Solicitation 127K1120R0004 - Questions and Answers

1. Is an Offeror required to complete and submit Exhibits A and B with the proposal?

Requested, not required… just a simple way to provide this information.

2. If completion of Exhibit B is mandatory, does it take the place of the past performance section required in the technical response, or should offerors complete both (and should the projects listed in each be the same or different)?

You need to do one or the other… provide past performance info and references via the form or in a separate document.

3. In Exhibit B, for “Type of Project” in Part 1 (Past/Current Projects), are you looking for the contract type (e.g., Firm Fixed Price), or are you looking for a scope statement (e.g. road maintenance)?

YES to Type of project (road blading) vs. NO to type of contract (such as firm fixed price).

4. In Exhibit B, where the Offeror is required to list all of the firm’s contractual commitments running concurrently with the work contemplated by this solicitation, can we list additional projects on a separate piece of paper if there is insufficient room in the form?

Do not need a 7-page laundry list of projects… you can note additional work in general terms… list 4 specific examples then note others collectively… which presumes they are comparable projects

5. The width of a road can, in part, dictate how many passes must be made with a grader and what mold board length/eqpt size is required. For pay items 109 and 113, what is the average width of the gravel roads that require work?

18’ – 24’ TRAVELLED WIDTHS. Most roads are one-lane with turn-outs Maintenance level 3. We have some maintenance level 4 gravel roads that are 24’ wide for the entire length.

6. For pay item 113(01), 113(02), 113(03), 113(04), and (113(05), what is the desired average compacted depth per item?

The performance standard in the solicitation says: “Aggregate surface material shall be compacted by operating spreading and hauling equipment over the full width of each layer of aggregate.” So in operators’ terms, walk the gravel in with the motor grader after placement and finish grading.

7. Section 5.10 of the Quality Standards imply there is a list of equipment rentals (810); however, no list is provided. Can you clarify what is expected for this line item?

There are no more equipment rentals in the contract. That was a per hour pay item that no longer exists.

8. For activity code 113, does the material need to be staged near the work area, or is it typically delivered to the points of repair?

The Material is typically tailgate spread directly onto the road as staked by the COR. However, if the contractor chooses to move material into a stockpile for their convenience or efficiency that is their choice. The COR can designate stockpile locations in old pit locations etc. The pay item is specifically for the product in place in the road as staked. Payment is generally not rendered for material in a stockpile unless extraordinary circumstances or volumes exist.

9. For item 113(04), will the Government provide equipment with operator to load contractor trucks with material?

No. The government does not provide equipment or operators.

10. For item 113(04), page 26 of the solicitation indicates there is a map showing the location of the pit. We could not find a map in the solicitation documents. Can you please provide a map that shows the location of the pit, or provide minimum and maximum distance from the pit to the work sites?

The only active pit is on the Calcasieu Ranger District in Vernon Parish (near Fort Polk). A map has been attached.

11. For section 113(05), can you provide the name of a source for this material? If not, what is considered "native" material?

Directly quoted from page 25 of the solicitation: 113 (05) SPOT SURFACE REPAIR, PIT RUN, SAND, CLAY

AND GRAVEL MIX CONTRACTOR FURNISHED

This material shall be a mixture of sand, clay and gravel, free from vegetation and other foreign matter, and shall be furnished by the Contractor. It shall be native material that can be taken directly from the source and placed on the road without mixing with washed gravel or other aggregate materials and shall be suitable to serve as a finished riding surface. This material must meet the following requirements and must be approved in advanced by the Contracting Officer.

(1) PLASTICITY INDEX: 4 - 12

(2) LIQUID LIMIT (MAX.): 35

(3) GRADING:

Sieve Size Percent Passing

1 1/2 inch 95 - 100 % No. 4 40 - 65 % N0. 40 20 - 50 % No. 200 12 - 25 %

12. 113(06) is included in the technical specifications, but there is no pay item in Schedule of Items. Do you want a price for this, or will this pay item/requirement be deleted?

We removed this as a pay item as the price and availability of this product fluctuates too widely.

13. For item 301, where can unsuitable material (e.g., vegetative matter, large stones) be disposed of?

Unsuitable material is disposed of at the apparent ends of lateral ditches. Most of the material in the ditches is roadway surfacing that has widened the shoulders into the ditch. Most of the material is suitable and should be “reclaimed and used within the riding surface” (Page 15). At flow lines of culverts and lateral ditches that have silted in, the silt and vegetative debris accumulated is removed and disposed of at the downhill end of the lateral ditches. Contractors generally do this with a dozer and shovel (at culverts).

14. For activity code 415, will staging areas be provided?

Staging areas can be designated by the COR but this pay item is for the product in place. Contractors generally deliver directly to the site from the source. This is maintenance and not construction, so the quantities are generally small.
