Statement of Work For

Replacement of Support Water Purification System

1.0 CONTRACT PROJECT:

1.1 Title: Remove existing water purification system and replace with new in the

NPGQC Support Building.

1.2 Location: USDA, APHIS, PPQ, National Plant Germplasm Quarantine Center (NPGQC), BARC-East, Building 580, Beltsville, MD 20705

1.3 Performance Period: From the date of award through TBD

1.4 Project Background: The NPGQC opened in 1979 to safeguard agricultural resources from the risks associated with the entry, establishment or spread of exotic plant diseases from foreign germplasm to be introduced into the United States. Additional expansion projects at NPGQC in the 1980’s and 1990’s added facilities for the Plant Protection Quarantine (PPQ), Plant Health Program (PHP), National Botanist’s and Beltsville Plant Inspection Station, and the PPQ Center for Plant Health Science and Technology (CPHST) Beltsville Laboratory. The most recently completed NPGQC expansion added an additional facility for the foreign plant germplasm testing program and included the specially constructed BSL-3 Enhanced Laboratory and Greenhouse. The NPGQC also provides world leadership and excellence to ensure the plant germplasm designated for release into the U.S.

Germplasm Resource System is free of exotic plant pathogens and supports the preservation of global plant genetics resources.

The facility has a water purification system that is over 20 years old and no longer functioning in the Support Building and requires replacement. This renovation will include removal of the existing system including but not limited to the carbon filter, water softening system, booster pump and all system piping, loop piping is to remain. The new system shall utilize the existing storage tank. Install a new water purification system that shall include but not limited to new Carbon Filter, Water Softening System, and Reverse Osmosis System and two distribution pumps with Hand, Off, Automatic control with automatic alternation of the pumps. The proposal shall include a quote for one year of quarterly preventative maintenance to be performed on the water purification system plus four additional option years.

1.5 Project Description: Contractor shall provide all labor, tools and materials to remove the existing water purification system and install a new water purification system in the Support Building for a Guaranteed Maximum Price. The contractor shall provide system sanitization with a disinfectant. The contractor shall provide start-up services including all programming, flushing as needed and provide a written report detailing the system 0operating parameters and initial settings. The Project consists of demolition of selected existing building elements, including removal of the existing Carbon Filter, Water Softener, and Reverse Osmosis System and shall include disposal. The provision and installation of new Carbon Filter, Water Softener, and Reverse Osmosis System. This contract will also include pricing for one year of quarterly preventative maintenance to be performed on the water purification system plus four additional option years. The contractor shall develop design layout drawings, specifications, provide cut sheets and construction cost estimates for review and approval before construction services commence. The new water purification system shall be connected to the existing water supply, drain and power and shall include all new piping, ball valves and fittings. The existing storage tank, loop piping will be reused, the existing storage tank shall have new level controls installed. The new system shall be installed in such a manner that all equipment located in the room shall be accessible. The new equipment layout will be approved in advance by the Facility Manager.

1.6 Work Sequence: All work shall be performed during normal business hours M-F from 6:30 am until 4:30 pm unless otherwise approved by the Program Project Manager (PPM).

1.7 Contractor Use of Premises: The contractor’s crew will have limited use of the premises while performing the Support Water Purification System project. All contractors must sign in and sign out each day at the Security Guard desk. Confine operations to areas within the area under renovation and outside surrounding areas. Do not disturb portions of the site beyond the Support Building. Contractors will not be allowed to enter other areas of the facility unless escorted and on official business.

Keep driveways and entrances serving the facility clear and available to USDA, facility employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials. Schedule deliveries to minimize space and time requirements for storage of materials and equipment at a preapproved on-site location. Contractor is responsible for scheduling, receiving, and off-loading all deliveries.

USDA will occupy the site and existing surrounding buildings during the entire construction period. Cooperate with USDA during construction operations to minimize conflicts and facilitate USDA program usage.

1.8 Selective Demolition: Contractor shall submit a Demolition Plan containing the proposed demolition and removal procedures for approval by the Program Project Manager (PPM) and Contracting Officer’s Representative (COR) prior to commencement of any demolition work. Perform demolition in such a manner as to eliminate hazards to persons and property; to minimize interference with the use of adjacent areas, utilities and structures or interruption of use of such utilities; and to provide free passage to and from such adjacent areas of structures. Provide safeguards, including warning signs, barricades, temporary fences, warning lights, and other similar items that are required for protection of all personnel during demolition and removal operations. Debris including all plumbing fixtures, filters, equipment, accessories and similar materials shall become property of the Contractor and shall be disposed of by him/her off the Beltsville Agriculture Research Center (BARC) property.
