Red Pine CSE
M – Contract Award
Award will be made to the offeror
(1) Whose Proposal is technically acceptable and
(2) Whose technical/cost relationship is most advantageous to the Government.
Cost is equal to qualifications and technical and will be a factor in the award decision. The critical factor when making any cost/technical trade-off is not necessarily the spread or difference between the technical cores, but rather is the significance of the difference. The significance will be determined on the basis of what the difference might mean in terms of performance, and what it would cost the Government to take advantage of it. Award may not necessarily be made to the offeror submitting the lowest Price Proposal. Also, award may not necessarily be made for technical capabilities that would appear to exceed those needed for the successful performance of the work. The Government reserves the right to make cost/technical trade-offs that are in the best interest and to the advantage of the Government. The relative importance of technical factors is explained below.
M.1.1 EVALUATION CRITERIA
Responses will be evaluated on the basis of the following criteria, which are listed in descending order of importance. Proposers need to thoroughly address in writing each factor as presented below.
Qualifications (as listed in section C.2.3) and Technical Excellence The Contractor shall designate crew leaders for each crew. The crew leader shall be the individual responsible for ensuring plot measurements are taken in accordance with the accuracy standards.
1. Each crew must have a crew leader with undergraduate courses in mensuration, tree identification, plant (shrub/forb) identification, silviculture, and ecology, or adequate prior experience collecting data for accurate Forest inventory or vegetation classification.
2. Each crew member must be able to use GPS technology.
3. Each crew member must be able to satisfactorily interpret aerial photographs.
(a) Price
(b) Project Management Plan that describes your ability to organize, schedule (production rate), and staff (crew size) this project to completion and on schedule.
(c) Past Performance that demonstrates ability to meet Forest Service needs both organizationally and technically.
(d) Availability that indicates when you will start this project, and when you will finish it.
M.1.2 CONTRACTOR QUALITY CONTROL PLAN
The Contractor shall provide a Quality Control Plan (QCP) with the technical proposal. The Contractor shall supplement the QCP within 10 days of contract award based on items awarded to the Contractor and Government comments.
The general Quality Control Plan must demonstrate how the Contractor will assure quality meets the requirements and specifications of the contract. It shall specify how quality will be monitored to assure the performance standards are met; the supervision of crew and work; and the personnel that will be performing the quality control. Quality control includes the monitoring of quality while work is in progress.
