1. Please confirm that the subjection solicitation is for the fabrication and delivery of the gates and does not include installation.

The solicitation indeed does not include installation.

2. Do you have additional drawing detail for the Type 2. holding post illustrated within figure 2, for the double armed gate?

It is not necessary that these holding posts be included in the final product. If they are included, they can be fabricated any way as long as they function to support the gate in the middle.

3. Could you please confirm whether 10 complete sets of double armed gates are required (20 fabricated units), or 5 complete sets of double armed gates (10 fabricated units).

The SOI states that 10 double-arm gates are required. Each double-arm gate is composed of 2 single-arm gates, so 20 fabricated units are required.

4. Could you please confirm that this solicitation is solely for the fabrication and supply, and does not include installation?

This solicitation indeed does not include installation.

5. Do you have a spec sheet for the 3/8th hinges and locking post?

There is no detail for the 3/8th hinges. The separate locking posts should be exactly the same as the holding posts shown in the specifications. The locking posts are simply meant to ensure that the gates do not move while they are in the open position.

6. Can you please provide details on the slotted locking tab plate.

The slotted locking tab plate has the dimensions shown in the image below. The plate is ¼” thick and is 3” in width x 7” in length.

7. I would like to know if there is any additional drawings and information on gate specs in order to satisfy requirements and properly quote material and labor.

All requirements for the fabrication of all gates are shown in the contract specifications. No other specifications will be provided for this solicitation.

8. Is there a preferred finish on gates such as paint, powder coat, or galvanized. Any information is greatly appreciated.

The gates should be painted with Forest Service brown. Thank you!

9. I have a couple of questions regarding this contract. Will the gates need to be painted? Who would be responsible for doing the additional field install?

The gates should be painted with Forest Service brown. Field installation will be done with labor from the local Forests.

10. Other than or at locks, is there specific detail on how they want that built. Usually we cut a slit and the end of the gate has an ear that goes in the slit and can be locked from underneath.

There is no required method for fabricating these gates. This particular method would be acceptable. Thank you!

11. Can we use sleeve hinges with grease fittings? They are better quality hinge system and there would be two sleeve hinges per gate.

The SOW mentions greaseable hinges for the top and bottom. This method and material would be acceptable.

12. We see the specified dimensions for each of the gate types, however, there is no material type specified. Is there a preference for carbon steel, galvanized, aluminum, etc.?

Gates should be made of carbon steel. Thank you!

13. Is there any surface finish requirement for the materials (painting, polishing, etc.)?

Gates should be painted with Forest Service brown. Thank you!

14. With respect to the statement “Contractor shall provide all equipment, supplies, superintendence, materials, and labor necessary to complete the work in accordance with all attached drawings and specifications.” – Can you please confirm that this is for fabrication activities only, and does not require any “on-site” installation activities on our behalf?

This is correct – this contract is only for gate fabrication and delivery and therefore does not require field installation.

1. The SOW and the drawings do not appear to indicate any paint or other coating for any of the pieces. Are the final pieces to be supplied unpainted? If not please specify applicable coating.

· Gates should be painted with Forest Service brown. Thank you!

1. Single Gate – Figure 1:

1. “Materials”, Item 8 notes “lock cap” but doesn’t give any specifications for this detail. What is the anticipated locking mechanism to be used? Are there dimensions or other details for the locking system and the locking cap in particular that can be supplied?

See the specifications contained in the single-arm gate drawing. The lock cap detail is located there.

1. Materials Item 3 “adjustable arm” shows a measurement of 2 feet on the drawing. Is 2 feet the desired fully extended range or does the arm need to extend out further than 2 feet? Does it need to extend all the way in? What is the desired range of adjustment?

The drawings depict the overall length of 16 feet. However, an adjustment of ±2 feet would be acceptable, resulting in a total range of 14 to 18 feet for the length of the gate arms.

1. Will that adjustable arm be welded into place when the desired length is determined (as noted in Figure 2) , or should it be designed with the knowledge it will be repeatedly adjusted?

The adjustable arm should not be welded and should allow for movement. Thank you!

1. Figure 2 - Double Arm Gate:

2. The double gate in Figure 2 has gussets on the hinge post side. Are these field added and not a part of the item to be supplied? If this is part of the item to be supplied, is this also a feature required on the single gate?

Everything included in the drawings must be part of the supply for both the single-arm and the double-arm gates. The contract does not include field installation, so nothing is fabricated in the field.

2. The double gate figure notes a slotted locking tab on the hinge post side. A detail of that feature is needed. Also is this feature needed on the single gate as well?

The locking tab is not needed for either the single-arm or the double-arm gates. That note can be disregarded. Thank you!

1. The second drawing notes field modification, however it is our understanding that this solicitation is for the supplies only and does not include any on site construction work / installation. Is this correct?

· This is correct. The contract is only for the fabrication of the gates.

1. Do the finished gates need to be painted? If yes, what color and is there a paint system preferred?

· The finished gates should be painted with Forest Service brown. There is no required or preferred method of painting. Thank you!

1. Are we to supply the reflective signs shown on the double gate detail?

· The reflective signs shown on the detail are not required. The gates should be supplied with no tape or signs attached. Thank you!

1. Can you provide a picture or another detail for the lock cap (detail 8) OR is it a "box" with the intent that a pin is dropped through the gate tab into the box and locked inside the box?

· See the lock cap assembly on the single-arm gate drawing. No other specifications will be provided.

1. Do you have a detail for the hinge system or is there a preferred hinge?

· The SOW mentions that the hinges must be greaseable for the top and the bottom. No additional specifications will be provided for the hinges.

1. Delivery. Please clarify the statement: If the location of the finished gates is within one hundred (100) miles of either project location, delivery of the gates shall be excluded from this contract. The Delivery line item is valid from Plant to site correct?

· This is correct. The two project locations are in Santa Fe, NM and Taos, NM. If either of these project locations are within 100 miles of the location at which the gates are fabricated, delivery of the finished gates will be excluded from the contract. If both project locations are over 100 miles from the location at which the gates are fabricated, delivery of the finished gates will be required.

1. This is supply only correct? No Field install.

· This is correct. This contract does not require field installation of the finished gates.

1. Will USFS have equipment to unload at the sites?

· If the contract requires delivery of the finished gates, the Forest Service will not be responsible for unloading them from delivery vehicles. The Forest Service will only accept the finished gates if they are safely unloaded in an undamaged condition consistent with contract specifications.

1. Concerning the center holding posts: Is that a telescoping affair that gets field welded? How far into the ground does it go?

· For the double-arm gates, the center holding posts are not required. Thank you!

1. Do we need to supply the reflector signs for the gates?

· The reflective signs shown on the detail are not required. The gates should be provided with no tape or signs attached. Thank you!

1. Can 7” outside diameter x 1/2” wall thickness pipe be used in place the 6” diameter schedule 80 pipe?

· No - all dimensions shown in the contract specifications should be used in the fabrication of all gates.

1. On the Single Gate Front View drawing page: #2, under Materials: we find that hard to read and would like this description verified please.

· See all required materials for the single-arm gate shown below.

1. We will need a detail or photograph of the hinge assembly & also how the gates lock or fasten to center holding posts. (An I-phone photo is sufficient).

· Unfortunately, we do not have images of gates consistent with these specifications that have already been fabricated. The only specifications that must be followed for compliance with this contract have been included in this solicitation. Additionally, for the double-arm gates, it is not necessary that the center holding posts be included. Thank you!

1. We will need a detail of photograph on the slotted locking tab plate. Again an I-phone photo should suffice.

· Unfortunately, we do not have images of gates consistent with these specifications that have already been fabricated. The only specification that must be followed for compliance with this contract have been included in this solicitation. Thank you!

1. I would like to verify that this solicitation is for fabrication and delivery only. No field installation is required.

· This is correct. This contract does not require field installation of finished gates. Thank you!

1. I saw the height for the locking posts is 8 feet tall. I’m not sure if there is a drawing or any other dimensions for the locking posts?

· There is not a separate drawing for the gate locking posts. However, those separate locking posts should be exactly the same as the holding posts shown in the specifications. The locking posts are simply meant to ensure the gates do not move while they are in the open position.

1. Is the contractor responsible for fabricating the hinge post and the holding post for the single gate? Or is the contractor responsible for only the gate? It seems that the contractor is responsible for the hinge post and holding post, but I just wanted to make sure.

· Yes, all parts of all gates are required. This includes the gate frames, the hinge posts, and the holding posts. The contract also references locking posts, which are similar to the holding posts.

1. For the double-arm gate, is the contractor responsible for the hinge posts, or just the gates?

· For the double-arm gate, all components are required for compliance with this contract. This includes both gate frames, both hinge posts, and two separate locking posts. Thank you!

1. Could you explain the forty-four (44) locking posts in more detail? Are two (2) locking posts required for each double-arm gate, or is one (1) required?

· Each gate arm must be accompanied by a locking post. This means one locking post is required for the single-arm gates and two locking posts are required for the double-arm gates. The locking posts should be exactly the same as the holding posts shown in the contract specifications; the locking posts are simply meant to ensure that the gates do not move while they are in the open position. Thank you!
