridor ACT after the plumbing project is completed.

12905B19R0013/0001 basement that was seen at the site visit, is the main drain exiting out to the neutralizing waste tank as it is not identified on the drawings.

A.27. The 8"-10" pipe in the basement is the Roof

Drain pipe that is not a part of this project and is not shown on the plans. There are two sewage main drains shown on sheet PL101 that do not connect to the neutralizing tank. The Main

Laboratory drain connection to the line going into the neutralizing tank is identified by note

Q.28. Is a filtration system required as part of the scope of work?

A.28. No, there is not a new filtration system in the scope of work. The Existing Reverse Osmosis filter system will be connected to the new plumbing and a new distilled water system will be installed.

12905B19R0013/0001 the contractor.

Q.32. The solicitation identifies the NAICS code as 238220, and Small Business size as $15M. This would seem to potentially disqualify an SBA

General Contractor working under the $36.5M limits from proposing on this solicitation, despite his acceptance as a NAICS code 238220 performer. Was this the Government's intent?

A.32. The contractor performing this work must be registered under NAICS Code 238220 Plumbing, Heating, and Air-Conditioning Contractors with a size standard of $15Mil. If the prime contractor is making more than the $15M for NAICS code

238220 they are not considered a small business for that NAICS code and are ineligible to provide a proposal as the prime contractor for this project.

Q.33. Does the VCT and ceramic shown to be abated run underneath the millwork and equipment in the rooms? Will we be abating only what is exposed, or removing millwork & equipment for a full abatement?

A.33. The VAT demoed in locations shown on the plans shall be abated to run the new plumbing in trenches. Replacement VCT flooring will be installed in its place over the new concrete. No encapsulation of existing ACT flooring will be necessary under this contract.

Q.34. The Plumbing plans are unclear as to what work must be vs. can be done in which phase.

Please clarify.

A.34. SECTION 01 01 00, GENERAL REQUIREMENTS, 1.2

STATEMENT OF BID ITEM(S), states what is to be done in each Phase.
