1.0 BACKGROUND:
1.1 Air & Earth, Inc. has conducted an asbestos survey for the presence of Asbestos-
Containing Building Materials (ACBM) at the following location:
SCOPE OF WORK: Entire Structure for Demolition ADDRESS: Near 18555 OK-47, Cheyenne, OK 73628 INVESTIGATOR/INSPECTOR: Cole Schweikhart – Lic. # OK401077 – Exp. 07-25-19 SITE VISIT DATE(s): 03-29-2019
REPORT DATE: 04-08-2019
1.2 Field Procedures and Analytical Methodology:
Guidelines used for the inspection were established by the Environmental Protection Agency (EPA) in the “Guidance for Controlling Asbestos-Containing Materials in Buildings”, Office of the Pesticides and Toxic Substances, DOC #560/5-85-024 and 40 CFR Part 763, Asbestos Hazard Emergency Response Act (AHERA), OSHA, Sampling Methods, ODOL, DEQ.
Field information was organized as per the AHERA concept of Homogeneous Area (HA). A HA is defined as a suspect material of similar age, appearance, function and texture. Each material was grouped together as a specific HA, sampled and then assessed for condition. Special considerations were acknowledged utilizing the AHERA format.
Laboratory asbestos identification was conducted under EPA Method 600/R-93/116.
Laboratory accreditation was certified through the National Voluntary Laboratory Accreditation Program (NVLAP).
Interaction with the contractor on future discovery of suspect asbestos-containing materials (ACM) or ACBM during the course of any disturbance will aid in expediting safety measures and will reduce the potential for exposure and/or contamination.
Future endeavors should be addressed through management plans and/or surveys to reduce the possibility of contamination during future demolition, renovation and/or daily maintenance of facilities.
SPECIAL NOTE: Due to limited accessibility of some areas due to natural and physical obstructions (i.e., fascia, vegetative, sub-surface, etc.), a complete observation for inspection of the scope of work was limited. Therefore, we reserve the right to re-inspect and sample suspect asbestos containing materials as it is uncovered and made accessible during any demolition/renovation process and be held harmless if any problems arise from the same.
2.0 SCOPE OF WORK:
Entire structure, including interior and exterior, was inspected for the purpose of demolition using guidance from 40 CFR Part 763 (AHERA), EPA and OSHA Standards for ACM inspection. The inspection was characterized by a close visual inspection of all accessible areas. Suspect materials were sampled and inventoried for quantity, condition and friability, areas, location, type, condition, potential for disturbance and rate potential.
2.1 Materials examined included:
Surfacing: Wall / Ceiling Texturing Thermal System Insulation: Ducting Insulation Miscellaneous: Floor Tile, Cove Base, Gyp Wall System, Batting
Insulation, Window Glaze/Caulk, Roofing Materials and Mastics
3.0 SUMMARY OF INSPECTION RESULTS:
The asbestos inspection was conducted on 03-29-2019, which involved a thorough visual examination of all accessible areas and sampling of suspect material.
3.1 Building components, which have been determined to contain an asbestos presence greater than 1% by either analysis from QuanTEM Laboratories or by PACM classification, are listed as the following:
HA-01 – Gyp Wall System (Joint Compound) HA-02 – Wall/Ceiling Texturing (Sponged-On) HA-04 – Window Glaze/Caulk *PACM* HA-05 – Roofing Materials *PACM* HA-06 – Flooring Materials *PACM* HA-07 – Cove Base *PACM*
4.0 ASBESTOS QUANTITY SCHEDULE:
Approximate asbestos quantity schedules are presented on the following table:
HA ID
DESCRIPTION %
ASBESTOS
FRIABLE
CONDITION EXPOSURE
POTENTIAL
QUANTITY LOCATION #
(Functional Spaces)
01 Gyp Wall System (Joint Compound) 3% Chrysotile F Good High 4,100 ft2 of Sheetrock 104-106 & 108-117 01a Gyp Wall System (Sheetrock) None
02 Texturing (Sponged-On) 3% Chrysotile F Damaged High 2,500 ft2 104-106, 109, 111, 113, & 115
03 Texturing (Popcorn) None 04 Window Glaze/Caulk PACM NF1 Good Low 160 ft Exterior Windows 05 Roofing Materials PACM NF1 Good Low 2,175 ft2 Roof 06 Flooring Materials PACM NF1 Good Low 2,100 ft2 Throughout Interior 07 Cove Base Materials PACM NF1 Good Low 140 ft Throughout Interior 08 Fiberglass Batting None
Friability: F = Friable, NF1 = Category 1 Non-Friable, NF2 = Category 2 Non-Friable Condition: G = Good – HA observed as having little to no damage or deterioration
D = Damaged – HA observed as having <10% overall or <25% localized damage SD = Sig. Damaged – HA observed as having >10% overall or >25% localized damage
Exposure Potential: Low – Moderate – High Overall assessment concerning risk for respiratory exposure for each HA. Considerations include frequency of occupant presence, location & accessibility, observed kinetic disturbances (i.e. sound, air movement, vibrations), as well as condition and friability.
5.0 CONCLUSIONS AND RECOMMENDATIONS:
5.1 Recommendations:
It is recommended that all friable ACBMs be abated prior to the demolition of the structure. All remaining Category I non-friable ACBMs should remain in-place during the demolition of the structure and disposed of as demolition debris.
5.2 Hazards and Response Actions:
FUNCTIONAL
SPACE ID #
DESCRIPTION OF HAZARD HA # RESPONSE ACTION
(SSSD, ABATE, ETC.)
115 Damaged Ceiling Texturing 02 Abate prior to demolition
5.3 Summarizing samples and assessment results:
Eight (8) HAs were observed. Representative samples were extracted from three
(3) HAs. Analytical results identified asbestos within the matrix. Four (4) HAs were classified as PACM (Presumed ACM). Assessment concluded with a high potential for exposure at this time. Friable ACM must be removed under OSHA 29CFR
1926.1101 Class I asbestos work prior to demolition or renovation procedures.
Category I Non-Friable ACM (i.e. floor tile, mastic) must be removed under OSHA 29CFR 1926.1101 Class II asbestos work prior to renovation procedures but may be left in place during demolition procedures.
5.4 Regulatory Jurisdiction and Disclosure:
1. Environmental Protection Agency (EPA) – National Emissions for Hazardous Air Pollutants (NESHAP) notification, Asbestos Hazard Emergency Response Act (AHERA), hazardous waste disposal, etc. The EPA has delegated authority to State level agencies under the Oklahoma Department of Environmental Quality (ODEQ).
2. Occupational Safety and Health Administration (OSHA) – Worker protection, safety and training. OSHA has delegated authority to State level agencies under the Oklahoma Department of Labor (ODOL).
3. Department of Transportation (DOT) – Transportation of hazardous materials. DOT has delegated authority to State level agencies under the Oklahoma Department of Transportation (ODOT).
Due to future demolition procedures, discovery of materials not stated in this report may be revealed. In addition, specific areas that were restricted to inspection may require a second inspection, when the areas are exposed. Air & Earth, Inc. reserves the right to re-inspect newly discovered materials and be held harmless in the event discovered materials are identified as containing asbestos.
With proper awareness by the contractor of the special considerations as stated above, during any demolition phase, exposure to suspect asbestos-containing materials that may be discovered can be controlled to a minimum.
NOTE: UNDER NO CIRCUMSTANCES CAN ASBESTOS BE DISTURBED OR
REMOVED WITHOUT A LICENSED ASBESTOS CONTRACTOR/SUPERVISOR
REGISTERED WITH THE STATE OF OKLAHOMA SUPERVISING PROJECT.
