6. SCOPE OF WORK:
A. Background The U.S. Department of Agriculture, Animal and Plant Health Inspection Service, Plant Protection and Quarantine (PPQ) Program requires a 20-gallon electric kettle for use in the Forest Pest Methods Laboratory (FPML) located at Joint Base Cape Cod, in Buzzards Bay, MA. It will be used in support of the lymantriid moth program (formerly known as gypsy moth) for rearing hundreds of thousands of moths annually. Weekly preparation of 20 – 40 gallons of a specialized gelled food (diet) is needed to grow the caterpillar stage. A 20 gallon electric kettle with controlled heating and mixing capacity is required as part of an existing semi-automated system for rearing large numbers of the caterpillars. A stand-alone electric model with a closed steam jacket must be purchased to replace the current 20 gallon steam-fed model in accordance with planned phasing-out of piped steam in the laboratory facility. The kettle must provide controlled heating by steam jacket to reach boiling temperature without scorching, and it must provide thorough mixing, both of which are crucial to ensure preparation of high-quality diet for the lymantriid moths and other insects.
The new kettle will replace a 20 gallon, steam-jacketed kettle that is being phased out by our facility due to its reliance on steam piped from a boiler. The boiler is unreliable and ready to be scrapped. Our requirements have therefore shifted to a stand-alone kettle that generates its own steam in a closed jacket. A 2” draw valve at the base of the kettle must couple with our pumping apparatus, which draws the hot diet while it is still semi-liquid and pushes it towards a manifold that dispenses it into insect rearing containers, where it will cool and gel. Most electric kettle models do not have this draw valve, but instead tilt to pour the product; this is not compatible with our pump. The kettle, pump, and dispenser are integral to the time-saving semi-automated diet preparation system that supports the lymantriid moth program. The three units are housed in a diet-preparation room (kitchen) equipped with water and electrical hookups.
Rearing large numbers of lymantriid moths is required to maintain a large colony of European lymantriid moths and six smaller colonies of closely related Asian lymantriid moths, in addition to supporting large- and small-scale rearing for research targeted towards preventing the establishment and/or spread of this group of invasive forest pests. Each summer, the rearing program provides a weekly minimum of 8,000 lymantriid moth pupae to the Gypsy Moth Slow the Spread Foundation, which works with the U.S. Forest Service to contain the moth along its expanding borders. Other orders are received year-round for all life stages of the moth to support mostly academic research on biological control, ecology, pathology, and physiology. We also provide thousands of eggs on an as-needed basis to a commercial insect-rearing facility that produces and sells a virus product that harms only the lymantriid moth in forests. To support moth rearing on such a scale, the semi-automated diet preparation system, consisting of steam kettle with mixer, pumping apparatus, and dispenser, must be continued without major changes.
