About this file
This document contains questions and answers pertaining to federal solicitation number 12805B24Q0029 for the installation of a concrete ramp and pathway at an Agriculture Research Service facility. The project involves constructing a new ADA-compliant concrete ramp at the entrance to an existing building and connecting it to the parking lot. Questions addressed include the use of Procore for file sharing, responsibility for providing power and a concrete mix design, requirements for rebar and soil base below the ramp, ADA handrail specifications, protection of ramp edges, and confirmation that maintaining a 1:12 slope is acceptable even if the ramp cannot extend the full 10 feet shown in the drawings due to site constraints. Answers provide clarification around the scope of work and construction requirements.

Quesons and Answers Amendment 0002
Q1: Will Procore be acceptable for file sharing, for example, submittals, RFI’s, transmittals, etc.?
A1: Yes
Q2: Will the owner be providing power to the site or is it required to meter the contractor’s connecon if needed?
A2: USDA Providing
Q3: No specificaon was provided, will the USDA be providing a specificaon?
A3:
Q4: Does the USDA have a concrete mix design for both ramps? If so, will that be provided pre bid in order to price the correct concrete mix?
A4: See above
Q5: Does the USDA require rebar be placed in the concrete ramps?
A5:
a. If so, what size rebar? ¼” Steel
b. Does the rebar need to be metal or can it be fiberglass? ¼” Steel
c. What layout or spacing does the USDA want for the rebar? The rebar shall be spaced at a minimum of 6” apart in a grid pattern to provide additional strength and reduce cracking. Rebar shall be tied together with metal wiring.
Q6: Along the connecon point between the new ADA compliant ramp and the exisng concrete to remain as shown on page (5) of document “Atachment 1 Scope of Work” what does the USDA require in this space?
A6:
d. Does the USDA want a simple expansion joint with backer rod? Yes - Expansion joint.
e. Does the USDA want rods hammer drilled into the existing slab exposed several inches to connect the slabs together? Yes
f. How or what type of joint does the USDA intend to have in this space and how if any connection between concrete pads? Tied in with rebar.
g. Or does the USDA want all of the concrete removed in that area and a new similar sized concrete area be poured as a single slab? Whichever is more efficient and cost-effective.
Q7: What type of soil / aggregate does the USDA want under the slabs and how thick in inches?
A7:
h. Typically, a few inches of aggregate is brought in such as crushed concrete to be compacted prior to pouring the concrete to provide more stability to the concrete slab.
Contractor shall install coarse and fine aggregate mix to create a compatible base below concrete. New base shall be compacted through mechanical means. New base shall be settlement resistant and provide for sufficient drainage.
Q8: Does the USDA have a design in mind for the handrail?
A8:
i. If so, can the USDA please provide what Handrail they would like to have installed?
j. What color would the USDA like the handrail to be? ADA Compliant is the only specification envisioned.
Q9: If the USDA does not have a design in mind for the ADA handrail will any ADA compliant handrail be acceptable?
A9: Yes
Q10: On page (1) of the document “Atachment 1 Scope of Work” under Contractor Requirements secon 3 Technical Requirements/Tasks it states within subsecon (A.) bullet point 5 that “Ramp should have all edges protected to minimize risk of falling”
A10: The primary consideraon is the botom edge – contoured to the exisng lot so the tripping hazard is minimized.
Q11: Is it the USDA’s intent that both sides of the ramp receive a handrail to the botom of the ramp?
A11: No
i. For example, one handrail would be mounted on the curb and the other along the opposite side of the ramp? No, though a curb on the side without the handrail to reduce the risk of falling off the side.
Q12: In the SOW it does not list repair or replace secon of concrete curb that has been damaged where exisng handrail was installed. Does the USDA want to add replacing the curb where the handrail would mount to with this project?
A12: If necessary, yes.
Q13:If the USDA does not want to add replacing the concrete curb to mount the handrail to, how would the USDA like the successful bidder to install the handrail?
A13:
Typically, we would anchor directly into the concrete with bolts, is that acceptable? Yes.
Q14: The solicitaon states that a successful bidder is to start (10) calendar days aer award of this project, it was stated during the pre-bid walk that this project would not start ll summer of 2024. Will the USDA please clarify that this project will not start ll June 2024?
A14: Spring of 2024 is acceptable.
Q15: The drawing shows adding a 10’ ramp but the ADA code is 1:12 slope. The exisng slab is only 5-6” in elevaon to the botom of the exisng doorway. This means that from the top of exisng slab you are only able to slope the ramp 5-6 feet keeping the ADA 1:12 slope to then finish flush into the parking lot.
A15:
Will the USDA be sasfied with the ramp extending out to the maximum distance maintaining a 1:12 slope based on top of slab elevaon? Yes.
