About this file
This document is an amendment to a solicitation for an indefinite delivery/indefinite quantity contract for fuels reduction mechanical thinning services across five national forests in Utah and Nevada. The solicitation seeks pricing for thinning, chipping, mastication, mowing, harrowing, chaining, piling, skidding, and decking services. An optional line item for wet mowing requires an applicator license. The amendment clarifies wet mowing involves mowing and herbicide application. It also changes wet mowing to an optional line item. The solicitation requires pricing for base and two option years across eleven forest locations. Offerors must submit coefficients as percentages to adjust pricing for different locations. Awards will have a minimum value of $2,500 and maximum of $1,000,000 each. The ceiling price of any resulting contracts is $3,000,000.

*Wet Mowing is the process of mowing and applying herbicide at the same time.
This line item is OPTIONAL. For those contractors that possess an applicator license and qualified to perform this particular task please provide pricing.
The line items may be cumulative, for example, if a task order calls for thinning and lop and scatter, Contractors will include pricing for thinning plus lop and scatter— Contractors will need to provide pricing for thinning PLUS, cost of skidding and decking.
Under this Indefinite-Delivery/Indefinite Quantity Contract, only approved Contractors are eligible to compete for the task orders issued for the line items listed above. Contractors will not be required to propose on every solicitation if they have reached their maximum dollar limit, in accordance with Contract Clause 52.216-19, Order Limitations (OCT 1995), or if they have gotten prior approval from the Contracting Officer.
The solicitations for the task orders will provide the specifications required in order for a Contractor to respond with an offer. The award selection for the task orders will be based on the most reasonable competitive pricing offers and on the Contractor’s past performance on prior task orders awarded under this contract.
QUOTE ALL ITEMS
Offeror’s shall submit a price proposal for all base and option year line items, walk in, and coefficients for forest they will provide services. Failure to comply with the instructions may render your proposal incomplete and ineligible for possible contract award.
COEFFICIENTS
The Coefficients are listed in THE SCHEDULE OF ITEMS and are proposed by the offeror. Due to the wide geographic distribution of potential Task Orders and the possible variability in cost based on location of the work, THE SCHEDULE is broken down into Forests. An offeror shall propose a Task Order Coefficient for one or more Forests. Within the proposed Forest(s), the offeror shall propose Location Coefficient for each Ranger District within that Forest. The proposed Coefficient for each Ranger District shall cover all areas within the Administrative Area/Boundary of that District. Information regarding National Forest Boundary maps may be found at http://www.fs.fed.us/maps/forest-maps.shtml.
The coefficients are the maximum that a contractor can propose on an individual Task Order. Each Task order will be competed amongst the contractors receiving awards for the individual forest.
The coefficients are proposed as a percentage (in decimal format) increase or decrease to the line item pricing. For example, a coefficient of 1.2 would result in an additional 20 percent to the listed unit price; 0.9 would result in a 10 percent decrease of the listed prices, and 1.00 would leave the unit price as your proposed unit price. The offeror shall limit the Coefficients to three decimal places. The offeror’s Coefficients must be all-inclusive and shall include, but is not limited to, the following costs:
1. Overhead
2. Profit and risk
3. General insurances
4. Workman’s compensations insurance
5. State unemployment insurance
6. Federal unemployment insurance
7. Mobilization and demobilization costs
8. Site cleanup
9. Supervision
10. Quality control
11. Transportation of contractor’s personnel to, from, and within the job site
12. Shipping of all materials to the jobsite
13. Lodging and per-diem
14. Adjustment factors to account for small jobs
15. Incidental tools and equipment
16. Submittals (unless noted otherwise)
17. Task Order preparation costs
