About this file
This document consists of questions and answers related to Solicitation 12639524Q0094 for the Transformer Replacement project in Ames, issued by the Department of Agriculture Animal and Plant Health Inspection Service.
The key details are:
- The contractor has raised concerns about the cable length being insufficient to connect the new transformer to the existing switchgear after cutting off the existing terminations and installing load break elbows. The USDA is allowing the contractor to add splices to the existing cables to extend them as needed.
- Regarding the oil containment requirements, the USDA is allowing the contractor to size the containment area larger to reduce the height of the containment curb, as long as it does not affect the parking area of building 403.

Solicitation 12639524Q0094, Transformer Replacement
Cable Length We reached out to Larson for dimensions on the transformer. what they sent back does not have the dimensions from the base to the bushings. Our concern is the cable is not going to be long enough to once we cut off the existing terminations and install the load break elbows. Do you consider we pulling new cables from the Switch gear to the transformer to fix this issue? I have attached the drawing that they sent and a picture of the primary on the existing transformer. We will lose 12 to 14" when we cut the termination off. There does not seem to be any slack in the existing cables. What we have done in the past with other transformers is allow the contractor to add splices to the existing cables. The USDA is fine with adding splices to the existing cables to extend them.
Oil Containment Does the USDA care if we size the containment area larger to reduce the height of the containment curb, but still accommodate the containment requirements set forth in the documents? The USDA is fine with a larger containment basin, as long as it doesn't affect the parking area of building 403.
