Questions from Industry 12805B23Q0139 As of 3 February 2023
1. Will the USDA provide a list of submittals that are required?
Govt Response: USDA requires Product Data Sheets for all coils being replaced. No other submittals required.
2. Contract closeout in the solicitation states to maintain documents under project record drawings, will the USDA be providing project plans to maintain?
Govt Response: No. This item is not applicable to this project. Overall, USDA plans are not changing.
3. Will the USDA be extending the period of performance out till there is a (10) day forecast at or above 40 degrees Fahrenheit?
Govt Response: Not Automatically. All excusable delays, to include unusually severe weather, would be handled IAW FAR 52.213-4 (e).
4. Is it required to have supervision from the general contractor on site during the period of performance?
Govt Response: Yes, at least while work is being performed, not the entire period of performance. Please read FAR 52.236-6, Superintendence by the Contractor.
5. Are there any other supervision requirements from the general contractor for example, a quality control manager?
Govt Response: Yes. Per C.9, Key Personnel, the contractor shall identify the project manager, quality control manager, site safety officer, and onsite supervisors. There is no requirement for them to be on-site however, minus the site superintendent.
6. Will there be any testing and balancing required by the contractor?
Govt Response: No. Contractor shall prove to USDA that all equipment installed is working properly prior to final acceptance of project and final payment.
7. Will there be any commissioning required by the contractor?
Govt Response: No formal commissioning is required.

8. On the statement of work it calls out AHU 6-32, the AHU that we were shown on the site walk was AHU 6-33.
Can the USDA please clarify this was a typo or is there another AHU that the contractor will be responsible for?
Govt Response: AHU 6-33 as the nameplate reads is correct. USDA refers to it as 6-32. From here going forward, we will replace all references to 6-32 with 6-33 so as not to cause confusing with bidders and manufacturers.
9. In the Statement of work it calls out “Replace steam coil, modifying size with updated dimensions allowing coil to utilize existing space for drainage. (Current installed coil contains dead space between top of coil and housing which can be utilized by installing replacement coil elevated within the housing to facilitate condensate drainage.)” Can the USDA please clarify that the contractor is replacing the same coil type and size with a new coil in the AHU’s and only raising or mounting the coil to the top of the interior within the AHU to allow additional drainage below? This question stems from the coil manufacturer since there are no oversized coils for this AHU and in the statement of work the verbiage “modifying coil dimensions” has caused some confusion as to what is wanted/needed by the USDA.
Govt Response: Due to the constraint of the cavity, the USDA would like the manufacturer to utilize an alternate style of steam coil with the same BTU rating that would fit in the existing air handler 1-01. The existing conditions (see photos in separate document for close-up views) show a 7” gap on either side of the steam coil. If required, an alternate damper by-pass system may be required. Remember that the reason for this change is to increase the drainage drop to the steam trap. See Questions from Industry – Addendum #1.
10. We are working on this and two things these are IFB coils we can’t adjust the size of them. The other thing.
See below, the unit picture you sent has a unit tag of AHU-6-33, the spec calls out 6-32 please confirm.”
Govt Response: See response to Question 8.
