Request for quote Company Name:

Title: Soybean Meal The USDA, ARS, U.S. Meat Animal Research Center (USMARC) requires onsite delivery of Soybean Meal to the USMARC feed mill. Contractor is to provide all transportation required for deliveries. Soybean Meal shall be delivered in hopper bottom truck to the feed mill. All soybean meal not meeting standards defined in this solicitation shall be rejected.

Product Specification:

Soybean Meal: Solvent Extracted High Protein Soybean Meal with a minimum of 45.5% crude protein, 3.80% maximum crude fiber, minimum .50% crude fat, and maximum 8.0% maximum crude ash.

Quote: Provide a dollar amount per ton over/under futures price for soybean meal meeting above specifications. The quoted dollar amount per ton over/under futures price will be used throughout the performance of this contract.

· Soybean Meal: $ +/- per ton over/under futures price Please note: Your quote is for every ton that is delivered under this purchase order during the period of performance.

Scheduling Process: The order and schedule for the following month will be placed with the vendor the prior Tuesday. This order will define the number of ton needed for the delivery date and outline the delivery schedule. A signed order will be placed with the contractor by the end of Tuesday.

Period of Performance and Contract Details: Anticipated date of award is March 30, 2018. Period of performance will be April 1, 2018 to March 31, 2019. This will be an indefinite delivery indefinite quantity (IDIQ) contract. Vendor will be paid that month’s futures price per ton +/- their quoted price per ton over/under futures price for all tons delivered in that month.

Delivery Instructions: Delivery shall be made Monday through Friday between the hours of 8:00am to 3:00pm or by appointment at the USMARC feed mill. Delivery shall be at the discretion of the buyer and shall span the length of the contract. Soybean Meal shall be delivered in hopper bottom truck to the feed mill. Contractor shall provide, with each invoice, delivery tickets, to include load weights (in and out), and total tons delivered.

SAM: Vendor must be registered in the System for Award Management prior to the award of this purchase agreement. You may register by going to www.sam.gov. you will need your Tax ID, Duns and Bradstreet Number, and Banking information.

Contract Parameters: USMARC will order at minimum, 30 tons of Soybean Meal, per month on this purchase agreement.

Evaluation Criteria: This procurement is a “best value” procurement. An award will be based upon the evaluation of the following:

1. Past performance

2. Product quality

3. price Invoices: Invoices shall be sent to Dan Kinney by either email or mail. Email address is dan.kinney@ars.usda.gov, mailing address is USMARC, Attn: Dan Kinney, PO Box 166, Clay Center, NE 68933.

Payment Process: Payments for this contract will come from the USDA, ARS, USMARC, after product has been delivered and invoice has been processed.

Payment: The "Submit Invoice-to" address for USDA orders is the Department of Treasury's Invoice Processing Platform (IPP). The contractor must follow the instructions on how to register and submit invoices via IPP as prescribed in the previous communications from USDA and Treasury.

All invoices are to be submitted via the electronic Invoice Processing Platform. This is a mandatory requirement initiated by the U.S. Department of Treasury and you can find more information at this website https://www.ipp.gov/index.htm. Please make sure that your company has registered at https://www.ipp.gov/vendors/enrollment-vendors.htm to establish your account.
