Amendment 0001 12639518Q0019

SUMMARY OF CHANGES

Section 3.0, Solicitation Provisions, is revised as follows:

1. 52.212‐2 Evaluation – Commercial Items, paragraph (a)(ii) is revised as follows (additions underlined):

“(ii) Technical Capability. The ‘technical capability’ factor will receive a rating of ‘acceptable’ or ‘unacceptable’ based on its entirety. In order to receive an ‘acceptable’ rating, the quoter must provide the required submittals with sufficient detail to convince the evaluators that the quoter (prime contractor, proposed key personnel and/or subcontractor) is capable of performing the work…”

2. “FAR 52.212‐1 Addendum

Paragraph (f) is replaced with the following:

(f) Submission deadline. Quotes must be received by the date and time specified in this solicitation. A late quote will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition. In the case of an emergency or unanticipated event that delays Government operations so that quotes cannot be received, the deadline will be extended by one working day.

Paragraph (g) is replaced with the following:

(g) Contract award. The Government intends to evaluate quotes and award contract(s) without discussions. Therefore, a quote should contain the quoter’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; and waive informalities and minor irregularities in quotes received. The Government may reject any quote that is not based on the terms of this solicitation every respect. Quotes must contain all of the information required by the solicitation.”
